PART 1 GENERAL

1.1 REFERENCES

The design publications listed below shall be used as sources of criteria for the design. Where a date is not specified, the most current edition of the code or standard in effect, including errata and addenda available at the RFP proposal submission deadline shall be used as criteria for the design. The criteria from these sources may be supplemented but not supplanted, by applicable criteria contained in nationally recognized codes and standards.

1.2 DESIGN AND CONSTRUCTION OBJECTIVES

Offutt Air Force Base (AFB) had numerous buildings damaged during the base wide flood event in the spring of 2019. One user group that had damaged facilities was the Flightline Hangars Campus. Their existing buildings and storage facilities were damaged to the point of being total losses and being uninhabitable. The POL Operations are currently working out of temporary renovated facilities with degraded capabilities compared to their original facilities. The primary objective for this project is to provide new facilities to replace the existing damaged facilities and restore lost capabilities and functions to the campus. The final objective is a phased demolition of existing flood damaged facilities.

1.3 PROJECT SCOPE

The project includes the construction of new facilities for the Flightline.

Building types are listed below. The requirements of the criteria noted above in the references shall be met, except as modified by these specifications.

Fuel Operations Facility - 4,780 square feet

LOX Maintenance Facility - 1,862 square feet

LOX Storage Canopy - 4,800 square feet

De-Icing Fluid Storage Building/Tank Canopy - 1,040 square feet

TACAN Equipment Facility - 161 square feet with separate Generator Equipment Pad (See Civil). Demolish the existing TACAN Building after completion and full operability of the new TACAN Building.

UFC criteria referenced herein as well as other relevant design guides can be found on the Whole Building Design Guide (WBDG) website.

The project includes demolition of existing buildings, site improvements, site utilities, and new pavement. New communications, mechanical, electrical, and fire protection systems will need to be installed. Provide a new fire sprinkler in the Fuel Operations Facility. Provide a new fire alarm and mass notification system for the Fuel Operations Facility, LOX Maintenance Facility, and the TACAN Equipment Facility. [*AM-02] All facilities shall meet applicable life safety requirements. [**AM-02] The Fuel Operations Facility and the LOX Maintenance Facility shall [*AM-02] meet life safety, anti-terrorism/force protection (ATFP), and [**AM-02] accessibility requirements. [*AM-02] The Fuel Operations Facility shall meet all applicable anti-terrorism/force protection (ATFP) requirements in accordance with UFC 4-010-01. [**AM-02]

Tanks, accessories, utility support, tank supports and anchorage, elevated concrete pads, and all features for the new 20,000 gallon De-Icing Fluid storage tank assembly and for the existing 6,000 gallon skid mounted relocated and reinstalled LOX Storage Tank assmbly [*AM-02] assembly [**AM-02] shall be designed and constructed. A second existing 6,000 gallon skid mounted LOX Storage Tank assembly (NIC) shall have have an elevated concrete pad with provisions for anchorage and connection to utilites [*AM-02] utilities [**AM-02] in place to receive the tank.

Coordinate with the COR for additonal [*AM-02] additional inforamtion information . [**AM-02]

Reference the Site Work Requirements for additional information on site demolition.

A groundwater contamination plume lies under portions of the area that make up the Flightline Hangar Campus. See specification section 02 61 13 for additional information. See also the Final Phase I Environmental Site Assessment (ESA) attached to specification section 01 35 29 13 for additional information and vapor intrusion control.

1.3.1 Facility Functions

The Fuel Operations Facility includes administrative offices, a conference room, common area (readiness), and fuels operations spaces such as a Type C++ fuels testing laboratory, fuels lab office, control center, a break room, and associated standard building support spaces such a telecommunications room, mechanical room, electrical room, restrooms, and a janitor's room. The primary functions of the facility are for housing the fuels control center for receiving orders for aircraft refueling and

SECTION 01 81 00 Page 3 service, for testing of jet fuel samples, providing administrative support, fuel operations support, and for storage functions.

The LOX Maintenance Facility includes an open POL office with a laundry area for washer and dryer, a LOX maintenance bay, a cylinder storage cage, along with associated support spaces such a mechanical/electrical room, and toilet rooms. The primary functions include liquid oxygen tanks and cylinders storage, cart storage, equipment, and maintenance of LOX related equipment.

