W9128F19Q0055 Pumping Service Question and Answers
1) The solicitation indicates that the POC requests service. Looking at the number of pumps which is estimated, is there a schedule of any type or is everything considered “On Call”?
There is no “schedule” for any of the pumping. They are pumped when the POC on site determine they need to be pumped.
2) The waste that is collected is indicated that it can be dumped at the lagoon on site. Are there access restrictions to the lagoon? Will drivers have to be accompanied to utilize the lagoon?
The pumping contractor will have access to the sewage lagoons that are on site. The lagoons are located within 2 miles from any of the locations to pump on the contract. Drivers will not have to be accompanied to the lagoons.
3) Our company has a number of state and federal contracts involving vault toilets. In each of those service contracts, vault toilets are required to be filled back with water. I don’t see any indication of water being filled back into the vault toilets? Is that indeed occurring or is that a function that is being handled separate from this solicitation?
We do not required that the pumping contractor fill the vault toilets with water. The Government fills the vault toilets after the contractor pumps.
4) In section 5.1.1. of the solicitation, it clearly states that all pumping will be done on-demand basis.
However, this is a firm fixed award if I understand correctly? So the price will be fixed regardless of the number of “on demand” requests. I understand there are estimated numbers to assist in calculating the price, but wanted to verify it is indeed a firm fixed price and not a per service price.
The contractor is paid for the number of pumps/loads. For example, if the contractor bid $1 per vault toilet pump/load and it took 2 loads to empty the vault, the contractor would bill the Government for 2 loads X $1 or $2. The Government does NOT guaranteed any particular number of pumps/loads for vault toilets, fish cleaning stations, or holding tanks. That is based strictly on usage. The Government only estimates the number of loads or “pumps”. The price the contractor bids per load is a fixed price, not the number of loads.
