About this file

This is a Questions and Answers document for the Fort Yates Area Tree Planting Services contract solicitation. The document addresses two inquiries from potential quoters regarding past performance evaluation criteria and contract status.

The first question clarifies the past performance evaluation requirements outlined in Section M. Quoters must provide three references for projects completed within the past five years as a prime contractor, demonstrating capability to perform similar work of equal or comparable scope, size, and complexity. References must include project dates, points of contact, titles, telephone numbers, and email addresses. The evaluation establishes three rating levels: exceptional (successful completion of similar projects on all references), satisfactory (at least one reference demonstrating successful completion of similar projects), and unsatisfactory (no successfully completed similar projects on references). The answer clarifies that evaluation is limited solely to the prime contractor's past performance experience; subcontractor experience cannot be considered as part of the evaluation. The second question asks about current or previous contract numbers, to which the Government responds that this is a new contract with no prior contract history.

QUESTIONS & ANSWERS FOR FORT YATES AREA TREE PLANTING SERVICES

Q. Section M states that the quoter shall provide three (3) references for similar projects completed as a prime contractor. If a small business prime intends to subcontract the field work to an experienced subcontractor, may the Government consider the subcontractor’s relevant past performance and experience as part of the evaluation, or will the evaluation be limited solely to the prime contractor’s past performance?

A. The quoter shall provide three (3) references of projects completed within the past five

(5) years. Experience consists of projects completed as a prime contractor that demonstrates the capability to perform this work. These references need to be equal to or similar in scope of this requirement. The contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references. The quoter will receive a rating of exceptional for past performance that demonstrates successful completion of similar projects on all references. The quoter will receive a rating of satisfactory for past performance that has at least one reference that demonstrates successful completion of similar projects. The quoter will receive a rating of unsatisfactory for past performance that does not demonstrate any successfully completed similar projects on the references.
