About this file
This document is an Amendment to Solicitation W9128F24Q0046 for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for tree removal and tree trimming services on lands managed by the U.S. Army Corps of Engineers (USACE) Fort Peck Project in Montana. The amendment provides details on a site visit scheduled for July 25, 2024 and clarifies pricing and ordering instructions. The services required include tree trimming, tree felling, wood chipping, stump grinding, masticating woody species, transporting woody debris, and tree planting. This is a Total Small Business Set-Aside with a $1.5M ceiling. Contract pricing includes unit-priced CLINs and hourly rate CLINs. For task orders with hourly rate CLINs, the Government will issue a Request for Task Order Proposal and allow a site visit before evaluating contractor proposals and awarding the task order.

SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
ORDERING INSTRUCTION
Contract Pricing and Ordering Instructions – Contract Line Item Numbers (CLINs):
(1) Unit priced CLINs (EA, CF) shall include all labor, equipment, travel, materials, insurance, markups, and profit necessary to accomplish the requirement. Unit priced CLINs are X001 – X011 and X018. The Government solely determines the quantities for each unit priced CLIN in the resulting task order. However, a variation in estimated quantity clause is included if the quantities are either underestimated or overestimated by the Government.
Payment will be made at the unit price in the contract for actual quantities accepted by the Government. The
Government does not intend to issue a request for task order proposal (RFTOP) when only unit priced line items are anticipated in a task order. No proposal or negotiations are necessary.
(2) Hourly CLINs shall include all labor, equipment, travel, materials, insurance, markups, and profit necessary to accomplish the requirement. Hourly CLINs are X012 – X017. A RFTOP will be issued for task orders involving hourly CLINs. The RFTOP will be accompanied by a performance work statement (PWS) describing the requirement and a map of the work area (in most cases). A site visit will be allowed and the contractor will be given a reasonable amount of time to submit a firm fixed-price proposal to accomplish the work in the PWS utilizing hour rates in the contract. The contractor’s proposal will include quantities for each hourly CLIN necessary to complete the work in the PWS. The proposal will be compared to an Independent Government Estimate (IGE) which contains the Government’s quantity estimate by hourly CLIN. If the proposal and IGE are within a reasonable amount of each other, the Government will accept the proposal and award a task order. If the proposal and IGE have significant discrepancies or there are questions, negotiations will be scheduled and a proposal revision may be requested. The Government may also decide to cancel the RFTOP. If mutual agreement is reached and a task order is awarded, the proposal becomes a firm-fixed price amount and variation in estimated quantities do not apply to hourly CLINs.
(3) If a task order necessitates both unit priced CLINs and hourly CLINs, a RFTOP will be issued with the Government’s estimated quantities pre-filled in for unit priced CLINs and the process in Paragraph (2) above will be followed.
(4) Annual escalation should be included in the pricing of all CLINs.
(5) Each task order will have a period of performance that is mutually agreed upon by both parties prior to task order award. The date of the task order award determines which year’s rates will be paid. The date of award may be different than when the majority of the work is performed.
