SUMMARY OF THE WORK

PART 1 SUMMARY OF WORK

1.1 PROJECT DESCRIPTION

1.1.1 Function of Facility

The Air Force CyberWorx is to support training of cadet candidates, permanent party, other governmental partners and business partners. The goal is to achieve the unity of effort required to prevent malicious, covert attempts to interrupt and compromise the functional capacity of the DoD networks and Cyber Domain. The process of monitoring, identifying, and countering these attacks will require a collaborative environment within which elements of all cyber activities can be represented, in a collocated manner while executing passive, active, and defensive network operations.

This facility will incorporate new technologies and processes that will generate beneficial synergies through integration and collaboration.

Through an open work environment that incorporates scalable, reconfigurable work spaces, cyber assets will be able to achieve both actual and virtual collaboration while maintaining their functional discipline

1.1.2 Building Arrangement

CyberWorx will use the USAFA IFS as the basis for the design. However, the scale of the building will not allow a copy of adjacent buildings. USAFA desires a facility that will look like a logical extension of the original design of the Cadet Area. The building should be considered as a 'pavilion' on a raised plinth above the parade field. Additionally, the building exterior design shall project an exciting image commensurate with the creative work being done in the facility. Likewise, the interior shall encourage creativity and collaboration through its design similar to creative environments at Google or Walt Disney Imagineering as examples. The building must ultimately be reviewed by both the Colorado Historical Society (Colorado SHPO) and the National Park Service, therefore the building must be compatible with the Cadet Area and Design Standards.

See RFP Section 01 82 00 ARCHITECTURAL BUILDING REQUIREMENTS for additional canopy requirements pertaining to free spans and proportions.

1.1.3 Demolition (OBI # 5)

Demolish existing building 2413 in accordance with Environmental Assessment.

1.2 GOALS, OBJECTIVES AND REQUIREMENTS

1.2.1 Requirements During Construction

It shall be required that construction of the CyberWorx be constructed in a manner that meets the constraints described below. At the end of each

Am #0005

Section 01 81 00 Page 2 work night, the job site will be cleaned up and left in a presentable manner, clear of debris and material stacked in an orderly fashion.

The Contractor shall maintain traffic safety at all times. Traffic control shall be in accordance with all requirements of the Manual on Uniform Traffic Control Devices (MUTCD)and EM 385-1-1.

1.2.1.1 Non-Overhead Construction

Not Used.

1.2.1.2 Overhead Structural Construction

Not Used.

1.2.2 Codes

All pertinent building codes and Life Safety codes shall be met or exceeded.

The more stringent code requirement shall be followed when apparent conflict exists among codes. Questions involving any conflicting code criteria which cannot be resolved by following the most stringent requirement will be presented, with recommendations for resolution, to the Government. Any building code or standard refers to the authority having "jurisdiction" or "governmental authority", this reference shall be interpreted as referring to the Contracting Officer.

1.2.3 Building Durability

Materials and equipment incorporated in the project must have a documented historical performance record for long term durability, with minimal or no maintenance requirements. The canopy design shall conserve natural and manmade resources, and energy usage.

1.2.4 Changes to RFP Criteria Requirements

This Request for Proposal provides requirements expected of the design-build Contractor during the design and construction of this project.

The RFP drawings present an overall design concept of the project, provide useful project information, establish some definition of the systems to be used, and incorporate requirements expected by the Using Service.

It shall be the responsibility of the design-build Contractor to assemble the best-valued-priced construction systems for this project that meet or exceed the design criteria set forth herein.

Offerors should not consider changes to RFP criteria requirements during proposal preparation. After contract award, any changes to the RFP criteria requirements require approval by the Contracting Officer.

See Section 01 33 00.32 DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES for additional requirements.

1.2.5 Sustainable Design

Section 01 81 00 Page 3

LEED certification is not required.

Comply with Air Force sustainable design and development (SDD) criteria as follows:

Comply with all the Federal sustainability requirements as detailed in UFC 1-200-02, High Performance and Sustainable Building Requirements.

Design Build Contractor is responsible for all costs and activities required to successfully third-party validate that all of the Federal/UFC requirements have been met using the DoD version of either the US Green Building Council (USGBC)/Green Business Certification Inc. (GBCI) Guiding Principles Assessment or Green Building Initiative (GBI) Guiding Principle Compliance (GPC) system.

(See specification section 01 33 29.05 20) [*Am-5] Use the AF Sustainability Requirements Scoresheet (attached – provided checklist is for information only) to track and report project compliance status at all design/construction submittals; and submit the Microsoft Excel scoresheet, along with the design analysis to AFCEC.CF.SustainableRpt@us.af.mil in conjunction with each design submission and when construction is complete.

If energy net-zero is not achieved with this project, energy goals beyond the minimum 30% energy consumption reduction to be considered so that when renewable energy generation is added to the facility the long-term goal can be achieved. 1.2.5.1 LIFE-CYCLE COST ANALYSIS (LCCA).

The purpose of the LCCA methodology as detailed in CFR Title 10 Part 436 Subpart A is to identify and compare life-cycle cost-effective (LCCE) building energy and water systems that will in total achieve the energy and water requirements stated in this document. An LCCA is required for the following:

1. Energy consuming systems (ex: HVAC systems)

2. Renewable energy generating systems (ex: photovoltaic panels)

3. When LCCE is selected as the reason any requirement of the AF

Sustainability Requirements Scoresheet is "Partially compliant" or "Not Applicable" (reference paragraph 4-2). The LCCA methodology may also be used to evaluate multiple options, such as selecting the building construction type and comparing compliant materials; and is at the discretion of the project team.