The LOX Storage Canopy is an open sided covered canopy containing liquid oxygen tanks and LOX cart/tank trailers with a drive-through lane beneath the canopy for LOX delivery truck access. Tanks are filled by semi-tanker truck and LOX is despensed [*AM-01] dispensed [**AM-02] to LOX cart assemblies.

The De-Icing Fluid Storage Building/Tank Canopy is an open sided (on three sides) and a covered canopy to protect a 20,000 gallon De-Icing fluid tank, and to provide semi-truck access adjacent to the canopy for filling the De-Icing fluid into the tank. De-Icing fluid is also dispensed into de-icing fluid vehicles for treatment of aircraft near the flightline.

The TACAN Equipment Facility (B568) is an existing 30 feet by 40 feet concrete masonry unit building. The existing building will be demolished in its entirety and replaced with a new 12'-8" by 12'-8" concrete masonry unit buiding [*AM-02] building [**AM-02] and a concrete generator equipment pad. The pad will be designed and constructed to support a new generator and distribution conduit. (See Civil)

Demolish twelve (12) existing buildings totaling approximately 1,244 SM (13,391) SF that are damaged beyond repair [*AM-03], are part of phased demolition associated with new replacement facilities, [**AM-03] and/or in the way of new construction. The Buildings to be demolished are as follows: #389, #393, #496 [*AM-03] including the exterior concrete underground tank assembly and piping that is south of the existing building [**AM-03] , #568, #571, #572, #573, #585, #595, #599, #660, and #683. Demolish also (remove) without replacement 220 LF of fencing at west end of the Flightline Hangars Campus from B517 to existing turnstile.

Demolition of the existing Fuel Operations Facility, existing LOX Maintenance Facility, existing LOX Storage Canopy, and existing De-Icing Fluid Storage Building/Tank Canopy cannot occur until the new replacements for these facilities have been constructed and are fully operational.

1.3.2 Site and Infrastructure Functions

Site improvements include site preparation, associated utilities infrastructure, road realignment, and parking. The planned site for the Flightline Hangars Campus improvements is the same general location as the existing facilities. These facilities all support the flightline and the aircraft, and their location needs to be immediately adjacent to the aircraft and the Flightline.

1.3.3 Project Site

The project is located at Offutt Air Force Base, south of the airfield, SECTION 01 81 00 Page 4 north of Looking Glass Avenue, south and east of the existing Bennie Davis Hangar facility, and integral with the airfield perimeter security fencing. Site location can be found in the drawings provided with this RFP. The finished floor elevations of several of the new facilities will be raised to an elevation at or two feet above the top of the 100-year levees along the adjacent Missouri River and the Papillion Creek. See Section 01 89 00 SITE WORK REQUIREMENTS for additional information.

1.3.4 Base Bid and Bid Option

1.4 DESIGN AND CONSTRUCTION REQUIREMENTS

1.4.1 Changes to RFP Criteria Requirements

This Request for Proposal provides requirements expected of the

Design-Build Contractor during the design and construction of this project.

The RFP bridging documents present an overall design concept of the project; provide useful project information; establish some definition of the systems to be used; and incorporate requirements expected by the Using Service.

It shall be the responsibility of the Design-Build Contractor to assemble the best-value-priced construction systems for this project that meet or exceed the design criteria set forth herein.

Offerors should not consider changes to RFP criteria requirements during proposal preparation. After contract award, any changes to the RFP criteria requirements require approval by the Contracting Officer.

1.4.2 Codes and Criteria

All pertinent building codes, life safety codes, and reference criteria shall be met or exceeded. This project utilizes the DoD Building Code, as defined by UFC 1-200-01 and its references.

If there is a conflict in requirements, order of precedence shall be as follows,in order of decreasing precedence:

a. Life Safety, as defined by DoD Building Code UFC 1-200-01 and its references

b. RFP Specifications

c. RFP Drawings

d. Non-life safety criteria, as defined by DoD Building Code UFC 1-200-01 and its references

e. Other criteria as listed herein

1.4.3 Phasing of Work, Security, and Construction Staging

Phasing of the demolition work shall require complete construction of the new Fuel Ops Building, De-Icing Fluid Storage Building/Tank Canopy, LOX Stroage [*AM-01] Storage [**AM-02] Canopy, and the LOX Maintenance Facility before demolition of existing buildings 496 (De-Icing Storage), 571 (Oxygen Maintenance), and 585 (Fuel Operations) can occur.

