About this file

This is a Questions and Answers document for the UBRO Workspace Renovations project at Garrison Dam, North Dakota under Solicitation #W9128F26QA001, issued on 29 July 2026.

The document addresses six key inquiries regarding project execution and site requirements. Site visits with subcontractors are permitted with advance coordination through Leeann Wimer. All training requirements, including OSHA10 or similar certifications, are detailed in the provided solicitation documents. Security clearance procedures require at least one contractor representative to obtain fingerprint cards from a local police station and submit them to Omaha for background verification; once approved, this individual must escort all crew members, with at least one approved escort required on-site at all times. File cabinets and furniture may remain in office 101 and be repositioned during abatement work. Regarding ceiling access for cable tray and electrical installations, contractors must minimize damage to the existing ceiling by carefully cutting access points and using adhesive to reinstall ceiling tiles; the project budget does not include ceiling replacement. Windows shall not be removed due to the likelihood of asbestos and other hazardous materials present in original construction components, prioritizing personnel safety.

1. Are we able to visit the site with subcontractors interested in bidding this project?

2. Does this project include OSHA10 or anything similar?

USACE Response: Please see documents provided in solicitation for all training requirements of required personnel on site.

3. Are there any stipulations on who is allowed to work onsite? Background checks?

USACE Response: At least 1 person from the contractor will need to get fingerprint cards from local a police station and mail those cards to Omaha for our security person to check. If approved they will be able to escort the rest of the crew. At least 1 person approved to escort must be on site at all times.

4. Can file cabinets/furniture remain in office 101 during the project and be moved from side to side during abatement?

USACE Response: Yes

5. It appears that the existing ceiling in office 101 is staying in place but access will be needed to mount the cable tray and electrical work, repairs to the existing ceiling tile system will be impossible. Can the existing ceiling be removed and replaced with a new acoustical ceiling grid and tile?

USACE Response: Contractor must limit damage to existing ceiling where able by carefully cutting access points and using adhesive to put tiles back in place. Project does not have budget for replacement of ceiling.

6. It is allowed to remove an existing window for access in and out and reinstall?

USACE Response: Due to the age of the walls and windows being from original construction, there is a likelihood of asbestos and other materials. For the safety of all personnel, windows shall not be removed.
