About this file
This is a Questions and Answers document for a Chatfield Generator federal contract opportunity. The Government is procuring a diesel-fueled generator set delivered F.O.B. destination with freight prepaid and included, with installation to be performed separately by the Government. The generator must feature a 480V, 3-Phase, 3-Wire Wye configuration with a manufacturer's standard 12-lead reconnectable alternator (factory strapped for 480V Series Wye) and a factory-installed 100A, 3-pole, 480V molded-case circuit breaker. The unit shall be mounted on a manufacturer's standard commercial skid with weather protective enclosure, conforming to approximately 3 feet width by 8 feet length, capable of securing to an existing concrete foundation pad via standard anchoring hardware.
The generator will be fueled by an existing 25-gallon diesel storage tank located approximately 6 feet from the installation location, with no specific runtime requirement beyond the tank's fuel limitations. No portable load bank, automatic transfer switch, base tank, or removal/disposal of existing equipment is required. Testing requirements consist of the manufacturer's standard on-site startup, inspection, and commissioning checklist to validate full factory warranty coverage, including verification of steady-state output voltage (480V, 3-Phase) and frequency (60 Hz), confirmation of proper safety shutdowns, and recording of operational parameters on the manufacturer's startup report. The generator must be EPA Tier 3-Certified for Stationary Emergency Applications; since operation is less than 250 hours per year, a Colorado Air Pollution Permit is not required. No seismic or wind anchoring requirements apply. The Government will complete all fuel and electrical connections before startup.

Questions for Chatfield Generator
1. Does 277/480V “3-phase, 3-wire Wye” mean a 4-wire system with neutral?
The technical specifications have been updated to clarify requirements.
System voltage is 480V AC (12-Lead Reconnectable Alternator, factory strapped for 480V High/Series Wye).
2. Will the Government complete the fuel and electrical connections before startup? Yes, the Government will complete the fuel and electrical connections before start-up.
3. Must the contractor provide a portable load bank? No, the technical specifications have been revised to remove this requirement.
4. Is the 2:00 PM deadline Central or Mountain Time? Deadline should be on the solicitation guidance.
5. Should quotes be submitted directly by email? Submitted per the solicitation guidance.
Voltage Configuration:
The specification identifies the generator as 277/480V, 3-phase, 3-wire wye connected.
Please confirm whether the required output configuration is: 480Y/277V, 3-phase, 4-wire wye, or 480V, 3-phase, 3-wire.
The technical specifications have been updated to clarify requirements.
System voltage is 480V, 3-Phase, 3-Wire Wye. Provide the manufacturer's standard 12-lead reconnectable alternator (factory strapped for 480V Series Wye) with a factory-installed 100A, 3-pole, 480V molded-case circuit breaker.
Generator Installation Location: Please provide any available site plans, drawings, or information identifying the generator installation location and applicable site conditions.
The Government will be responsible for installation. Provide manufacturer's standard commercial skid mounting and weather enclosure. The footprint shall conform to standard commercial dimensions (approximately 3 feet width × 8 feet length). The mounting skid shall be capable of securing to the existing concrete foundation pad via standard anchoring hardware.
Existing Fuel System: Please provide the capacity of the existing diesel storage tank and the approximate distance between the fuel tank and the generator installation location.
The existing fuel system capacity is approximately a 25-gallon diesel storage tank and the distance between the fuel tank and the generator is approximately 6 feet.
Required Runtime: Please confirm whether there is a minimum generator runtime requirement (e.g., 8-hour, 24-hour, or other duration). If no specific runtime is required, please confirm whether runtime is intended to be based on the owner's existing fuel storage system.
No specific runtime is required; runtime is based on the limitations of the existing fuel storage system which is a 25 gallon diesel storage tank.
Load Testing Requirements: The specification requires load step, block load, and sustained load testing. Please provide the required test durations, load percentages, and acceptance criteria. Also, please clarify whether the Government will provide a load bank if facility load is unavailable during commissioning.
Load Testing Inspection requirements on the technical specifications have been updated to clarify/change requirements.
Testing shall consist of the manufacturer's standard on-site startup, inspection, and commissioning checklist as required to validate full factory warranty coverage.
Formal multi-stage resistive load bank testing (e.g., stepped block load / sustained endurance testing) is not required. The contractor shall perform standard initial start-up, verify steady-state output voltage (480V, 3-Phase) and frequency (60 Hz), confirm proper safety shutdowns, and record operational parameters on the manufacturer's startup report for final Government acceptance.
Is the Government buying the generator set as equipment, delivered F.O.B. destination, with installation performed separately by others or a turnkey package including sitework, concrete pad, fuel system, transfer switch, electrical tie-in, commissioning and load bank testing. – The Government is buying the generator set as equipment, delivered F.O.B.
destination, with installation performed separately by others. Installation is the responsibility of the Government, with the caveat that the manufacturer’s recommended startup will be provided as well.
Related points that would help us price accurately:
- Fuel type: diesel or natural gas, and whether a base tank is required and to what runtime
Diesel fuel, no base tank required, and no specific runtime is required.
- Automatic transfer switch: in scope, and at what amperage and configuration
No automatic transfer switch is in the scope.
- Enclosure: weather protective or sound attenuated, and any decibel limit at a stated distance
Weather protective enclosure.
- Whether EPA Tier and any state emissions requirements apply at this site
EPA Tier 3 - Certified for Stationary Emergency Applications. Since this generator operates less than 250 hours per year it is exempt from obtaining an Colorado Air Pollution Permit.
- Whether removal and disposal of an existing unit is in scope
Removal and disposal of existing unit is not in scope.
- Seismic or wind anchoring requirements
No seismic or wind anchoring requirements.
F.O.B. destination, freight prepaid and included.
These shall be included.
