About this file

This document contains questions and answers regarding a solicitation for leadership development program services. The U.S. Army Corps of Engineers Engineering District Omaha seeks a contractor to provide graduate-level academic instruction for up to 12 Corps employees. The program aims to prepare future leaders to seamlessly apply leadership skills to their current or future Corps positions. The solicitation will close on February 16, 2022 at 1400 hours CST and is an unrestricted, full and open competition. Instruction and coaching sessions must be held in-person within 25 miles of NWO headquarters. The contractor is responsible for costs of meals for off-site retreats but not refreshments at the graduation ceremony. Planning should be similar each year but may be revisited to improve topics. Invoicing will be monthly. There are no page limits or format requirements for proposals.

W9128F22Q0023 LDP Program Questions and Answers

1. How much of the instruction can be done virtually? The PWS references a hybrid approach.

Obviously travel costs will be significantly higher if all classes must be in person. PRS # 4

Answer: Instruction will be done in person.

2. Can the one-on-one coaching be done virtually? PWS 1.6.14

Answer: Per PWS The Contractor will be responsible for providing the location for the in-person coaching sessions, which must be held within a 25 Mile radius of NWO Headquarters

3. Do all students have access to a computer, if it is to be done virtually?

Answer: Students do have work computers for use. However, training and coaching sessions will be accomplished in person.

4. Planning meetings, Monthly Status Meetings, Monthly Pre-plan and Post Award Meetings: Will all of these be virtual? Lisa will likely be the only one to attend unless it’s virtual.

Answer: The aforementioned meetings can be done via phone or virtual.

5. PWS 1.6.15 and PRS # 3 Off-site retreat: Will the participants be on orders or do we need to quote the cost of meals, lodging and facilities? Who provides the Corporate Board Member?

From the PWS, it sounds as if GS2 needs to provide it all so I wasn’t sure if I needed to calculate anything insofar as per diem.

Answer: 1.6.15.2. The Contractor is responsible for the costs of two lunches, two dinners, and two breakfasts, including non- alcoholic beverages whose total costs cannot exceed the meal rate for each individual specified in the Joint Travel Regulation in effect at the time of the Fall Offsite. Each attendee will be orders and therefore are responsible for his or her own lodging costs.

6. PWS 1. 6.16 and PRS # 5: National Policy Trip – Blaine will be facilitating that portion of the contract requirements as he has done this multiple times when he was the Kentucky Governor’s appointee for Military Affairs.

No question listed.

7. PSW 1.10.5 & PRS # 9 Graduation and Capstone Presentations: The PWS references the time of

0900-1100 for the graduation. Is it safe to assume that time period is just for the graduation ceremony and does not include the Capstone Presentations?

W9128F22Q0023 02/11/2022

P a g e | 2 Answer: The 9-11 timeframe is for the graduation only and does not include the capstone presentation.

The PWS mentions allotting time for lunch breaks so I wouldn’t think those would be needed unless it was going beyond the 2 hrs for graduation. Should GS2 provide light refreshments/coffee for the graduation?

Answer: NWO will provide refreshments for the graduation.

8. Mentoring: The PWS mentions mentoring the “following year.” The following year after the graduation or after the award?

Answer: Mentoring will occur per established contract year. It will not extend past class graduation for the graduating class. Each year, mentoring/coaching will begin anew with a new class.

9. Is the travel CLIN treated as a “pass through” cost? Should we include a markup to account for making all of the arrangements or add it in to another CLIN for bid purposes?

Answer: All costs to the vendor should be accounted for in the vendor’s proposal.

10. The solicitation mentions that this will be a Firm Fixed Price Purchase Order. Will invoicing be completed monthly?

Answer: Yes. If this proves to be different, the vendor will be notified.

11. Once the planning is established for the base year, will option years follow the same established plan or will it be revisited each year? (If we are to use the same plan, our costs tied to planning will be significantly reduced in outyears, if the options are exercised).

Answer: Planning should be similar. However, if it is found that the course material, course structure and course outcomes for topics is inadequate or not to the level desired, that portion will need to be discussed for improvement which may affect vendor planning.

12. Is there a page count or certain format for the proposal?

Answer: There are no page count or format requirements.
