About this file

This is a Purchase Description (PD) for the procurement of commercial off-the-shelf (COTS) centimeter-level survey-grade GNSS receivers and integrated operational software/firmware by the U.S. Army Corps of Engineers - Omaha District.

The procurement requires vendors to provide one base unit (CLIN 0001) and optionally one additional unit (CLIN 0002) of centimeter-level/survey-grade GNSS receivers with identical specifications. The receivers must simultaneously track all four major global GNSS constellations (GPS, GLONASS, Galileo, and BeiDou) and achieve centimeter-level survey-grade accuracy with a maximum allowable horizontal/vertical offset of 15 cm under field conditions. Critical requirements include achieving centimeter-level accuracy out-of-the-box without requiring annual, monthly, or recurring subscription fees or add-on correction services, and operating under moderate tree canopy interference without loss of accuracy. Each receiver must include an internal rechargeable battery pack, power supply/charging adapter, USB data/charging cable, and rugged protective carrying case. Vendors may propose equivalent solutions if they meet all specified salient characteristics. Delivery must occur within 30 days after receipt of order (ARO) via FOB Destination to the U.S. Army Corps of Engineers - Omaha District in Omaha, Nebraska. All equipment must be factory-calibrated by the manufacturer prior to shipment with calibration certificates included in each shipping container. The vendor must provide a standard commercial OEM warranty with a minimum 12-month coverage for all hardware components, battery packs, and internal firmware.

Purchase Description (PD)

1.0 Background and Objective

The government requires commercial oƯ-the-shelf (COTS) centimeter-level accuracy/survey-grade GNSS (Global Navigation Satellite System) receivers and integrated operational software/firmware. The objective of this procurement is to acquire high-precision positioning equipment to emplace and ground-truth quality assurance (QA) seeds for geophysical investigations at munitions response sites. This equipment will be utilized to monitor contractor performance when geophysically mapping underground anomalies, requiring highly accurate and reliable location documentation in areas that may have tree canopy interference.

2.0 Scope

The vendor shall provide all hardware, integrated operational software/firmware licenses, and accessories listed in the Bill of Materials (BOM) below. If a vendor proposes an "or equal" solution, the proposed equipment must meet the exact salient characteristics outlined herein, including simultaneous four-constellation tracking and the ability to achieve centimeter-level accuracy out-of-the-box without recurring subscription or correction service fees.

3.0 Bill of Materials (BOM) / Contract Line Item Numbers (CLINs)

The vendor shall deliver the following items (or exact equivalents):

CLIN Part Number

Item Description & Salient Characteristics Qty Type

0001 To Be Proposed / "Or Equal"

Centimeter-Level/Survey-Grade GNSS Receiver (Base Unit)• Must support and receive signals simultaneously from all four

(4) major global GNSS constellations: GPS, GLONASS, Galileo, and BeiDou.• Must produce centimeter-level survey-grade accuracy (absolute maximum allowable horizontal/vertical oƯset under field conditions is 15 cm / 6 inches; centimeter-level precision is highly preferred).• Must achieve centimeter-level accuracy out-of-the-box (oƯ-the-shelf) without requiring any annual, monthly, or recurring subscription fees, or add-on correction services.• Must be capable of operating under moderate tree canopy interference without loss of required

1 Base accuracy.• Must include internal rechargeable battery pack, power supply/charging adapter, USB data/charging cable, and standard rugged protective carrying case.

0002 To Be Proposed / "Or Equal"

Additional Centimeter-Level/Survey-Grade GNSS Receiver (Option Unit)• Must be identical in make, model, specifications, and accessories to the base unit provided under CLIN 0001.

1 Option

Note: Option CLIN 0002 may be exercised at the time of contract award at the sole discretion of the Government, subject to the availability of funds and if determined to be in the best interest of the Government.

4.0 Delivery and Place of Performance

Delivery Schedule: All hardware and any associated software/firmware license keys for the Base Unit (CLIN 0001) and, if exercised, the Option Unit (CLIN 0002) shall be delivered within 30 days After Receipt of Order (ARO).

Shipping: FOB Destination. The vendor is responsible for all shipping, handling, and insurance costs to the designated Government facility.

Delivery Address:

U.S. Army Corps of Engineers - Omaha District Ordnance and Explosives Safety Section ATTN: CENWO-EDG-M (James R. Bond) 1616 Capitol Avenue, Suite 9000 Omaha, NE 68102-4901

5.0 Calibration and Warranty Requirements

Calibration: All GNSS receivers delivered under CLIN 0001 and, if exercised, CLIN 0002 must be factory-calibrated by the manufacturer prior to shipment. A valid manufacturer's calibration certificate must be included inside the shipping container for each receiver. Equipment delivered without proper calibration certification is subject to rejection.

Warranty: The vendor shall provide the standard commercial OEM warranty (minimum of 12 months) covering all hardware components, battery packs, and internal firmware for all delivered units.
