1.1 REFERENCES

The design publications listed below shall be used as sources of criteria for the design. Where a date is not specified, the most current edition of the code or standard in effect, including errata and addenda available at the initial RFP solicitation date shall be used as criteria for the design. The criteria from these sources may be supplemented but not supplanted, by applicable criteria contained in nationally recognized codes and standards. All UFCs, codes, and criteria referenced in UFC 1-200-01 and UFC 1-200-02 shall be met and shall be mandatory.

1.2 PROJECT DESCRIPTION

1.2.1 Function of Facility

The purpose of this project is to design and construct an addition to Building 8122, High Bay-Vehicle Maintenance (HBVM), to be located at the United States Air Force Academy, Colorado. The functional objective of this project is to provide a high bay for vehicle maintenance in compliance with safety requirements to support recent mission changes and new equipment.

The 10 LRS/Vehicle Maintenance is housing in Building 8122 and the surrounding transportation yard and parking lot. This group services and maintains the USAF Academy Fleet. Regulations do not allow for maintenance to take place in the yard and parking lot surrounding the maintenance building. USAF safety requirements have trended away from service floor pits.

The existing facility was built in two parts, the original in 1956 and an

SECTION 01 81 00 Page 2Am #0003 addition in 1986. The 1956 construction includes vehicle parking bays, a paint booth and supporting operations, offices, storage, restrooms, and utility spaces. This part of the building is not part of this HBVM project with the exception of extension of utility systems and associated utility connection work. The 1986 addition contains five (5) pull-thru maintenance bays. The new addition work impacts these five bays and there will be renovation work in this location to connect the addition and relocate existing utility and building systems to support the new addition.

The HBVM shall be located at the west wall of the 1986 addition, providing floor space and height clearance to accommodate the new and larger vehicles of the USAF Academy fleet. The new bay will be open to the existing vehicle maintenance bays for continuity of the work floor, access between the new and existing, and visual continuity for safety. The Maintenance team is authorized three (3) personnel, providing a maximum occupancy of three.

1.3 DESIGN AND CONSTRUCTION OBJECTIVES

The design and construction of the High Bay-Vehicle Maintenance (HBVM) addition and renovation under this Contract shall comply with specifications and requirements contained in this Request for Proposal (RFP). Requirements emphasize low maintenance exterior and interior finishes as well as energy efficiency. Design and construction shall be in accordance with all applicable industry and Air Force criteria, and the requirements of this RFP.

1.4 PROJECT SCOPE

The project objective is to provide a facility addition of 3,185 gross square feet to augment existing spaces with complementary site development within the funds available. The Government desires to construct the facility of such quality that it is constructed to serve a life expectancy of more than 50 years. All equipment and products shall be easy to service, maintain, repair, and replace. All products or equipment shall follow industry standards.

The floor plan and elevations provided in this RFP are conceptual and establish the general requirements for square foot area, functional arrangement of rooms and spaces, exterior finishes, and the overall facility configuration. During the design stages, the contractor shall make necessary adjustments to ensure constructability and compliance with the RFP criteria and requirements. The plan and elevations do not indicate all necessary construction requirements or components. The RFP describes associated technical, performance, and system requirements.

1.4.1 Project Site

The project is located at the United States Air Force Academy, in the Service & Supply District near the South Gate. Vicinity and location maps can be found in the drawings provided with this RFP. The site is constrained by a variety of factors. The contractor shall ensure the facility is designed and constructed in compliance with all site constraints.

The HBVM addition shall expand existing Building 8122 to the north and west. The site consists of concrete and asphalt parking area, utility equipment, and covered fueling stations. The topography generally slopes away from from the building vehicle bays on the north and south sides.

The west end of the building where the addition shall be constructed slopes at a 3:1 slope for the fist 15-20 feet. The western parking area slopes at approximately 3% to the west. A geotechnical report and limited site investigation report are provided as appendices for reference only.