The Contractor shall maintain a construction area fence throughout the duration of the contract. See Section 01 89 00 SITE WORK REQUIREMENTS for additional information.

1.4.4 Sustainability

1.4.4.1 Criteria

This project shall at a minimum incorporate high performance and sustainable site and building features as listed in UFC 1-200-02 HIGH

PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS, UFC 3-210-10 LOW IMPACT

DEVELOPMENT, and UFC 3-101-01 ARCHITECTURE as applicable to the project scope.

1.4.4.2 Total Building Commissioning

Apply total building commissioning principles and fully commission the Fuel Operations facility, in compliance with Section 01 91 00.15 TOTAL BUILDING COMMISSIONING and UFC 1-200-02 . [*AM-03] Commissioning to include coordination with and support for cybersecurity on behalf of Commissioning Agent and Controls Venders. Commissioning Plan shall include implementation of cybersecurity controls and functional testing. [**AM-03]

1.4.4.3 Cybersecurity

All control systems (including systems separate from an energy management control system) shall be planned, designed, acquired, executed, and maintained in accordance with UFC 4-010-06 , and as required by each individual DoD Service's implementation policy. Systems requiring cybersecurity include, but are not limited to, the following:

a. Fire Alarm/Mass Notification Reporting System(s)

b. Building Automation, DDC, and EMCS System(s)

c. Building Lighting System(s) (if networked)

d. Building Electrical System(s)

e. Building Telecommunication System(s)

f. Utility Metering System(s) (advanced meters, AMI, etc.)

g. Building Security Systems

h. Any other building system or component installed which may be networked or is provided with Ethernet, USB, or other ports or analog or digital connections to or through which connections to another electronic device may occur.

See Sections 01 86 10 MECHANICAL REQUIREMENTS, 01 86 26 ELECTRICAL REQUIREMENTS,[*AM-03] 01 86 29 COMMUNICATIONS REQUIREMENTS [**AM-03] and UFC 4-010-06 for additional requirements.

1.4.4.4 Third Party Certification/Validation

The Fuel Operations facility and the LOX Maintenance facility meet applicability requirements for use of UFC 1-200-02, HPSB for third party validation of Guiding Principles and air barrier requirements as indicated in UFC 3-101-01, Architecture. The contractor shall design and construct a project that is 100% compliant with UFC 1-200-02 and Guiding Principles, demonstrated by receiving a "Certificate of Compliance" thru USGBC/GBCI.

Included with this RFP are blank Air Force Sustainability Requirements Scoresheet for each applicable building as a part of this project. The contractor shall complete, maintain and update the Scoresheets, and have the Scoresheets available at any time for auditing and Air Force reporting. At project completion, the Scoresheets should be completely fill out with only "Yes" and "N/A" indicated in the Compliance column. All N/A responses must have justification included. See 01 33 29 SUSTAINABILITY REPORTING for additional requirements.

The contractor shall be responsible for all registration, review and certification/validation fees. The contractor shall provide a LEED AP or equivalent accredited professional. The Guiding Principles registration process can be started by contacting the GBCI via email at GuidingPrinciplesAssessment@gbci.org .

1.4.5 Bridging Documents

Room data sheets with minimum space and space-type requirements have also been attached as an appendix.

1.4.6 Design and Construction Measurement Units

Design, products, and construction for the project shall be accomplished using English units of measurement. All measurement in the technical specifications sections shall be shown in English.

1.4.7 Personnel Qualifications and Experience

Design and construction personnel qualifications and experience shall be per the requirements of Section 01 33 00.32 DESIGN AND CONSTRUCTION

1.2 GENERAL REQUIREMENTS

The mechanical portion of the project primarily consists of the demolition and renovation at Fort Carson, CO. Heating and cooling equipment shall include all required pumps, piping, expansion tanks, and other equipment necessary to provide a complete and operational system. A new dedicated split-system unit will be provided to condition the Communication room.

New LON based Direct Digital Controls shall be provided for all new equipment and shall be connected to the base-wide Utility Monitoring and Control System. Domestic water service and waste lines for all new fixtures and washing machines shall be provided. Existing water piping may be reused but is most likely undersized for the new building function. Verify domestic water service is adequate for the new laundry function of the building and upsize if necessary.

