QUESTIONS AND ANSWERS

SOLICITATION: W9128F23Q0034

FORT RANDALL LAUNDRY SERVICES

Current as of 20 March 2023

Question:

How does the offeror get written approval to subcontract?

Answer:

There is no pre-award requirement to get written approval to subcontract this requirement. However, if a contractor submits experience/past performance projects from a subcontractor from Factor 1 – Experience/Past Performance, it is highly recommended the offeror submit a written agreement signed by the proposed subcontractor. Failure to do so could effect the Government’s Best Value Determination.

If Award is made to a contractor using subcontractor experience, and after award, the awarded prime contractor wishes to use a different subcontractor than who was proposed in the quote, written permission shall be obtained from the Contracting Officer to ensure the new subcontractor meets or exceeds the qualifications of the originally proposed subcontractor. Failure to do so could be a basis for the Government to terminate the contract.
