About this file

This amendment to a solicitation provides revisions to the specifications, drawings, and schedule for a project to install GSU transformers at Fort Randall Dam in South Dakota. The Army Corps of Engineers seeks proposals to remove existing transformers and install new 115kV and 230kV GSU transformers. Proposers must acknowledge receipt of the amendment by January 5, 2021. Key changes include: revising the work sequence to require completion of one transformer before starting the next; establishing specific outage windows from 2021 to 2023 for the transformer replacements; updating the list and costs of government-furnished equipment; and clarifying asbestos and PCB equipment removal requirements.

SUBJECT: Amendment No. 0003 to specification and drawings for Construction of GSU Transformation Install, Fort Randall Dam, SD.

TO: Prospective Offerors and Others Concerned

1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).

a. Specifications. (Descriptive Changes.)

(1) Section 01 12 00 Page 4, delete paragraph 1.8 and substitute the following:

“1.8 ORDER OF WORK

The following sequence of work is critical and must be performed during execution of this Contract. Outage work shall begin with Transformer A and proceed to Transformer B, C, and D. The Contractor is not allowed to start on a new transformer until the previous transformer is completed, commissioned, and returned to service. All other work may be performed at Contractor's discretion.”

(2) Section 01 12 00 Page 5, delete paragraph 1.9 and substitute the following:

“1.9 COORDINATION AND OUTAGES

Installation outages will take place during specific outage periods during three (3) consecutive years. The installation outage periods are follows:

Transformer A: 2 August 2021 - 29 October 2021 2-230kV Transformers (B, C or D): 2 May 2022 - 28 October 2022 1-230kV Transformer (B, C or D): 1 May 2023 - 28 July 2023

The order of Transformers B, C, and D is interchangeable. However, two 230kV Transformers must be installed, with only one (1) transformer at a time, during the 2 May 2022 - 28 October 2022 outage period. Weather permitting, on-site work not requiring an outage can occur at any point after pre-construction submittal approval and the period following end of the outage period. The order of all transformer installations must be in the Contractor’s approved schedule.

The Contractor's employees shall not open, close or tamper with switches, valves or control devices for existing installed equipment. Only Government operating personnel will be authorized to open or close existing switches, valves and control devices to enable the Contractor to make connections or modifications to existing equipment. Work shall be coordinated and scheduled to reduce the "Outage" time of operating equipment or systems to a minimum. Work in the proximity of exposed energized equipment such as in the switchyard or work involving connections to existing energized or operating equipment or systems will

Am #0003 - 3 be performed only under the Safe Clearance Procedures. The Contractor will be instructed by the Contracting Officer's Representative in the proper procedure for requesting clearances. Only qualified supervisory personnel will be permitted to request clearances.

Change request for "Outage" window extensions, or the acceleration of the 230 kV Transformer outage during the 2 May 2022 - 28 October 2022 outage window, shall be made by the Contractor to the Contracting Officer's Representative in each instance with a minimum of a 3 week written notice, in order to allow enough time to permit adjusting power plant operations, and to changes with the dispatching agency.”

Standoff Insulators

The original insulators are no longer made by manufacturers and the Government does not have catalog cut sheets of the original insulators. The original insulators located in the tunnel have been replaced with Meister International, LLC. insulators with part number MI-HSB110 with a baseplate made by Easter-Owens. The switchyard terminal cabinets have the original insulators which are 9" in length with a 3" bolt pattern where the copper bus is bolted and a l0" bolt pattern where the insulator is bolted to the cabinet wall.

The MI-HSB110 insulator is 7-3/8" in length with a 3" bolt pattern on either side. The base plate has a 3" bolt pattern and extends out to a 10" bolt pattern. The base plate is 1-5/8" thick to make up the length difference of the existing insulator (9") and the Meister insulator (7-3/8").
