3.2 PRE-PLACEMENT CONDITION SURVEYS
The beachfill area conditions are dynamic in nature. Conditions existing during the preparation of this contract may not be an accurate representation of the beachfill area conditions existing at the commencement of beachfill operations. Consequently, the Contractor shall obtain pre-placement condition survey cross sections, in accordance with Section 01 71 23 SURVEY REQUIREMENTS. Upon receipt of the pre-placement surveys as specified in Section 01 71 23 SURVEY REQUIREMENTS, the Government will re-issue revised beachfill sections. Commencement of beachfill will not be permitted until these surveys have been submitted and approved, and revised beachfill section re-issued by the Government.
3.3 MAINTENANCE OF DRAINANGE OUTFALLS
The Contractor shall maintain drainage of all outfalls at all times throughout the duration of the contract.
3.4 REMOVAL OF STRUCTURES
All existing structures, including but not limited to, the volleyball poles and bases, will be removed by others.
3.5 PLACEMENT OF BEACHFILL
3.5.1 General
Beachfill material shall be placed and shaped to the beachfill template lines, grades, slopes, and elevations shown on the contract drawings. There shall be no pronounced ridges or wash holes in the final grades and slopes unless otherwise indicated. Beachfill lines and grades shall extend linearly between before- and after-beachfill survey lines as specified in Section 01 71 23 SURVEY REQUIREMENTS, with no scallops in planform contours.
The required placement quantity of sand between survey lines will be determined by the average-end-area method using the difference in cross-sectional area between (1) the cross-section surveys obtained by the Contractor before the beachfill operations in accordance with Section 01 71 23 SURVEY REQUIREMENTS and (2) the template lines shown on the drawings.
For placement, a vertical tolerance of plus 0.2 feet and minus 0 will be permitted on the berm portion of the beach. Beachfill shall be placed to the minimum seaward edge of berm and to the foreshore slope indicated on the drawings, however the Contractor may adjust the construction template by advancing the seaward edge of berm (at the same elevation) and adjusting the foreshore slope to achieve the required placement quantity within the footprint of the beachfill template shown on the drawings. An example of an adjusted construction template is attached to this section.
In the event that the berm elevation, the minimum seaward edge of berm or the required placement quantities are not met, the Contractor shall recommence beachfill operations until the requirements are met. The Contractor will not be required to recommence beachfill operations in the event of erosion and/or storm damage in areas where beachfill has been completed and the survey data demonstrates compliance with the contract requirements.
SECTION 35 31 00 Page 5
Payment will be made for placement only to the lines and grades shown on the contract drawings (see Measurement and Payment paragraph below). In the event the Contractor adjusts the construction template as specified herein, payment will be made for measured quantity, not exceeding the required placement quantity. Payment will not be made for material placed above the required berm elevation, or placed seaward of the toe of slope. The toe of slope shall be defined as the point of intersection of the template as shown on the drawings with the before-placement survey cross section.
The Contractor shall conduct his work operations so that no areas landward of the work limits shown on the Contract Drawings are disturbed.
Land-based equipment shall be used for grading the beachfill material.
3.5.2 Removal of Debris

a. The Contractor shall stop dredging and beachfill work.
b. The Contractor shall report the incident to the COR.
c. Intake and/or discharge screening devices shall be repaired if necessary.
d. Beachfill and/or dredging work will not be permitted to re-commence until notification from the Contracting Officer.
During the operation of placing beachfill material, all debris resulting from construction operations shall be removed from the work site and disposed of at no additional cost to the Government. Such disposal shall comply with all applicable Federal, state and local laws. Such materials shall be removed from the site of the work before the date of completion of the work under these specifications. Debris may be temporarily stored on-site in a dumpster or roll-off box. Do not bury any debris collected in the screening device in the beachfill.
3.5.3 Placement of Beachfill Beneath Existing Beach Structures
Placement and grading of beachfill material by hand may be required beneath existing beach structures. The Contractor shall protect the existing beach structures from damage. Placement of beachfill material beneath structures shall be done in a manner that minimizes the ponding of water. If ponded areas are created due to the Contractor's operations the Contractor shall pump these areas dry at no additional cost to the Government. Any structures damaged shall be repaired at no additional cost to the Government.
3.5.4 Hydraulic and Hopper Dredges
All pipelines used with hydraulic dredges shall be kept in good condition at all times, and any leaks or breaks shall be promptly repaired. Material excavated by hopper dredge shall be loaded into bins or hoppers and pumped directly to the beachfill area by a means which shall prevent the loss of
SECTION 35 31 00 Page 6 any material into the ocean. Special care shall be taken to ensure that hoppers do not leak during any phase of the contract work.
3.5.5 Submerged Dredge Pipe
Barricades, warning signs, and lights shall be provided by the Contractor, subject to the approval of the Contracting Officer as part of the accident prevention plan, for the protection and safety of the public using the adjacent beach areas. The beachfill dredge pipe shall be clearly marked with buoy signs or other signage approved by the Contracting Officer at a distance of 200 feet seaward of the low water line at all locations that the dredge pipe is landed. This sign shall warn the public of the location and danger of the submerged pipe. All barricades, warning signs, and lights shall be installed prior to the start of any work. See Section 00800 SPECIAL CLAUSES for requirements to notify the Coast Guard to issue a "Notice to Mariners."
3.5.6 Removal of Stakes and Markers
The Contractor shall remove all stakes, markers, temporary fencing, burlap, or other items used in the construction of the beach immediately after completion and before approval of an acceptance section, or as otherwise directed by the Contracting Officer. All stakes, markers, temporary fencing, burlap, or other items used in the construction that become uncovered after approval of the acceptance section shall be removed within 24 hours of their detection.
3.6 SITE RESTORATION
If the Contractor removes any dune fencing and/or post and rail fencing or affects any dunes for access, the Contractor shall rebuild the damaged dune, replant any damaged dune grass, and reinstall fencing, as necessary, to restore the area to original conditions. Any materials required to establish or stabilize access points for vehicle use at those street ends shall be approved by the COR and provided and removed by the Contractor.
Any additional parking that the Contractor requires, outside the work limits, shall be coordinated directly with the appropriate local officials.
