About this file

This is a Questions and Answers document for a federal contracting solicitation issued by the U.S. Army Corps of Engineers (USACE) for draft tube bulkhead seal supply at Fort Randall Dam, South Dakota under Solicitation #W9128F26QA048, dated 13 April 2026.

The document addresses a single inquiry regarding seal profile specifications and technical details that manufacturers have indicated appear outdated or based on legacy designs no longer supported by modern extrusion tooling. USACE clarifies that per Statement of Work paragraph 3.1.3, the seals must be fully molded rubber products and extruded seals will not be accepted. The response identifies that hydraulic gate seal manufacturers are capable of fabricating this type of molded rubber seal. The seals were last replaced in 1995, and USACE acknowledges that a custom mold may be required if the selected manufacturer has not previously fabricated this particular corner detail or if the original mold was not retained by the previous supplier.
