Questions and Answers – W9128F23R0055 – OA Transformer Oil Sample Analysis

1. Do you have an estimated number of samples that will be sent in for the contract on an annual or monthly basis?

The quantity base is the estimated number that will be sent in on a yearly basis, so from 25 to 16 based on the year. More samples will be taken if the analysis calls for it or if we have an event.

2. Will you require the contractor to draw samples? If so we can quote this as a separate item?

The contractor will not be required to draw samples, on-site employees will draw the samples and send them in. No on-site work is required.

3. How many oil-filled assets does Oahe test annually?

4. Based on prior years of analysis, how many samples are sent monthly and annually overall?

The quantity base is the estimated number that will be sent in on a yearly basis, so from 25 to 16 based on the year. More samples will be taken if the analysis calls for it or if we have an event. We generally do our sampling in August.

5. We see the pricing schedule, which is per test, per year. We also see CLIN 0001 which shows a PER JOB PRICE. What is the applicable calculation to use to determine the total CLIN value for entry in bid package, or do we just submit the Price Schedule ONLY for pricing?

You would just submit the Price Schedule for pricing. It will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract as we don’t know how many of each test we will need per year. Each order placed will contain the exact quantities.

6. We would like to know if this is a brand-new contract OR if there is/was an incumbent performing these services? If not brand new, could you please provide the current/previous contract number?

This is a brand-new contract.

7. Is this acquisition reserved for “Small Business” with a maximum of $19,000,000? Is that gross, EBITDA, or net revenue?

The size standards are set by SBA with specific information here: https://www.sba.gov/document/support-table-size-standards In this procurement, the size standard is likely the average annual receipts (e.g., gross revenue) averaged over 3 years.