1.4.2 Scope of Work

The following scope of work descriptions reflect the Contract Pricing Schedule found in 00 10 00 CONTRACT LINE ITEM PRICING SCHEDULE.

The proposal documents shall include adequate information to enable the Government to adequately evaluate the proposal for understanding and compliance with the entire scope of work. See Section 00 22 00 PROPOSAL INSTRUCTIONS, SUBMISSION REQUIREMENTS AND EVALUATION for complete requirements.

Project architectural features include but are not limited to precast concrete features, curtainwall systems, roof system assembly, doors, building hardware, built-in equipment, interior finishes, and all required accessories. Mechanical work includes but is not limited to construction of a complete HVAC system for the addition, HVAC equipment and all associated controls, plumbing, and EMCS connection. Interior electrical includes but is not limited to panel boards, lighting fixtures, and general building power requirements. Communications work includes but is not limited to voice/data cabling and devices, and modifying existing CCTV and public address systems to facilitate the addition. Fire protection work includes but is not limited to the extension of sprinkler system and fire alarm system for the entire building. The project scope is itemized as follows:

CLIN 0001: Entire work complete for Design of High Bay-Vehicle Maintenance, including design of all CLIN and Option Items listed below.

Design is in compliance with all requirements contained in this RFP, its attachments, references and appendices.

CLIN 0002: Entire work complete to Construct High Bay-Vehicle Maintenance, excluding items separately listed below. This includes Construction of Sitework, Utilities and Pavements, including all required site preparation associated with the construction.

CLIN 0003: Privatized Utilities Service and Connection

CLIN 0004: Procurement and Installation of the Crane. This option includes the crane itself, associated rails, and all required testing.

Base bid shall include the design of the crane and all required infrastructure.

CLIN 0005: Procurement and Installation of the Piston Lift. This option includes the piston lift itself, associated controls, and all required testing. Base bid shall include the design of the piston lift and all required infrastructure.

CLIN 0006 (bid option): Bid option for the exterior of the building as noted on drawings AE210, AE211, and AE810 for High Bay-Vehicle Maintenance.

CLIN 0007 (bid option): Procurement and Installation of Furniture, Fixtures, & Equipment (FF&E) as described herein for High Bay-Vehicle Maintenance.

1.5 FACILITY TYPE AND SIZE

1.5.1 Facility Type

Concept design architectural drawings have been included in the appendices of this Contract as bridging documents. Room data sheets with minimum space and space-type requirements have also been attached as an appendix.

The High Bay-Vehicle Maintenance addition is located at the existing west wall of Building 8122. Vehicle bay doors are provided on the south and north walls of the addition. Refer to 01 82 00 ARCHITECTURAL REQUIREMENTS for additional information relating to facility configuration and aesthetic preference.

1.5.1.1 Facility Size

Total facility area for the Addition shall be 3,185 gross square feet.

Facility size shall not exceed this value, calculated in accordance with

UFC 3-101-01 ARCHITECTURE.

1.5.1.2 Personnel and Equipment

The facility addition shall be designed to accommodate 3 full time equivalents (FTEs), with no visitors or transients for a total peak occupancy of the 3 full time employees. The facility serves to support the Vehicle Maintenance mission. See the room data sheets for additional personnel and equipment information.

1.6 DRAWINGS

Drawings of the site area, floor plan, and exterior elevations are included for use in developing this design.

1.7 DESIGN AND CONSTRUCTION REQUIREMENTS

1.7.1 Changes to RFP Criteria Requirements

This Request for Proposal provides requirements expected of the Design-Build Contractor during the design and construction of this project.

The RFP bridging documents present an overall design concept of the project; provide useful project information; establish some definition of the systems to be used; and incorporate requirements expected by the Using Service.

It shall be the responsibility of the Design-Build Contractor to assemble the best-value-priced construction systems for this project that meet or exceed the design criteria set forth herein.

