Questions and Answers – W9128F24Q0040 – Oahe Janitorial Service

1. Is there a site visit scheduled?

Yes, there is a non-mandatory site visit scheduled, Thursday, 18 April 2024. Please see the amendment 0001 for additional information.

2. What is the incumbent contract number, vendor, and award value?

The incumbent contract number is W9128F21P0021, awarded to Krystal Klean LLC in the amount of $274,426.07. The award value is the total contract value for the base and all options.

3. Are there any specific requirements prime contractors need to meet when subbing out the contract, and for it to be approved?

In accordance with Section 1.4.2. of the Performance of Work Statement, subcontracting requires written approval by the Contracting Officer for the use of subcontractors. This solicitation is also a 100% Small Business set-aside. The contractor’s decision to use a subcontractor shall be approved by the Contracting Officer to ensure the small business size standard is maintained. Contractors can submit the use of subcontractor(s) within the quote for this solicitation for review and potential approval by the Contracting Officer.

4. Is there a mandatory pre-bid meeting?

No, there is not a mandatory pre-quote meeting. There is an optional site-visit available on Thursday, 18 April 2024. Please see the amendment 0001 for additional information.

5. Is any form of bonding required?

Proof of insurance for the prime contractor and subcontractors must be submitted prior to commencement of services. See clause 52.212-1 (m) for more information.

6. Do you require a local vendor preference?

No preference will be given to contractor locality.

7. Will the award be made based on lowest price and based on the vendor demonstrating they are the most responsible bidder?

The award will be based on Best Value of the following factors: Technical Capability, Past Performance, and Price. See clause 52.212-2 for required submittals and evaluation criteria.

8. Are there any tour dates available?

Yes, there is a site visit scheduled, Thursday, 18 April 2024. Please see the amendment 0001 for additional information.

9. Is the current solicitation combining three buildings that were previously under separate contracts?

No.

10. What is the monthly contract value of each building (Powerhouse, Administration, and Maintenance)?

We are unable to disclose that information.

11. What is address of each building to be cleaned?

The address will be provided once the contract is awarded. Below is the general location of the facilities in relation to Pierre, SD and FT. Pierre, SD.

12. What is the distance between each building?

The Administration and Maintenance buildings are adjacent to one another, separated by about 50 feet. The Powerhouse Building is about an 8/10 of a mile from the Admin and Maintenance buildings.

13. Which building has a washer and dryer hook for contractor use, will the contractor be provided with a washer and dryer?

The contractor will not be provided a washer or dryer. Linens to be provided by the Oahe Project Office include: dry mop heads, wet mop heads, and terry towels. See section 3.1 of the Performance of Work Statement (PWS) for more information on Government furnished material.

14. What is the square footage of the floors that need stripping and waxing in each building?

Administration Building – approximately 800 sq ft Maintenance Building – approximately 1620 sq ft Powerhouse Building – approximately 4040 sq ft Please see amendment 0001 section 5.2.12 of the PWS for additional information.

15. Which executive order applies to this contract 14026 or 13658?

Executive Order 14026 will be applicable to this contract as it will be entered into after January 30, 2022.

16. Which health and welfare benefit is applicable to this contract $4.98 or $4.57 per hour?

The $4.98 per hour health and welfare benefit will be applicable to this contract as it will be entered into after January 30, 2022.

17. Could you provide clarification the difference between section 3.0 and section 4.0?

Section 3.0 states what the Government shall furnish. Section 4.0 states what the contractor shall furnish. Specifically, section 4.1 states “The Contractor shall furnish all supplies, equipment, facilities and services including personnel, supervision, and transportation to jobsite required to perform work under this contract that are not listed under Section 3 of this PWS.” In other words, the contractor is responsible for providing any other personnel, facilities, transportation, equipment, supplies, and material needed to complete the work stated in the Performance of Work Statement (PWS), not furnished by the Government in section 3.0.
