Pre-Solicitation - Industry Questionnaire

• Is the information presented in the RFP sufficient for preparation of Phase I and Phase II proposals? If not, what is missing or insufficient?

• Is the proposed timeline for development and submission of proposals adequate?

• Is the availability of labor and/or materials a significant issue in the current market? What procurement or delivery options, if any, can be instituted to reduce the negative impacts on construction schedule and/or costs resulting from these shortages?

• What would you consider to be the biggest challenge for your company to participate in this design-build project?

• Do you anticipate any difficulty in obtaining the needed bonding or permitting for this work?

• Do you consider the risk higher on this design-build project as compared to any other design-build projects? If so, why?

• Where do you see the greatest risk for bidding this project and what could be done to reduce it?

• Do you feel that adding price escalation clauses may help reduce the bids?

• Would such a significant portion of work as the Parking Garage listed as an Option discourage industry participation?

• With an anticipated award date of April 2024, given the Government’s allowance for Fast Tracking, what, if any, mobilization, and site work would start before winter 2024?

• Is there anything specific you’ll want to see during a pre-bid site visit?

• Any other suggestions on how can we, as a team, work together and proceed to a successful procurement?