Drawings, specifications, design analysis and calculations shall be provided as required for the 60 percent design and the Final design submittals, and shall be in accordance with Section 01 33 00.36 60 PERCENT DESIGN REQUIREMENTS, and Section 01 33 00.38 100 PERCENT DESIGN

REQUIREMENTS.

The mechanical engineering design and construction of the following systems shall be included:

a. Heating, Ventilation, Exhaust Systems, and Air Conditioning Systems

b. Plumbing Systems

c. Building Management System (DDC Controls for HVAC

d. Operation and Maintenance Requirements

e. Testing

All systems description and performance requirements in this specification indicate the minimum requirements. Calculations shall be performed to determine equipment capacities and sizing.

a. Provide mechanical systems, complete and ready for operation. The design and construction of all mechanical systems, including manufacturer's products, shall meet the instructions and requirements contained herein and the requirements of the referenced technical guide specifications. Where conflicts between these instructions and the guide specifications or above mentioned criteria exist, the most stringent shall take precedence. Any installation requirements within these instructions, but not contained in the specifications, shall be added to the specification or shown on the drawings.

b. The design shall be economical, maintainable, energy efficient and shall take into account the functional requirements and planned life of the facility. Ease of access to components and systems in accordance with industry standards and safe working practices is a design requirement.

c. Standard Products - Material and equipment shall be a standard product of a manufacturer regularly engaged in the manufacture of the product that have been in satisfactory use for at least 2 years prior to bid opening. The label or listing of the Underwriters Laboratories, Inc., will be accepted as evidence that the materials or equipment conform

SECTION 01 86 10 Page 6 to the applicable standards of that agency. In lieu of this label or listing, a statement from a nationally recognized, adequately equipped testing agency indicating that the items have been tested in accordance with required procedures and that the materials and equipment comply with all contract requirements will be accepted.

d. Calculations shall be provided for all new mechanical equipment such as piping, pumps, fans, ducts, unit heaters, domestic water heaters, and cooling units regardless of end use. Heating and cooling calculations for the building must be performed by computer analysis i.e., Elite Software Inc., Trane Trace Load 700, Carrier E20-II Hourly Analysis Program (HAP) etc. Documentation shall include complete input and output summaries.

e. It shall be the responsibility of the Design Build Contractor to assume full responsibility of all final calculations, equipment designs, equipment selections, equipment layouts, and to provide fully operational systems, regardless of whether calculations, equipment designs, equipment selections or equipment layouts where provided as part of the request for proposal.

1.3.1 Facility Description

See Section 01 81 00 for a description of the facility and overall scope of work.

1.3.2 Sustainable Design

The design of the facility shall incorporate and promote sustainable design principles for the built environment, as outlined in UFC 1-200-02

HIGH PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS.

1.3.2 Design Conditions

The following conditions shall be taken into consideration for the design. Location and weather related design information is provided by UFC 3-400-02 , Design: Engineering Weather Data and shall be used in designing the mechanical systems.

1.3.2.6 Minimum Ventilation Requirements

All normally occupied spaces shall be mechanically ventilated in accordance with ASHRAE 62.1 -2013.

1.3.2.7 Cooling Load

1.3.2.9 Noise Levels

Noise levels shall remain within acceptable criteria as defined by

UFC 3-450-01 .

1.3.2.12 Structural

Attach interior ceiling mounted fixtures to the supporting structural system (i.e., use seismic detailing from UFC 1-200-01 and UFC 3-310-04 ) in structures. This includes mechanical equipment, ducting, and piping.

Equipment and piping requiring structural support shall be located in such

SECTION 01 86 10 Page 8 a way to minimize support steel costs while providing adequate maintenance access.

1.3.5 Operation

The system shall be designed to operate automatically year round, twenty four (24) hours per day, seven (7) days per week. Equipment and systems shall be designed for remote operation.

1.3.11 Mechanical/Electrical Equipment Coordination

Arrangement of all mechanical equipment ductwork and piping shall be coordinated with electrical work to prevent interference with electrical conduits. Electrical conduits and mechanical piping and ductwork shall not restrict access to the mechanical equipment for maintenance or repair.

Clearances required by NFPA 70 above and in front and above of electrical panels and devices shall be maintained. Mechanical equipment (pipes, ducts, etc.) shall not be installed OVER OR WITHIN SPACE which is dedicated to transformers, panels, panelboards, or other electrical equipment unless items solely serve the area and the installation meets all applicable codes. When electrical equipment is located in a mechanical equipment space, the dedicated electrical space shall be indicated by a dashed line and noted "Electrical Equipment Space".

