About this file

This solicitation is for a non-personal services contract to conduct cultural resource monitoring services along the Missouri River between Fort Peck Lake, Montana and River Mile 1577. The selected contractor will be responsible for monitoring 35 archaeological sites, 14 architectural sites, and 7 to 10 tribal cultural properties to record conditions prior to peak river flows and determine if any changes have occurred. Recordation should focus on the near river portions of properties where effects from flooding may occur, though additional survey work may be needed to update older site forms or make eligibility recommendations. The purpose of this work is to fulfill the U.S. Army Corps of Engineers' federal preservation responsibilities under Section 106 of the National Historic Preservation Act and gather data to implement the Fort Peck Test Flows Monitoring Plan.

1. Q. While it does mention that for the historic linear sites “which have substantial and recent recordations and determinations of eligibility, recordation should focus only the portions of the site near the river where effects may occur”, what are the expectations for the two largest sites in the scope of work

(Fort Union and Fort Buford)? Since these are both listed on the NRHP, will the monitoring survey be limited to the areas of effect near the river?

A. It is not expected that Fort Union or Fort Buford will be entirely resurveyed. Fort Union is a large National Park Service managed interpretive site and our only possible impacts are near the river’s edge. The acreage estimates in exhibit 2 for Fort Union are based on an area slightly beyond the high-water mark of the 2011 record event and include acreage that will be within underwater and not surveyable. However, the extent of non-surveyable area within the bottomlands will be a determined by the river.

Fort Buford is an interpretive site managed by the State Historical Society of North Dakota and our only possible impacts are near the river’s edge. The acreage estimates in exhibit 2 for Fort Buford are based on the site acreage south of the highway. Due to tree cover, the estimate does not account for topographic variance within the forested area. In determining the exact acreage of survey in both cases, the contractor is encouraged to consider the state of the existing site records, field validated topography, and the contract objective. Please refer to Paragraph 3 titled Objectives/Deliverables.
