14. DESCRIPTION OF AMENDMENT (continued)

a. CLARIFICATIONS: Please see attached sheet of clarifications.

b. CONTRACT DRAWINGS: Please delete previously issued Sheet C15 and substitute revised Sheet C15, with a revision date of 18 July 2008, attached hereto.

c. Please indicate receipt of this amendment on Standard Form 30 (AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT) as Amendment No. 0004. Failure to acknowledge all amendments may be cause for rejection of the offer.

ATEF Clarifications

1) Drawing S1 (Sheet 164 or 165), entitled “Sound Wall – Plan, Elevation, Details:”

Delete text “64 REQ.” from Section 2 detail entitled “Typical Elevation.” Length of sound wall, indicated on Drawing C23 (Sheet 26 or 165), entitled Plan Sta. 136+50 to Sta. 155+50,” is correct.

2) Spec Section 02 01 00 entitled “UNEXPLODED ORDNANCE (UXO) DETECTION, PRELIMINARY IDENTIFICATION AND REMOVAL COORDINATION:” Delete subparagraph 1.7.2 entitled “Edgewood Area Health and Safety.” Contract work is in Aberdeen area only.

3) Smallest ordnance found, per UXO report attached to Section 02 01 00, entitled

“UNEXPLODED ORDNANCE (UXO) DETECTION, PRELIMINARY

IDENTIFICATION AND REMOVAL COORDINATION” (Amendment No. 0003) , indicates smallest ordnance found in the top 2 feet of the project footprint was 30 mm.

4) Caisson reinforcement, indicated in Detail 10 on Drawing S2, may be # 3 hoop bars in lieu of #3 spirals.

5) Drawing ES04, on plan entitled “New Work Plan (Partial),” between A-A' , the detail designator should be “6/ES05,” not “2/ES05.”

6) Reference medium voltage splice points and termination points: There will be no splices on MV cables. An existing OH run will be terminated at an existing pole, provided with cut-offs at that pole, new MV cable from the cut-offs that goes UG (to cross the planned track), comes up adjacent to an existing pole (on the other side of the planned track), gets provided with another set of cut-offs, then gets connected to the rest of the existing overhead lines which are to remain. The two poles where the MV lines went down and came up will be provided with guy wires.

7) Reference telecommunications splice points and termination points: The existing copper communications line(s) are to be spliced (with the new cable) at the last HH where it goes UG and before it crosses the planned track. From this splice it goes UG crosses the track then comes out adjacent to an existing pole and gets reconnected/spliced to the OH existing cable(s).

8) The protocol for the extension of communications cable would be to match the existing ones. If for example, the existing is 300-pairs of #22, then the new cable will be 300-pairs of #22.

9) Existing ODALS: Please see attached manufacturer cuts.

10) Clarification of quantity and location of new manholes and handholes: Two (2) electric (E) MH and eleven (11) communications (C) HH. Note. There might be instances that additional MHs/HHs may be necessary for longer runs, and/or where a run(s) will be decided on the field to be re-routed and/or relocated.

ATEF Clarifications

11) Underground duct banks concrete encasement rule: (a) UG MV - Always concrete encased. (b) UG LV - Always direct-buried conduit unless it crosses road/railway, then it will be concrete encased across the road/railway only. (c) UG Comm - Like the UG LV, always direct-buried conduit unless it crosses road/railway, then it will be concrete encased across the road/railway only.

12) Conduit requirements: The rule here is #filled + spare. If for example two comm conduits were filled, then an extra/spare 4" will be provided. Accordingly, for power, if one is filled, then an extra/spare 4" (unfilled) will be provided.
