Technical Specifications

Hazelton Approach and Road Grading

Scope of Work:

The work includes the following work items at the Hazelton Campground. The contractor is to strip/stockpile/place topsoil, haul fill material from specified site, construct new entrance road and connect the campground loop road to the new entrance road, supply and install 12” of base course, and place 4” of asphalt composite for the entrance road and 9” of base course for the campground loop road.

Place of Performance:

This facility is at the Hazelton Campground located approximately 13 miles west of Hazelton, ND on 63rd St SE and then 1.4 miles north on Hwy 1804.

Period of Performance: 90 Days, Begin date September 2018

Materials:

1. Materials:

Fill Material: The fill material will come from a borrow area, specified by the

COE.

Base Course: The Base Course shall conform to the North Dakota DOT specifications for CL 5 base course, which can be found in the ND 2014 Standard

Specifications for Road and Bridge Construction.

Asphalt/Concrete: The Asphalt Concrete shall meet ND DOT specifications for

Superpave Asphalt, and shall meet FAA42 specs. Which can be found in the ND

DOT 2014 Standard Specifications Book. Asphalt will be place in 2 equal lifts.

A PG58-28 asphalt binder will be used in the HMA, at a rate of 6% AC.

18” Corrugated Metal Pipe: Pipe shall conform to the SD 2015 Standard

Specifications for Road and Bridge Construction.

18” CMP Safety End: CMP Safety End shall confirm to the SD DOT Standard

Plate 450.38

Remove/Replace Fence: Remove and Replace existing fence in the area of new entrance. The fence shall be replaced back to original or better condition.

2. Material Quantities:

Top Soil (6 inches thick) Strip/Stockpile/Replace: 435 CY

Fill Material: 1040 CY

F&I CL 5 Base Course: 810 Tons

Superpave Asphalt Concrete: 235 Tons

F&I 18” CMP: 85 Linear FT

F&I 18: CMP Safety End: 2 EA

Remove/Replace Fence: 100 FT

Testing:

3. Material Testing: All material testing is the responsibility of the contractor.

Fill Material: One density test shall be performed on each road by the Sand Cone or Nuclear Method. Fill Material specs shall confirm to Table 1.

Base Course: One gradation shall be performed on the supplied base course prior to placement. Base Course specs shall conform to ND DOT CL5 base course specs. One in-place density shall be performed on the compacted base course and shall be 95% or Greater of the Max Dry Density.

7. Construction staking will be done by the COE.

Facility Protection:

8. Protection of Existing Facilities and Works: The Contractor shall be responsible for the protection of the work area from damage. Upon completion of the work, the contractor shall leave existing works in a condition equal to that which existed when the work started. All work and storage of materials shall be kept within the limits of the areas assigned. Prior to construction operations, the Contractor shall confer with the Contracting Officer's Representative to determine the proximity of any possible obstructions, pipe or equipment that could be damaged as a result of construction operations. Any utilities in the ROW will be the contractor’s responsibility to locate.

Surfaces and utilities shall be protected from damage by the work being performed by the

Contractor, if damaged the Contractor shall repair with equal materials at no additional expense to the Government.

At all times the plant and work areas shall be kept in a condition conducive to safety of workmen and the public and neat in appearance. Waste or surplus materials shall not be allowed to accumulate in the construction areas.

9. Care of Water: Full responsibility for care of water shall be borne by the Contractor until completion of work under this contract. The Contractor shall provide the materials and equipment and perform all work necessary to facilitate construction and to protect the work from damage by water. The Contractor shall make his own investigations and determinations of conditions, both existing and anticipated concerning care of water. Facilities shall be removed upon completion of the work.

Security:

10. Security Requirements: All Contractors and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. No background checks will be required for this project.

10.1 Submit a complete, updated and signed, list of all Contractor and subcontractor personnel, including their titles and intended working hours, who will be working on site prior to start of work. This listing shall be revised and resubmitted when personnel changes occur.

a. Identity Verification - Contractor employees shall provide positive verification of individual identity prior to access to the Jobsite. Acceptable forms of identity verification are documents issued by a federal Government agency that include: the individual's photograph, name, and date of birth, such as a passport or military identification (ID) card. Additionally, a state issued driver's license or ID card is acceptable for identity verification.

10.5.2 The Contractor must pre‐screen Candidates using the E‐verify Program

(http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of

Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the

COR no later than 3 business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment

Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.

11. Work by Others: Government personnel and other contractors may be working in the area during the life of this contract. The Contractor shall coordinate his work with others to avoid undue interference, and shall conduct his operations, other than required access, within the limits of the assigned construction area.

12. Toilets. A vault toilet will be available for Contractor's use at adjacent boat ramp, or the contractor can provide their own portable restroom.

13. Post-Construction Cleanup or Obliteration: The Contractor shall obliterate all signs of temporary construction facilities such as work areas or any other vestiges of construction as directed by the Contracting Officer's Representative. No separate payment will be made for post-construction cleanup or obliteration and all costs shall be considered incident to and included in the applicable contract unit price items.

14. Protection of Water Resources: The Contractor shall not pollute streams, lakes or reservoirs with fuels, oils, bitumen, calcium chloride, acids, insecticides, herbicides or other harmful materials. The Contractor shall investigate and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of rivers and streams.

15. Protection of Fish and Wildlife: The Contractor shall at all times perform all work and take such steps required to minimize interference with or disturbance to fish and wildlife. The

Contractor will not be permitted to alter water flows or otherwise disturb native habitat adjacent to the project area, which, in the opinion of the Contracting Officer, are critical to fish, or wildlife.

16. Burning: No burning will be permitted.

Safety:

17. Safety Requirements: All Contractor and associated sub-contractors employees shall comply with the requirements of USACE EM 385-1-1. The Government considers the Prime

Contractor to be the "controlling authority" for all work site safety and health of the subcontractors.