1.3.13 HVAC Control Instrumentation

Control instrumentation shall adhere to UFC 3-410-02 and the ODDG with Fort Carson provisions.

1.3.14 Utility Interruptions

Certain limitations on utility interruptions apply. Unauthorized utility interruptions will not be permitted. Any work that requires a utility interruption shall be scheduled in advance. Outages are subject to postponement or cancellation by site authorities without prior notification. Coordination requirements of utility interruptions shall be in accordance with Document 00 73 00 SPECIAL CONTRACT REQUIREMENTS. All utility interruptions shall be identified with notes on the project drawings.

1.3.15 Spare Parts Lists

Proprietary spare parts lists that require more than a 60 day lead time, and/or any special service tools shall be provided to the Government prior to acceptance of the system.

1.6 IDENTIFICATION OF PIPING

1.58 SEISMIC PROTECTION FOR MECHANICAL PIPING, DUCTWORK, AND EQUIPMENT

Structural bracing and mounting of mechanical piping, ductwork, and equipment shall be designed in accordance with UFC 1-200-01 , UFC 3-310-04 , and the ODDG.

1.8.1 Piping

Piping within the facility, except fire protection piping, is required to have seismic restraints complying with UFC 1-200-01 and UFC 3-310-04 .

1.8.2 Ductwork

Ductwork within the facility is required to have seismic restraints complying with UFC 1-200-01 and UFC 3-310-04 .

1.8.3 Miscellaneous Equipment

Miscellaneous items which consist of a number of individual components built into an assembly by the manufacturers may require additional internal reinforcements to meet the requirements of UFC 1-200-01 and

UFC 3-310-04 .

1.9 THERMAL INSULATION OF MECHANICAL SYSTEMS

Insulation of hydronic water piping systems and equipment, refrigeration lines and equipment, and the insulation of the duct systems shall meet the more stringent of ASHRAE 189.1 , UFGS 23 07 00, and the ODDG.

Refrigeration and hydronic water piping shall be required to follow tabulated thicknesses.

1.9.1 Insulation Covers

Provide removable and reusable insulation covers at all check valves, control valves, strainers, filters, or any other piping component requiring access for routine maintenance. Exposed exterior insulation shall be covered by an embossed aluminum metal jacket. All piping with metal jacket shall be identified on the drawings.

1.7 HVAC DEMOLITION

Mechanical equipment including all HVAC air handlers, ductwork, diffusers and grilles, and piping are to be removed. See the HVAC Demolition drawings attached to this RFP for the current HVAC layout and equipment locations.

1.14 HVAC SYSTEM DESIGN

The HVAC system shall be designed and built to satisfy the thermal and indoor air quality requirements of building 2255. This includes all associated air distribution equipment, thermal conditioning and ancillary equipment. Provide a complete system.

1.14.4 HVAC Systems

After the demolition and removal of the HVAC equipment in building 2255, a new air handler system shall be provided. Air handlers shall be provided with prefilters and final filters. Final filter shall be MERV-13 rated.

Spaces served by the air handler shall be positively pressurized to exclude infiltration of dust and unconditioned air. New ductwork shall be provided after the removal of all existing ductwork. New aluminum or galvanized steel diffusers, registers, and grilles shall be provided.

The district chilled water shall be utilized as the cooling source for building 2255 if possible. Chilled water piping shall be provided along with all required equipment, pumps, valves, and other equipment and instruments to provide a functional and properly operating system. If connection to the existing chilled water is not possible or cost effective, an air cooled condensing unit will be used as the cooling source. The condensing unit will be located outside the building on a concrete equipment pad.

District High Temp Hot Water is available and capped near the building entrance. The water is approximately 400 degrees F and 300 PSI, a shell and tube heat exchanger will be required to reduce the temperature for building service. Heating water piping shall be provided along with all required equipment, pumps, valves, and other equipment and instruments to provide a functional and properly operating system. A split-system heat pump will be provided for the Communications Room. The indoor unit will be located as to not interfere with the comm equipment in the room or it's required clear space. The heat pump shall be sized for the anticipated heating and cooling load and shall be capable of year-round operation.

The domestic water heater shall utilize the district hot water as a heating source.

New Direct Digital Controls shall be provided for all new HVAC systems and equipment. All systems shall be capable of being monitored and controlled by the Installation wide UMCS through a connection to the building system.

