About this file

This is a Questions and Answers document for solicitation W9128F26QA087, dated 5 August 2026, concerning the purchase of a centimeter-level accuracy/survey-grade GNSS physical receiver.

This is a brand-new contract with no incumbent. Offerors must complete and submit Section B (the CLIN pricing schedule on Page 3) and sign the official solicitation form (Standard Form 1449 / SF 1449, blocks 30a–30c) to be considered for award. While offerors may attach their standard company quote sheets as supporting documentation, the completed and signed government solicitation document remains the legally binding offer. Quote submissions that omit Section B or fail to return a signed copy of the solicitation may be determined technically non-responsive and excluded from evaluation. The required equipment is a centimeter-level accuracy hand-held GNSS receiver unit for georeferencing specific points only; it will not be used with rovers for data collection, nor will mounting accessories such as tripods and tribrachs be needed. No data collection software or devices are required. Regarding software proposals, any third-party standalone software proposed for installation on USACE Government Furnished Equipment or networks must be listed on the Army Approved Products List (APL) and is subject to standard Army IT security reviews. While the government currently utilizes Leica Microsystems LAS X Life Science 5.2.0 and LAS X Office 1.4.26810.4 for data processing, pre-approval for newly proposed software platforms such as Leica Infinity cannot be guaranteed prior to contract award. Offerors are encouraged to submit comprehensive solutions that meet the generic, performance-based salient characteristics outlined in the Purchase Description, with any unapproved software subject to standard IT evaluation post-award.

Purchase of Centimeter-Level Accuracy/Survey-Grade GNSS Physical Receiver

Questions and Answers 1

Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

A: Brand-new contract

Q: Can we just submit a standard quote in our standard quote format and sign page one and two of the solicitation or do we have to use your sheets on this solicitation and fill them in with a .pdf editor?

A: To be considered for award, oƯerors must complete and submit Section B (the CLIN pricing schedule on Page 3) and sign the oƯicial solicitation form (Standard Form 1449 / SF 1449 blocks 30a–30c).

OƯerors are encouraged to attach their standard company quote sheet as supporting technical or billing documentation. However, the completed and signed government solicitation document remains the legally binding oƯer. Quote submissions that omit Section B or fail to return a signed copy of the solicitation may be determined technically non-responsive and excluded from evaluation.

Q: Is there any chance that these units will be used and rovers to collect data as well?

A: No

Q: How is this base going to be used and or mounted in a static format?

A: This should be a centimeter-level accuracy hand-held unit.

Q: Will you be needing items such as tripods and tribrachs to mount the base on?

A: No

Q: What device will you be using to do data collection with? Make and model of data collector?

A: None, this unit is for georeference of specific points

Q: What software will you be using to do data collection?

A: None

Q: Could you please inquire if it is OK to install standalone survey software on his desktop.

My proposal would include Leica Infinity Surveying Software as an oƯice platform to import and process the data collected in the field.

A: The installation of any third-party, standalone software on USACE Government Furnished Equipment (GFE) or networks is subject to standard Army IT security reviews and must be listed on the Army Approved Products List (APL).

While the requiring activity currently utilizes certain approved software packages for data processing (e.g., Leica Microsystems LAS X Life Science 5.2.0 and LAS X OƯice 1.4.26810.4), the Government cannot guarantee pre-approval for the installation of newly proposed software platforms (such as Leica Infinity) prior to contract award. OƯerors are encouraged to submit their best comprehensive solution including any required data processing software that meets the generic, performance-based salient characteristics outlined in the Purchase Description. Any proposed software not currently approved will be subject to standard IT evaluation post-award.
