Bidder Inquiries
Fort Peck Outside Maintenance Facility Fence
W9128F19Q0076
25 April 2019
1. Can group IA pipe be substituted with group IC?
Government’s Response: For bidding purposes, please propose as written. If the contractor were to get the bid, we could possibly entertain a value engineering proposal at that time. The Government would need to determine the benefit of using IC vs IA. The IA pipe in the Government's opinion has better corrosion protection.
2. Didn't see where this is buy American, does this need to be domestic?
Government’s Response: The solicitation will be amended to include FAR Clause 52.225-9.
3. I see on google earth there appears to be an existing fence (b/w) on the new fence line. I did not see any notes in the solicitation about removal. Is this already removed? Or is someone else doing it prior to construction?
Government’s Response: The existing fence and wooden posts will be removed by the government prior to the contractor mobilizing to the site.
4. The pipe is specified as ASTM F1043, but the weight is for ASTM F1083. Is ASTM F1043 acceptable? ASTM f1043 is a lighter weight pipe, but is almost 2x the strength and has been acceptable in the past.
Government’s Response: ASTM F1043 covers the strength and protective coating requirements for industrial steel fence framework which both Group IA and IC are covered under this specification. The pipe shall be Group IA conforming to ASTM F1083.
5. Please verify gate post size for 24' gates. The specification calls out 2-7/8" diameter for the size gate installed, but the plan sheet does not show 2-7/8" but a 4". Please clarify that 4" OD is acceptable.
Government’s Response: The minimum diameter shall be 2-7/8” as specified. The use of 4” OD is acceptable. The contractor is responsible for providing the necessary hardware to attach the existing gate to be reused to the new gate post.