Offerors should not consider changes to RFP criteria requirements during proposal preparation. After contract award, any changes to the RFP criteria requirements require approval by the Contracting Officer.

See Section 01 33 00.32 DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES for additional requirements.

1.7.2 Codes and Criteria

All pertinent building codes, life safety codes, and reference criteria

SECTION 01 81 00 Page 5Am #0003 shall be met or exceeded. This project utilizes the DoD Building Code, as defined by UFC 1-200-01 and its references. All UFCs, codes, and criteria referenced in UFC 1-200-01 and UFC 1-200-02 shall be met and shall be mandatory. This includes the United States Air Force Academy Installation Facilities Standards USAFA IFS. Per the USAFA IFS, this project is a Group 3 building.

If there is a conflict in requirements, order of precedence shall be as follows, in order of decreasing precedence:

a. Life Safety, as defined by DoD Building Code UFC 1-200-01 and its references

b. RFP Specifications

c. RFP Drawings

d. Non-life safety criteria, as defined by DoD Building Code UFC 1-200-01 and its references

e. Other criteria as listed herein

f. United States Air Force Academy Installation Facility Standard

The High Bay-Vehicle Maintenance work is to be completed at an existing facility that is occupied and operational. The existing facility shall remain operational throughout the project. Vehicle maintenance operations shall be minimally impacted by project activities and requires careful coordination.

Work of the base bid shall be phased to minimize impact to the daily operations of the facility. There is no temporary or swing space available to relocate personnel in the facility.

Outages associated with the project shall be planned in advance.

Contractor shall notify the Government of any required outages that may impact operations. A minimum 30-days notice shall be required for any utility outage. Additional requirements are in 01 30 00.24 OTHER

ADMINISTRATIVE AND SPECIAL REQUIREMENTS.

The Contractor shall maintain a construction area fence throughout the duration of the contract. See drawings for construction staging areas.

There are no specialty construction security requirements for this project outside of the requirements of the RFP and the USAF Academy Installation standards.

1.7.4 Sustainability

1.7.4.1 Criteria

This project shall at a minimum incorporate high performance and sustainable site and building features as listed in UFC 1-200-02 HIGH

PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS, UFC 3-210-10 LOW IMPACT

DEVELOPMENT, and UFC 3-101-01 ARCHITECTURE as applicable to the project scope.

1.7.4.2 Total Building Commissioning

Apply total building commissioning principles and fully commission the facility, in compliance with 01 91 00.15 TOTAL BUILDING COMMISSIONING and

1.7.4.3 Third Party Certification/Validation

Third Party Certification is not required for the project. However, the contractor shall update the Air Force Sustainability Requirements Score Sheet (HPSB Compliance) throughout the design and construction. The contractor shall provide updated copies of the document as deliverables for each design phase, as well as constantly update the document throughout construction, available for viewing on request. Provide a final updated document as a project closeout deliverable. See 01 33 29 SUSTAINABILITY REPORTING for additional requirements.

Included with this RFP is a preliminary Air Force Sustainability Requirements Scoresheet for this project. The contractor shall complete, maintain and update the Scoresheet, and have the Scoresheet available at any time for auditing and Air Force reporting. At project completion, the Scoresheet should be completely fill out with only "Yes" and "N/A" indicated in the Compliance column. All N/A responses must have justification included. See 01 33 29 SUSTAINABILITY REPORTING for additional requirements.

1.7.5 Cybersecurity

All new facility-related control systems shall comply with UFC 4-010-06, Cybersecurity of Facility-Related Control Systems. After determining the facility-related control systems involved in this project, the Contractor shall be responsible for all designer submissions, deliverables and functions as outlined in UFC 4-010-06. The Contractor shall also deliver an edited specification section UFGS 25 05 11 for each facility-related control system identified and planned for installation. Contractor is responsible for documenting and implementing Control Correlation Identifiers (CCIs) and updating the CCI list throughout design and construction. Contractor is not responsible for obtaining an Authority to Operate (ATO), but the work performed by the Contractor will support the Government's ATO effort.

