(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Cold Brook Project requires weed spraying services, including spraying of noxious weeds and total vegetation control to be performed at recreation areas and facilities at the Cold Brook and Cottonwood Springs Projects in order to comply with health and safety standard and environmental laws and regulations. Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and that is considered the Best Value to the Government. The following factors shall be used to evaluate quotes:
1. Technical. The contractor shall provide a written narrative of the company’s abilities specific to this requirement and the quality control to be completed by the contractor. The narrative shall include a list of equipment and qualified personnel to complete the requirements of this project.
2. Past Performance. The quoter shall provide two (2) references of projects completed within the past five (5) years. Experience consists of projects completed as a prime contractor or projects of qualified subcontractors that have the capabilities to perform this work. These references need to be equal to or similar in scope of this requirement. The contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references.
The quoter will receive a rating of exceptional for past performance that demonstrates successful completion of similar purchases on all references and the additional information retrieved from Contractor Performance Assessment Reporting System (CPARS) and from the Contracting Officer is favorable. The quoter will receive a rating of satisfactory for past performance that has at least one reference that demonstrates successful completion of similar purchases and the information from CPARS and the Contracting Officer is favorable. The quoter will receive a rating of unsatisfactory for past performance that does not demonstrate any successfully completed similar purchases on the references and the additional information from CPARS and/or the Contracting Officer is not favorable.
3. Price. The quote shall be inclusive of all costs to perform the work specified in the PWS for the base plus all options periods.
*If the quoter fails to provide any of the information stated in Factors 1-2 above, the government may determine the quote to be unacceptable. If it is in the government’s best interest, the government may request additional information from the contractor, to make an award decision. After evaluation of all quotations, the government will identify from all quotations one that is the most suitable to the user.
Technical and past performance, when combined, are approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
