1. We assume that the delivery date for CLIN 0001 on page 22 is a typo and should read 30-SEP-2021 versus 30-SEP-3021. Can you please confirm the correct delivery date?

Response: See Amendment No. 0001. Completion date is corrected.

2. With regard to the vessels covered by CLINs 0002 and 0003 can the Government confirm that these vessels are free of any hazardous materials. We are concerned that there may be lead paint, PCBs or asbestos in these vessels.

Response: See Amendment No. 0001.

3. With regard to the vessels covered by CLINs 0002 and 0003, how and where will the contractor take possession of these vessels? Will they hauled and on shore at some site or will they be afloat? Will the contractor be able to do any work at that site to prepare the vessels for removal? It is likely that contractor will need to do some amount of hot work (cutting & grinding) to prepare the vessels for removal. Please provide any work restrictions or site rules for the site where the vessels will be turned over.

Response: See Amendment No. 0001. There are no restrictions at the site if the contractor needs to prepare the vessels for removal. The Grand will likely be afloat and the Garrison on the shore at the edge of the water.

4. With regard to the vessels covered by CLINs 0002 and 0003, can you provide the overall height of the vessels from the lowest point on the hull/skeg to the highest fixed point on the house?

Response: See Amendment No. 0001.

5. Under specification item C315A, it is required that the pilothouse structure be of steel construction.

Would the USACE consider a vessel with an aluminum pilothouse? An aluminum house would reduce the cost to construct and transport this vessel.

Response: See Amendment No. 0001.

6. As a separate question from (3) above, would the USACE accept a vessel with both an aluminum hull and an aluminum house?

Response: See Amendment No. 0001.

7. Under specification item C602 A, it is required to provide a “cooled system using radiator coolers”. Is this a reference to keel coolers or channel coolers on the hull? Generally, a vessel of this type would either use keel coolers, channel coolers or be water cooled from sea water/fresh water pumped from a sea chest or intake. Please provide clarification of the requirement.

Response: See Amendment No. 0001. No interface with raw or lake water is allowed.

8. For standardization purposes, does the USACE have a preferred engine OEM for this vessel?

Response: See Amendment No. 0001.

9. Can propulsion main engines be cooled via grid coolers in lieu of the specified radiator coolers?

Response: See Amendment No. 0001. Radiated cooling was set as a requirement due to invasive zebra mussels. If other cooling methods are proposed, there cannot be any interface with lake water or raw water.

10. Can the government provide information on the site it has access to allow Contractors to receive the completed vessel, and additionally launch the vessel into the waterway.

Response: Please see Amendment No. 0001 for Boatyard Site Layout and Site Access pdfs. For reference, our barge is 32 ft x 80 ft.

11. For Option 1 and Option 2, can these vessels be moved to an area easily accessible via a truck crane?

Response: Boats are accessible via truck crane. Please refer to Boatyard Site Layout pdf provided under Amendment No. 0001.

12. For Option 1 and Option 2, will the contractor be responsible for crane support, rigging, lifting, etc.

Response: See Amendment No. 0001.

13. Section B - Will Option 1 and Option 2 be considered in the Total Evaluated Price for contract award, or will the base price for ITEM 0001 Towboat be evaluated independently.

Response: Please reference FAR 52.212-2(b) in the solicitation.

14. Section C410.C – please clarify size/type of rubrail preferred.

Response: See Amendment No. 0001.

15. Section C410.F – please confirm that the contractor is to provide a four point lifting bridle, which will be kept by the Government after delivery for future use.

Response: See Amendment No. 0001.

16. Section C733 - There is no mention in the specification of how the generator is cooled. Please advise on the proper cooling method.

Response: See Amendment No. 0001. There is no specific preference for cooling, but the proposed cooling method cannot have any interface with lake water or raw water.