The systems that shall be designed in accordance with UFC 4-010-06 include, but are not limited to: HVAC control systems [*Am-3] <text deleted> [**Am-3] and Fire Alarm System. The following are the Confidentiality, Integrity, and Availability impact ratings for the systems under this project:

1.7.6 Hazardous Materials

A hazardous materials inspection was performed on Building 8122 and is provided as an Appendix. The Design-Build Contractor is responsible for the proper on-site handling, removal, storage, and disposal of hazardous waste, including but not limited to asbestos and lead paint. This includes compliance with all laws, regulations, and local requirements in

1.7.7 Bridging Documents

1.7.8 Design and Construction Measurement Units

Design, products, and construction for the project shall be accomplished using English units of measurement. All measurement in the technical specifications sections shall be shown in English.

1.7.9 Personnel Qualifications and Experience

Design and construction personnel qualifications and experience shall be per the requirements of Section 00 22 00 PROPOSAL INSTRUCTIONS, SUBMISSION REQUIREMENTS, EVALUATION CRITERIA AND BASIS OF AWARD and Section

01 33 00.32 DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES.

1.8 COMMON DEFICIENCIES

Following are some common costly deficiencies to be avoided in the preparation of contract documents. Carefully compare the building design and contract documents with these requirements at several points in the design process to avoid unnecessary changes later.

a. Not using correct abbreviations or terminology on the drawings.

Abbreviations must match what is used on the standard abbreviation sheet, and terminology must match what is used in the UFGS guide specifications and Omaha District Guide Specifications.

b. Not using the correct scales and north arrow designation, section cut system, or incomplete dimensioning of the drawings.

c. Not providing sufficient space for door operation hardware at doors which swing into a wall running perpendicular to the opening. Four inches minimum is required between edge of door frame and perpendicular walls.

d. Not providing correct and complete Design Analysis information written in the present tense. The Design Analysis will be written following the format indicated in Section 01 33 00.32 of the Request For Proposal. A separate Fire Protection section in the Design Analysis, with input from all disciplines, is one area which is often overlooked and shall be included.

e. Not providing a structural stoop at exterior doors where the slab is at the same approximate elevation as the interior floor. The use of simple slabs on exterior grade leads to lifting of the slab in below-freezing temperatures, which interferes with the safe operation of the door.

f. Not correctly presenting or coordinating (to avoid interference) features of HVAC, Fire Protection, Noise Control, and other Building Systems.

g. Not correctly referencing and cross referencing building sections, wall sections, details, etc.

h. Failure to coordinate all disciplines prior to submittal of projects for review.

i. Failure to properly edit and tailor guide specifications. Failure to delete all publications from guide specifications which do not apply to the particular project.

j. North arrow is not oriented the same direction on all sheets (civil, site, architectural, etc.).

1.2 MECHANICAL SCOPE OF WORK

The following provides the mechanical and plumbing scope of work for this contract. Contractor shall provide for both design and construction requirements necessary to meet the mechanical scope of work. Any sizes, capacities or layout of equipment of systems provided as part of this scope of work shall be validated by the designer of record. All associated work in this contract shall be in compliance with the latest scope criteria and applicable code requirements.

1.3 DESIGN REQUIREMENTS

The Contractor is responsible for design and for meeting performance criteria stated in the RFP. The contractor is required to furnish plans, specifications, a design analysis, and calculations for review to demonstrate the design complies with the RFP requirements. The Contractor's drawings, specifications, design analysis and calculations shall be provided as required for the 60 percent design and the Final design submittals in accordance Section 01 33 00.36 60 PERCENT DESIGN REQUIREMENTS, and Section 01 33 00.38 - 100 PERCENT DESIGN REQUIREMENTS.

The as-built drawings shall be in accordance with Section 01 78 39.00 24, AS-BUILT DRAWINGS.