1.2.5.2 LCCA Format.

Prepare the LCCA in accordance with CFR Title 10 Part 436, Subpart A and NIST Handbook 135 "Life-Cycle Costing Manual for the Federal Energy Management Program". The LCCA must be prepared using the Building Life- Cycle Costing (BLCC) program, available from the National Institute of

Section 01 81 00 Page 4

Standards and Technology (http://energy.gov/eere/femp/building-life-cycle-cost-programs). The implied long-term inflation rate and discount rates identified in the Annual supplement to NIST Handbook 135 must be used. A link to BLCC can also be found at the Department of Energy's building energy tools web site: http://energy.gov/eere/femp/building-life-cycle-cost-programs.

1.2.5.3 LCCA Building-Level Analysis.

Any building-level LCCA must be calculated using a maximum of a 40-year building life and equipment lives based on accepted industry averages.

Individual components or systems life expectancies must be reflected by inclusion of appropriate replacement and salvage values in the appropriate year of this analysis.

1.2.5.4 LCCA Individual Component or System Alternatives Analysis.

LCCAs comparing at least three individual component or system alternatives must use the estimated life of the mutually exclusive alternative having the longest life, not to exceed 40 years from the beginning of beneficial use or the lowest common multiple of the expected lives of the alternatives. Include the appropriate replacement and salvage values for each of the other alternatives. A number of tools comparing energy system alternatives and evaluating specific efficiency measures may be of benefit in performing energy efficiency calculations. Perform this analysis based on the actual conditions expected over the life of the facility including anticipated occupancies, scheduled hours of operation and process loads. Use UFC 3- 410-01 Appendix E.

1.2.5.5 Energy Consumption Reduction Requirement:

Meet the requirements of ASHRAE 90.1-2013.

Design the building to achieve at least 30% energy consumption reduction from ASHRAE 90.1-2013 baseline.

If a 30% reduction is not LCCE, modify the design of the proposed building to achieve an energy consumption level at the highest level of energy efficiency that is LCCE.

Determine energy consumption levels for both the ASHRAE Baseline Building and proposed building alternatives by using the Performance Rating Method found in UFC 1-200-02.

1.2.5.6 Energy Compliance Analysis (ECA).

In the design analysis, include an ECA which demonstrates compliance with all energy related requirements in UFC 1-200-02. Identify the specific energy efficiency criteria that apply to the project, the software used to prepare the necessary calculations, a summary of all input to and output from the calculations, and the calculated baseline and as-designed building energy consumption of the proposed design.

Include in the ECA a completed "Performance Rating Report" as shown in Appendix G of the ASHRAE 90.1 "User's Manual." Building-level energy consumption calculations must be performed using a computer program or programs that integrate architectural features such as windows for daylighting, air-conditioning, heating, lighting, and other energy

Section 01 81 00 Page 5 producing or consuming systems. These programs must be capable of simulating the features, systems, and thermal loads used in the design.

Include the energy savings and any parasitic energy loads associated with the utilization of recovered energy, solar heat, solar photovoltaic energy and other renewable or waste heat applications. The program must be capable of performing 8,760 hourly calculations. The Department of Energy (DoE) maintains a list of building energy tools for design (such as eQuest).

1.2.5.7 ECA Narrative Requirements.

ECA LCCA narratives must be prepared by each of the following individuals: the Lead Project Architect, Lead Project Mechanical Engineer, and the Lead Project Electrical Engineer. List in each of the three narratives the conservation features considered for that discipline; conservation measures adopted in the design; and any supporting LCCA calculations.

Section 01 81 00 Page 6

1.5.1 Operation and Maintenance Manuals

The intent of the O&M Manuals is to document the operations and maintenance requirements of the products incorporated into the construction of the project. These manuals promote and maximize the efficiency, economy, safety, and effectiveness of the life cycle operation, maintenance, and repair of the facility. Operation and maintenance manuals shall be required and specified within the Technical specification provided by the D/B Team during completion of the design.

1.6 OVERVIEW OF DESIGN-BUILD PROCESS

1.6.1 Overview

Since the early 1980s Congress has urged the military services to explore alternative construction methods, such as "Design-Build," which includes both design and construction under a single contract. This process is similar to "one-step turnkey selection procedures" and is defined in Title 10 of the United States Codes, Section 2862.

1.6.2 Process

The design-build process uses a Request for Proposal (RFP) to solicit for design and construction of a facility by a single contractual entity, such as a design-build firm, or joint venture between architect-engineer (A-E) and construction firm, or a construction management (CM) firm joint venture with an A-E and a construction firm. A design-build RFP states the project functional requirements, design and engineering criteria, technical performance specifications, and proposal evaluation factors.

Potential contractors develop their proposals for the government to evaluate competitively, with the contract award based on a combination of technical merit and price.

In general, the RFP is a conceptual design document and the Contractor is responsible for completing the design and constructing the project.

The plans provided in this Request for Proposal (RFP) shows the User's intent and expectations. The RFP has developed the site plan and building design and establishes the architectural character and proportions required by the USAFA.

The Contractor will be required to coordinate and adjust final dimensioning, detailing, furniture arrangements and other items necessary to make this a usable facility in accordance with the furnished RFP drawings. The design, with permitted flexibility for detailing and constructability, must be carried through to construction. The design-build contractor is responsible for all design on the project.

The RFP furnished design drawings may be used by the Contractor. However, the Contractor agrees to hold the Government harmless in acceptance of these drawings. It shall be the design-build Contractor's responsibility to verify all dimensions, AutoCAD drafting, BIM Modeling and accuracy for the design drawings prepared by the design-build Contractor.

After award of the contract, the design-build contractor will prepare a series of design submittals for review by the Government, so that design and criteria compliance can be effectively monitored for compliance.
