Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Capability, 2. Past Performance, and 3. Price.
Technical and past performance, when combined, are more important than price.
1. Technical Capability:
Professional experience conducting prescribed burns and ability to provide appropriate equipment: The contractor shall provide a written description of their experience and expertise, including the types of vegetation they have burned and ground conditions they have experience with. Offerors shall include a general staffing plan, which identifies the number of individuals that will perform the burns and the general certification, training, or experience level of each of these individuals. The contractor shall also provide a list of the equipment they have available to perform the required work.
Offerors with experience burning river floodplain vegetation and heavy fuel loads, with equipment typically used for prescribed burning in natural areas will be rated exceptional. Offerors with experience burning a variety of vegetation types with heavy fuel loads, but not specifically floodplains, and having equipment typically used for prescribed burning in natural areas will be rated satisfactory. Offerors with limited experience, experience burning only grasslands or light fuel loads, or without sufficient equipment typically used for prescribed burning in natural areas will be rated unsatisfactory.
2. Past Performance:

The contractor shall provide two (2) references of projects completed within the past three years. These references need to be equal to or similar in scope of this requirement. Contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor should be a commercial specialty service provider involved in prescribed burning services. The contractor shall include points of contact, titles, telephone numbers and email addresses (if available) for all references.
Additionally, past performance may be based on the Contracting Officer's or Contracting Officers' Representatives' knowledge of and previous experience with similar purchases acquired and any information contained in CPARS and FAPPIS.
Past Performance may also be evaluated based on information about contractor performance from existing performance documentation from any past contracts.
3. Price:
The quoted price shall be inclusive of all costs that might be incurred by the offeror during this contract such as, but not limited to, mobilization fee, fuel, labor, mileage, equipment, equipment rental fees, licenses, insurance, etc.
(b) . The Government will evaluate offers for award purposes by adding the total price for all Options options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
