U.S. AIR FORCE ACADEMY

IFS USAFA Installation Facility Standards

1.2 PURPOSE OF THE FACILITY

A properly sized and configured Air Force CyberWorx is required to support training of cadet candidates, permanent party, other governmental partners and business partners. The goal is to achieve the unity of effort required to prevent malicious, covert attempts to interrupt and compromise the functional capacity of the DoD networks. The process of monitoring, identifying, and countering these attacks will require a collaborative environment within which elements of all cyber activities can be represented, in a collocated manner while executing passive, active, and defensive network operations. This facility will incorporate new technologies and processes that will generate beneficial synergies through integration and collaboration. Through an open work environment that incorporates scalable, reconfigurable work spaces, cyber assets will be able to achieve both actual and virtual collaboration while maintaining their functional discipline.

1.3 FUNCTIONAL PLAN REQUIREMENTS

1.3.1 Facility Design

The CyberWorx facility and site design have been developed in conjunction with preparation of this design/build RFP and approved by the Air Force Academy. The Air Force Academy has determined that this solution meets the User's needs and USAFA aesthetic standards and requirements for this project. It is important that the proportional integrity of the design be maintained, however, minimal design alterations which only slightly modify the furnished solution, will be reviewed for their design merits against the furnished criteria and may be accepted subject to Government approval.

The canopy design shall comply with all standards referenced within paragraph 1.1 of this section 01 82 00.

1.3.2 Antiterrorism/Force Protection

[*Am-4]

This facility shall follow the requirements of UFC 4-010-01, DoD Minimum Antiterrorism Standards for New construction facilities.

1.3.3 DESIRED IMAGE AND ARCHITECTURAL COMPATABILITY

Architectural Uniqueness: This facility will use USAFA design standards as the basis for the design. However, the scale of the building will not allow a copy of adjacent buildings. USAFA desires a facility that will look like a logical extension of the original design of the Cadet Area.

The building should be considered as a 'pavilion' on a raised plinth

Section 01 82 00 Page 3 above the parade field. Additionally, the building exterior design shall project an exciting image commensurate with the creative work being done in the facility. Likewise, the interior shall encourage creativity and collaboration though its design similar to creative environments at Google or Walt Disney Imagineering as examples.

1.4 TECHNICAL SPECIFICATIONS

UFGS specifications are required and the technical specifications shall be developed and coordinated with the drawings to accurately and clearly identify the selected products and installation requirements proposed for this facility.

Certain specifications, deemed critical to the project, have been included herein. Where requirements are not covered in the guide specifications, specification sections shall be prepared to cover those subjects and shall be in the same format as the RFP and UFGS specifications.

1.5 TYPE AND METHOD OF CONSTRUCTION

1.5.1 Facility Construction

The facility shall be designed as permanent construction. The definition of permanent construction per MIL HDBK 1190 is, "Buildings and facilities designed and constructed to serve a life expectancy of more than 50 years, should be energy efficient, and must have finishes, materials, and systems selected for low maintenance and low life-cycle cost." Reference UFC 1- 200-02 High Performance and Sustainable Building Requirements for additional design criteria.

Types and methods of construction limited to the criteria established in this section and all other sections of the RFP shall meet all governing code applications.

Where wood construction is used, such as at roof cant strips, wood products shall be treated. Primarily, wood shall be used in an ancillary use (blocking, etc.), not as a prime construction material, and only in applications specifically permitted by the IBC for the designated construction type.

Methods, materials, systems, etc. shall be of a quality that requires little or no maintenance.

1.5.2 Exterior Finish Materials

Exterior materials have been selected to be compatible with other facilities at the Air Force Academy. The existing primary electrical line routes along the east parking garage entrance to CETF. This entrance be closed, and the road will be removed to make way for the new building and associated parking lot. As a result, CSU may need to relocate approximately 650’ of primary feeder. As part of this effort it is assumed the CSU will relocate the existing feeder and provide a new feeder from an existing sectionalizer switch to feed the building. A new facility transformer will need to be installed to support the new facility. Based on the current square footage the transformer size is estimated to be 500KVA with a secondary voltage of the 277/480V, 3-phase. The transformer size shall be validated by the Designer of Record (DOR) via load calculations.

CSU will provide the primary feeder wire, facility transformer, transformer pad and make all terminations to the transformer. The electrical contractor shall provide the primary feeder conduit, prepare the site for the facility transformer and provide all secondary distribution from the transformer to the building. Although CSU will be providing the design and modifications associated with primary distribution, the cost for these efforts shall be included in the project cost.

1.3.1 Transformer Location

Transformers of the mineral oil insulated or low flammability ("non-flammable", "less flammable liquid-filled") type shall be located per UFC 4-010-01 DOD Minimum Anti-Terrorism Standards for Buildings. In no case shall the transformer be located inside the 33’ clear obstruction zone around the facility.

1.3.2 Transformer Grounding
