About this file

This document contains questions and answers regarding federal contract solicitation number W9128F20Q0071 for a tow boat for the Gavins Point Project Office in Yankton, South Dakota. The solicitation requires a tow boat, and clarifies that radiated engine cooling is required due to invasive zebra mussels, while keel coolers that interface with the exterior hull are not acceptable due to issues with zebra mussels attaching and degrading the cooling system, even if the keel cooler uses a closed loop that does not draw or discharge water from the lake. The solicitation is being conducted by the Department of the Army Corps of Engineers Engineering District Omaha.

Questions and Answers for W9128F20Q0071, Tow Boat for Gavins Point Dam, NE

4 September 2020

Question: Can you please provide Annex 3 – the boat yard layout. We did not see it posted with the amendment.

Answer: Annex 3 uploaded on 3 September 2020.

Question: In Section C640 – Engine Cooling, you have added the statement: “Radiated cooling is set as a requirement due to invasive zebra mussels. If other cooling methods are proposed, there cannot be any interface with lake water or raw water such as keel coolers.” For the sake of clarity, our intention has been propose a vessel that uses keel coolers. Keel coolers do not interface with the lake water. They are a closed loop system wherein water flows from the engine to the keel cooler which is mounted on the exterior of the hull. The water in the keel cooler does not go into the lake nor is there an intake from the lake for this system.

Furthermore, it appears that both the Grand and the Garrison have keel coolers. Can you confirm that keel coolers that do not draw water from the lake or discharge water to the lake are acceptable?

Answer: Keel coolers are not acceptable. Even though it is a closed loop, the heat exchange at the keel cooler is where we at Gavins Point are having issues. It is at that lake water interface on the exterior hull where zebra mussels attach and degrade the existing cooling system.

Cooling systems that interface with the exterior of the hull will not be acceptable.
