MAIN LEAD REPAIR AND TESTING

1. TASK SUMMARY

The scope of work covered by this Scope of Work includes performing necessary design, manufacturing, and field inspection of the failed Oahe Unit 2 generator main leads, pre-repair testing of the stator windings, replacement of the failed main lead components including those brazed to the circuit rings, replacement of the damaged main lead baffle plate, re-insulation, and post-repair testing.

All materials required to repair or replace the main leads, including copper bus, brazing filler metal, insulation materials, ties, blocking, insulation surface treatments, etc. are to be provided by the Contractor. All testing equipment including insulation resistance, digital low resistance ohm meter, and DC Ramp test equipment and qualified test equipment operators are to be supplied by the contractor.

3. SUBMITTALS

Government approval is required for all submittals with a “GA” designation; submittals having an “FIO” designation are for information only. The following shall be submitted in the English language and shall be submitted electronically to the Government Point of Contact (POC) at the Oahe powerhouse.

SD-01 Preconstruction Submittals

Within 5 calendar days after date of receipt of written notice of award:

Main Lead Repair Plan; GA

The plan shall be based on the Contactor inspection and shall outline the steps to be undertaken in the repair and replacement of the damaged main leads. The plan must address all of the steps described in paragraph 6.6 below plus any additional steps deemed to be necessary by the repair contractor. Any recommended deviations to the generator repair plan should be clearly identified and include cost and schedule information.

Insulation Procedure; GA

Processes used to insulate bus, bolted connections, and circuit rings, including details of materials, methods, wraps, consolidation, etc. to be used in the repair.

Brazing Procedure; GA

Describe method of prepping surfaces to be brazed (cleanliness, alignment, proximity), inserting silfos, clamping, temperature control (e.g., non-contact thermometer), protection of adjacent insulation, mock-up and dissection, post-braze inspection and resistance acceptance criteria of brazed joint.

Field Test Methods; GA

An outline and description of the test methods and equipment to be employed in the diagnostic and post-repair testing of the stator, including pass-fail criteria.

SD-02 Drawings

Within 5 calendar days after date of receipt of written notice of award, the following shall be submitted if the proposed repair results in a changed main lead conductor configuration:

A dimensioned cross-sectional view of the proposed main leads, showing conductor configuration, conductor cross-sectional area, and insulating material types and thicknesses. Bus bracing locations and details shall be shown;

Submit data sheets indicating the ASTM grade and the dimensions of the copper proposed to be used to fabricate the replacement main lead bus sections.

Insulation tapes; FIO

Submit data sheets identifying the salient characteristics of the mica tape, glass tape, epoxy resins, and other insulating materials proposed to be used in the repair.

Mastic; FIO

Submit data sheets identifying the salient characteristics of the mastic proposed to be used for smoothing the surfaces of the bolted joints prior to taping, including the temperature limits and dielectric strengths.

Fastener hardware: FIO

Submit data sheets identifying the salient characteristics of the fasteners proposed to be used reassembling the bolted joints (material, grade, size of bolts nuts and washers, including Belleville washers if proposed).

Main Lead Baffle Plate: FIO

Submit data sheets identifying the salient characteristics of the proposed replacement main lead baffle plate including material dimensions, electrical and temperature ratings, and methods for assembling the components.

SD-06 Inspection Report

Within 5 days of completing the on-site inspection work, the following shall be submitted:

The report shall document results of the inspection and testing of the main leads and of the pre-repair winding insulation testing.

SD-09 Field Test Reports

Within 5 days of completing the post-repair testing, the following shall be submitted:

Final Repair and Test Report: GA

The final repair and test report shall contain a summary, including photographs, of the repair work steps performed, copies of the Tool Equipment Daily Checklist or equivalent log, and the results of the post-repair insulation testing including test set-up information and final results in electronic format.

4. GENERATOR INFORMATION

4.1. General

Unit 2 generator was manufactured by General Electric entered service in the early 1960s and was rewound in 1985 (by GE). It is a salient pole, air cooled (via air water heat exchangers) machine rated as follows:

The stator winding configuration is 9-circuit wye. The stator has 567 slots with a lap-type winding of multi-turn coils and it is rated for NEMA Class F temperature rise when operated at rated kVA. While the stator winding installed in 1985 is rated 118,200 kVA the generator is rated for continuous operation at 102,895kVA.