1.15 VENTILATION AND EXHAUST SYSTEMS

The design of all systems shall comply with the ASHRAE Handbooks , ASHRAE Standard 62.1, NFPA 90A, NFPA 90B, and NFPA 91 , and shall meet the requirements of the ODDG. Ventilation cooling shall only be utilized if interior temperature exceeds exterior temperature except in instances when continuous exhaust/ventilation is required by code.

1.15.2 Intake, Relief and Exhaust Requirements

Outside air intakes shall be located in areas where potential for air contamination is lowest, and shall be located at least 10 feet above the adjacent finished grade. Motorized insulated low-leakage dampers with blade and jamb seals shall be provided at all outside air intake and exhausts. The maximum leakage rate permitted for outside air intakes shall be based upon UFC 3-410-01 . Louvers shall be of the storm/drainable type and shall be AMCA certified. Louvers shall be selected based on the following criteria: maximum free area face velocity of 800 feet/min;

maximum pressure drop of 0.1 in W.C.; and a water penetration of less than

0.01 oz/square foot.

1.16 TESTING, ADJUSTING, AND BALANCING OF HVAC SYSTEMS

Testing, adjusting, and balancing shall meet the requirements of the ODDG. The work required by this Section shall be complete, including all test and inspection reports, before starting the commissioning functional testing.

1.16.1 Balancing Firm Qualifications

TAB shall be performed by an independent firm, hired directly by the Design Build Contractor only, using certified technicians under the direct supervision of a registered engineer. Technicians shall be certified by the National Environmental Balancing Bureau (NEBB) or the Associated Air

Balance Council (AABC). The firm shall select AABC MN-1 or NEBB-01 as the standard for providing TAB of the mechanical systems.

1.12.2 Balancing, Commissioning and Integration

Design Build Contractor shall include additional time required for full balancing and commissioning once the construction of all systems are complete. Commissioning shall meet the requirements of UFC 1-200-02 and other applicable criteria.

1.17 BUILDING TEMPERATURE CONTROL SYSTEM

The instrumentation and control shall meet the requirements of UFC 3-410-02 , the ODDG with Fort Carson provisions, follow LonMARK International standards and be fully integrated with the existing Installation wide UMCS. The equipment shall be monitored and controlled through the Installation wide UMCS. System integration shall include developing interfaces for each piece of equipment and provide a graphical representation of the equipment and control menu screen. Historical data for equipment, buildings, and systems shall be stored for use in determining system maintenance and equipment operation. System integration shall include developing algorithms, analog, and discrete logic to fully automate the starting and stopping of all system equipment. The logic shall also provide for manual operator override, set point adjustments, and control loop adjustments. Provide a temperature sensor for the mechanical room that is connected to the building automation control system. The sensor shall send an alarm when the temperature drops below 40 degrees Fahrenheit or exceeds 90 degrees Fahrenheit. The alarm shall be programmed to send an alarm to the installation wide UMCS system.

1.17.1 Controls Equipment

Packaged equipment shall be provided with dedicated controls that shall interface to the building control system through communication links (Lonworks). The Design Build Contractor shall provide as many control cabinets as required for a complete design. Provide new cable, conduit and switches as necessary for a complete system. HVAC control system panels shall be provided in the mechanical equipment room; the number and size of panels shall be dictated by the equipment to be installed in the panels.

The Design Build Contractor shall develop and integrate automated algorithms in the control system which will select equipment for operation based on the load, daily environmental conditions, time of day, day of week, and building load requirements. The equipment selection shall be based on the most economical and efficient to meet the system load requirements.

1.13.2 Controls Commissioning and Integration

Design Build Contractor shall include additional time required for full controls integration and commissioning. 1.19 OPERATION AND MAINTENANCE

REQUIREMENTS

Facility Operation and Maintenance (O&M) Manuals, including associated Training Course and Training Manuals, shall be provided for the mechanical systems and shall meet the requirements of the individual Unified Facilities Guide Specifications (UFGS) Sections.

1.19.1 Facility Operation and Maintenance Manuals

The intent of the O&M Manuals is to promote and maximize the efficiency, economy, safety, and effectiveness of the life cycle operation, maintenance, and repair of the facility. Comprehensive, self-contained manuals shall include all of the identified building's interior systems, plus the exterior portions of systems that support the building.