1.3.1 Design Analysis

Provide a design analysis/narrative to document the criteria usage, outdoor and indoor design conditions, HVAC system selection analysis, U-factors, ventilation rates, control strategies, personnel loads, equipment loads, domestic water, sanitary waste, natural gas, plumbing fixtures, ATFP requirements, and other design considerations.

1.3.2 Calculations

The Contractor shall perform heating, ventilation and air conditioning calculations to determine the HVAC loads for the building. Documentation of the calculations shall be provided and shall include complete input and output summaries, room load calculations, block load calculations and calculations for each system / air handling unit. Pre-approved computer load analysis programs are Hourly Analysis Program (HAP) by Carrier Corp., Trace 700 by Trane Corp., DOE-2 by US Department of Energy and EnergyPlus by DoD/DoE. If the designer wishes to use a different load analysis program, this shall be specifically listed in the proposal and requires approval by the Contracting Officer's Representative. Room air flow requirements shall be computed based on the individual room loads. HVAC loads for telecommunication room shall be coordinated with end-user and final design. All HVAC equipment shall be sized and selected based on the calculated block sensible and total loads for each space. Provide plumbing calculations leading to sizing of domestic water heater, domestic water pump, sanitary waste pipe size, domestic water pipe size and other plumbing system components.

1.3.3 Drawings and Specifications

Design drawings and specifications shall be developed as required to meet the mechanical scope of work. This shall include locations of all equipment, ductwork, and piping (i.e. air handling units, boilers, pumps, chillers, fan coil units, ductwork, diffusers, grilles, supply fans, exhaust fans, air intakes and exhausts, temperature sensors, heating and chilled water piping and condensate drain lines, domestic water piping, sanitary waste and vent piping, water heater(s), etc.).

Government provided Unified Facility Guide Specification (UFGS)(available to the Contractor as indicated in Section 01 33 00, SUBMITTAL PROCEDURES) shall be completely edited and fully coordinated with the contractor's drawings to accurately and clearly identify the product and installation requirements for the facility. The contractor's specifications shall not be edited to reduce the level of quality for equipment services provided, or materials. The contractor's specifications shall be edited in accordance with the designer notes associated with each specification and with the Specification Requirements (Division 01 General Requirement Specifications). In case of a conflict, the criteria found in the Specification Requirements (Division 01 General Requirement Specifications) shall take precedence. The provided specifications define the minimum requirements for items of equipment, materials, installation, training, operating and maintenance instructions, O&M manuals and testing that shall be provided for the facility. Where items of equipment, materials, installation, training, operating and maintenance instructions, O&M manuals or testing requirements are not specified in the provided specifications, special paragraphs within each applicable guide specification shall be prepared to specify those items. Government approval is required for any addition of materials, equipment, or

Specific items of equipment identified in the provided specifications but not required for the facility shall be edited out.

Unless instructed otherwise, specifications shall be in review format with editing adjustments identified (in electronic versions: deletions shall be flagged by red lettering, additions by green lettering; in printed versions: deletions shall be identified "striking through", additions by underlining).

1.3.4 System Design Requirements

Mechanical systems, including HVAC systems, plumbing, and HVAC controls shall be designed to comply with this section, per all applicable UFC, and to the extent referenced in the documents listed above. A life cycle cost analysis was conducted in accordance with UFC requirements. The HVAC system type described in Section 1.4 below indicates the most life cycle cost effective system per the analysis and is the system to be installed as part of this Project.

Equipment selections shall be made for all major pieces of equipment, (i.e. makeup air units, unit heaters, exhaust fans, air intake louvers or hoods, etc.). Catalog data shall be provided as part of the design analysis to demonstrate that the selected equipment will meet the applicable operational and physical space requirements.

1.3.5 Design and Construction Execution

The successful offeror shall complete the design documentation and construct the project in compliance with these RFP requirements.