4.2. Stator Winding Failure

Oahe Unit 2 generator suffered a stator winding fault in late March 2018. Relay targets indicated a generator stator ground fault. Initial insulation resistance testing performed at 2.5kV indicated no grounded stator windings. Deck plates and upper air shrouds were removed to allow a visual inspection. The B phase main lead bus was found to be damaged (burned open) between the generator frame and the isolated phase bus connections, nearer the T-2 circuit ring.

5. PRODUCTS

5.1. General

The Contractor shall provide all materials needed to accomplish stator winding repair by replacing the failed and suspect main lead bus bars. All materials supplied shall be suitable for operation as part of a NEMA Class F temperature rise winding, as defined in the post-1982 ANSI C50.12 (105°C rise above an air cooler discharge air temperature of 40°C).

5.2. Conductor

The Contractor supplied replacement main lead bars are to match the existing bar dimensions and arrangements and be formed from continuous conductors of electrolytic tough pitch copper (ASTM C11000), or an alternate arrangement with a cross section not less than that of existing bus. Measurements of existing bus shall be included on the new bus drawing which is to be submitted for approval.

5.3. Brazing Filler Metal

All copper to copper brazing shall use brazing filler metal with the following chemical composition: 80% copper, 15% silver, 5% phosphorus. The filler metal shall be supplied in both sheet (ribbon) and rod form, and shall be Sil- Fos 15-5 or approved equal.

5.4. Insulation

The main leads are to be insulated to 15kVac. Main lead insulation shall consist of multiple overlapped layers of mica tapes saturated with suitable epoxy resins applied continuously over the entire length of the bus excepting the areas near the bolted connections. Woven fiberglass protective tape shall be applied over the mica tape. Tapes, resins or varnishes used to secure tapes and a description of the insulation procedure, including methods used to consolidate the insulation (e.g., sacrificial shrink tape), is to be submitted for approval.

5.5. Bracing and Blocking Material

Circuit rings shall be braced using materials suitable for use in a Class F winding including resin-impregnated conforming material, blocks, and glass twine. The conforming material shall be Dacron felt and shall be impregnated thoroughly with resin before use. The blocks shall be glass based and shall be used with resin-impregnated Dacron felt to cradle and securely hold the insulated components. Either during or after installation the ties shall be saturated with the resin.

5.6. Main Lead Baffle Plate

The replacement main lead baffle plate shall be fabricated from materials suitable for use in a Class F winding and shall be constructed using laminated resin glass material conforming to the applicable requirements of NEMA LI 1.

6. EXECUTION

6.1. Electrical Testing

All tests required shall be witnessed by the Government POC unless waived in writing. Tests shall be made in accordance with applicable requirements of ANSI C50.10 and C50.12, and IEEE 115, except as stated. The waiver of any test or witnessing of a test shall not relieve the Contractor of the responsibility of complying with these specifications. All necessary test equipment, instrument transformers, temporary installations, and personnel shall be furnished. All test equipment shall be calibrated prior to performing the specified test or group of tests.

6.2. Brazing

Main lead tap connections to the circuit ring(s) shall be cleaned prior to brazing. Joints shall be brazed using induction brazing equipment or torch using a suitably small tip to control the spread of heat energy. If torch brazing is used, MAPP gas is preferable to oxy-acetylene. The joints shall be brazed with a copper- or silver-based brazing alloy conforming to the requirements of AWS A5.8. Persons who will perform brazing shall be experienced and shall demonstrate their ability to the satisfaction of the Government through mock-up brazing and dissections.

During brazing, insulation shall be protected from overheating by use of appropriate heat sinks (e.g., heat absorbing putty, gels, water cooled chill blocks, etc.), blankets, and deflectors. Burned insulation or loss of bond between insulation and conductors will result in rejection of the joint. Damage to nearby insulation occurring as a result of Contractor repair or brazing activities shall be repaired at the expense of the Contractor. Any repaired insulation shall be insulated for 15 kV.

6.3. GENERATOR DISASSEMBLY

6.3.1. Disassembly

The unit will be not be disassembled during work covered by this specification. The Government has removed some deck plates, and air shrouds to access the damaged area. Any work platform or further disassembly required to accommodate the repair work shall be provided by the Contractor.

6.3.2. Work Area Protection

The bulk of the work under this task order will take place inside the generator. Coordinate with the Government POC regarding necessary protection of surfaces in the generator and powerhouse floors. The Contractor shall install suitable barriers, sheeting, and devices (e.g. vacuums) to prevent the dispersal into the generator of any small parts, debris, and other detritus that may be generated from the repair work.

