About this file
This is a Questions and Answers document regarding tank inspection work at Edwards AFB, addressing technical details about Tank 5 (Facility #10337). The document includes a technical diagram showing the tank configuration with various ports, vents, and connections, including 4" ports with pumps, 6" interstice vents, and a 24" hatch.
Key requirements include: the contractor must transfer up to 10,000 gallons of fuel to/from a government-provided temporary tank, follow OSHA/local safety requirements for tank entry, and coordinate with base personnel for electrical power isolation (requiring 2 weeks notice for power outage). The document clarifies that either B7 Teflon coated or carbon steel bolts are acceptable for the manway, though specific bolt dimensions must be verified with base personnel after award. A fixed ladder and platform exist at the manway, but no platform extends across the entire tank, requiring contractors to determine additional scaffolding needs per safety requirements.

1. What is the path to pump through (tank nozzle or associated piping)? Pictures in the previous report provided make this unclear, but assume 4-inch port on top of tank?
a. The answer to this depends on what they are asking about. If they are looking for an additional port for inserting a suction tube to remove any residual fuel, then likely either of the two 4” ports shown below is acceptable. The Contractor should coordinate with the base to drain as much fuel as possible through the issue pumps prior to this.
2. Will a scaffolding platform be required for tank entry?
a. Personnel accessing the tanks should follow all OSHA/local requirements and access the tank in a safe manner. There is a ladder with a platform next to the manway as shown in the below photo but no platform extends across the entire tank.
(The contractor will be responsible for transferring NTE 10,000 gallons of fuel to and from the temporary tank. The temporary fueling tank will be provided by the Govt.)
3. Based on the previous report provided, pictures of the manway show no external manway flange. Will standard bolts be needed to close the manway or will studs with nuts and washers be needed? Please clarify.
a. The Government cannot obtain this information. Contractors will need to coordinate and verify with base personnel after award.
4. What diameter and length are the current bolts for the manway?
a. The Government cannot obtain this information. Contractors will need to coordinate and verify with base personnel after award.
5. New hardware requirements: B8 or B7 Teflon coated? Please specify based on questions above.
a. The Government cannot obtain this information. Contractors will need to coordinate and verify with base personnel after award.
6. Will the facility have all electrical power off on the tank and perimeter prior to opening the manway?
a. Electrical power to tank should be turned off prior to opening the manway. Contractor will be required to coordinate with base personnel after award to ensure all safety requirements are met.
(B7 Teflon coated bolts or carbon steel bolts will be acceptable and the decision will be up to the contractor.)
(The Govt will depower and isolate the electrical. The contractor will need to request with date and duration for a power outage 2 weeks prior.)