1.4 HVAC REQUIREMENTS

1.4.1 General Requirements:

Provide three individual vehicle exhaust systems in the vehicle bay addition with an individual storage hose reel for each exhaust fan. Two storage reels shall be installed on the west wall of the addition, and one on the east wall. Hose reels shall be powered (motorized). Each fan shall be controlled by a manually operated switch located within the vehicle bay served by the fan. The hose reel exhaust shall be routed out through the exterior walls and not through the roof. Size each fan equally, and at an exhaust air flow rate to serve the worst case of the anticipated vehicles being maintained, which are listed below.

a. One Rescue Fire Truck:

Provide a variable flow general exhaust system for the vehicle bay addition. The general exhaust system shall be equipped with variable frequency drives. The general exhaust system shall be sized for 1.5 cfm/sq. ft in accordance with ASHRAE Standard 62.1. Provide a manual switch to allow the general exhaust and interlocked makeup air systems to operate manually when the bays are in use. The system shall operate at a reduced ventilation rate in accordance with Code requirements during normal operation. The system shall operate at the high exhaust (1.5 cfm/sq. ft.) rate when either the level of carbon monoxide is detected above set point, or the level of nitrogen dioxide is detected above set point as determined by gas monitors.

One variable flow makeup air system shall be provided for both the general exhaust and vehicle exhaust for the vehicle bay addition. It can be assumed that only two of the three vehicle exhaust fans will be in operation at the same time, and that the general exhaust system will be operating at 1.5 cfm/sq. ft. Provide 10 percent less capacity than the exhaust system to maintain a slightly negative pressure in the space. The makeup air unit shall be a 100% outside air unit (no recirculated air).

The makeup air system shall be equipped with variable frequency drives and shall temper outside air to the space design heating temperature at a minimum. The unit shall have a heating coil served from the existing medium temperature propylene glycol (MTPG) system. The MTPG system is operated at 180 deg F on the supply side and 160 deg F on the return side. Assume a 40% PG concentration for bidding purposes - field verify actual percentage during design. Confirm this information prior to design. The makeup air unit shall be controlled by the direct digital control system. It shall be suspended in the space with intake air from a sidewall louver. Bottom of intake louver shall be installed at a minimum of 10 feet above finished grade. A service platform shall be provided in accordance with UFC 3-410-01. Refer also to Section 01 83 00.

Provide gas monitoring system to monitor the concentration levels of carbon monoxide and nitrogen dioxide in the space. Provide minimum of one carbon monoxide sensor, and one nitrogen dioxide sensor for each 5,000 sq.

ft. of floor area. Provide local wall-mounted audible alarm with manual momentary silence switch to signal high contaminant levels.

The vehicle maintenance bay shall be heated by vertical hot water unit heaters fed from the existing medium temperature hot water (MTHW) system (no glycol). The MTHW system is operated at 180 deg F on the supply side

SECTION 01 86 10 Page 8Am #0003 and 160 deg F on the return side. Confirm this information prior to design.

Provide 4" dryer vent for residential style clothes dryer routed to sidewall vent termination.

It has been determined that an emergency HVAC shut-down switch is not required to be installed as part of this Project per section 3-19.2 of UFC 4-010-01. Low-leakage control dampers are required in ducts leading to the building exterior. Suspended equipment weighing over 31 pounds shall be braced.

The Contractor shall remove the existing vehicle exhaust fan and associated louver at the west end of the existing facility. The existing exhaust duct below grade and in-floor hose reel connections throughout the west side of the facility shall be abandoned in place. The in-floor system shall be filled with flowable fill and the floor patched to match the adjacent surface.

The Contractor shall remove the existing intake louver associated with the existing outside air unit at the west end of the existing facility.

Outside air ductwork shall be routed from a new intake louver installed in the north wall of the existing facility to the intake of the existing outside air unit. Contractor shall relocate the existing outside air unit if necessary to accommodate this work.

The mechanical equipment layouts shall be provided with ample space to accommodate routine maintenance of equipment.
