Intake Bulkhead Non-Destructive Testing
Fort Randall Dam, SD

Bulkheads
1. Need paint removed per procedure (4” each side of the welds). NDT (MT Testing) requires less than 2 mils, otherwise Corp will have to direct or provide us with their standard procedure or letter that indicates the Corp will allow MT to be tested with paint knowing cracks could be missed.
USACE Response: Paint will not be removed; all testing will be performed over the existing paint surface.
2. Will we have access or will they be moved for the testing?
USACE Response: The bulkheads and lifting beam will be placed such that the contractor has enough access to walk 360 degrees around the perimeter of the respective structure.”
3. MT Only- If crack is indicated does the crack need to be followed to the end with UT?
USACE Response: The cracks should be inspected using MT only.
4. Where are the lift pin bearing points? Will someone with USACE be there directing the contractor?
USACE Response: No inspection is needed for the pipes and the pumps, unless there are any welds between pipes/pumps and tension areas of bulkheads.
Lifting Beam:

6. Please provide better reference on what exactly needs to be MT; prints are not very clear.
USACE Response: Assume every weld in tension areas, as directed by on-site representative.
7. MT Only- If crack is indicated does the crack need to be followed to the end with UT?
USACE Response: The cracks should be inspected using MT only.
8. Will the magnetic steel lifting pins be removed or turned off?
USACE Response: “The pins themselves are not magnetized. The intent of this statement was to exclude pins that MT cannot be performed on (i.e. bronze/brass). The pins will not be removed.
7. Is there an expectation from USACE on a specific time frame to complete the inspections?
USACE Response: In accordance with Attachment 2, Performance Work Statement, Section 1.3, Period of Performance, Non-Destructive Testing work at Fort Randall Dam shall be complete no later than September 30, 2025. The NDT report shall be submitted within 30 calendar days of completing the inspection.
8. Paint on the structures is 5.5-7 mils thick. Standard NDT Inspection require less than 2 mils thick.
USACE Response: The Contractor’s concern about potential missed defects due to the presence of the paint, and its thickness, is valid. The NDT inspection still provides a degree of risk mitigation. The Government acknowledges that the Contractor’s testing may not identify some defects due to the paint that is to remain in place, and the reports provided by the Contractor would indicate as such.