6.3.3. Tool and Parts Accountability

The contractor shall establish and administer a program to account for all tools and parts going into and out of the generator repair area, by establishing a foreign material exclusion (FME) zone. The purpose of this program is to ensure that foreign objects are not left loose in the generator housing. All tools, parts, safety gear, and other items must be logged going into and coming out of the generator FME zone on a Tool Equipment Daily Checklist or similar document. Parts left in the FME zone as part of the repair (bus, insulation, etc.) shall be noted as “installed” in the generator.

6.4. MAIN LEAD INSPECTION

The contractor shall inspect the damaged area to confirm the extent of the work required to repair the failure. The inspection shall include performing visual and other inspections and tests deemed prudent in the area corresponding to the faulted B phase lead to determine whether the A and C phase main lead buses need to be replaced as well. The contractor shall submit the Inspection Report to the Government for approval. The Inspection Report should include any recommended changes to the repair plan outlined below, including cost and schedule impacts of the changes.

6.5. PRE-REPAIR WINDING INSULATION TESTING

Prior to the start of any repair work, the winding shall be given an insulation resistance and polarization index of each phase of the generator stator. The test shall be performed at 10kVdc, in accordance with IEEE 43. Each phase shall be tested individually and each phase not being tested shall be solidly grounded. After the insulation resistance tests show the winding condition is suitable for over-potential testing, each individual phase of the winding shall be high potential tested at 17.5kVac rms for a period of one minute. Phases not being tested shall be connected solidly to ground. The test shall be in accordance with ANSI C50.10 and IEEE 115. The test results shall be included in the Inspection Report submitted to the Government for approval.

6.6. MAIN LEAD REPLACEMENT

6.6.1. General

The contractor shall repair the failed main leads in accordance with the approved Main Lead Repair Plan. It is anticipated that the stator winding main lead repair will require the following steps, at a minimum.

a. Removal of the Phase A and C main leads – Remove the fastening hardware, and remove the main leads to gain access to the circuit rings.

b. Remove the blocking at the circuit ring supports and the inter-ring lashing for the upper two rings taking care not damage the ring insulation. Remove sufficient blocking and lashing to allow some vertical separation of the upper three circuit rings (may require more blocking and lashing to be removed to the left and right of the main lead taps).

c. For the B phase main lead tap, strip the insulation main lead tap insulation back to the circuit ring and for 4-5 inches on either side of the brazed tap to ring joint.

d. Using heat sunk putty or another approved means, protect the circuit ring insulation from heat, and unbraze the main lead tap from the B phase circuit ring.

e. Inspect the brazed area of the B phase circuit ring to determine whether it can be reused.

f. Check fitment of the contractor supplied replacement main lead tap on the circuit ring and ensure proper alignment with the contractor supplied replacement bus.

g. Braze the replacement main lead tap to the B phase circuit ring.

h. Use a high current micro-ohmeter to measure the resistance of the bolted joint between the circuit ring and the main lead tap. Repeat for all other bolted joints disturbed during the repair.

i. Insulate the replacement main lead tap connection up to the area of the bolted connections to the new main lead bus.

j. Reposition the upper two circuit rings to their original position and reinstall the removed blocking. Repair any disturbed or damaged insulation as necessary.

k. Lash the circuit rings together in the manner found in step b above using blocks, polyester felt, ties, and resin.

l. Install the three main lead buses. All mating bolted surfaces shall be cleaned of oxides and oils and polished with silvering paste before completing the joint. The contractor supplied main lead bus for B phase shall be insulated with multiple layers of epoxy saturated mica tape and an overall glass tape to 15kV before installation. Use new fastening hardware.

m. Use a high current micro-ohmeter to measure the resistance of the joint between the main lead bus and the main lead tap.

n. Reinsulate the bolted joints by first smoothing the joint with high temperature insulating mastic then applying suitable number of layers of epoxy saturated mica tape and an overall glass tape to 15kV.

o. Paint all the affected areas with two coats of air-dry varnish that is highly resistant to attack by oil, moisture, common cleaning solvents, and materials to which the winding may be exposed.

6.7. POST-REPAIR WINDING INSULATION TESTING

6.7.1. Insulation Resistance Test

After the completion of all repair work, including “in-process” testing, the winding shall be given an insulation resistance and polarization index of each phase of the generator stator. The test shall be performed at 10kVdc, in accordance with IEEE 43 and IEEE 56. Each phase shall be tested individually and each phase not being tested shall be solidly grounded. The test results shall be included in the Failure Investigation Report submitted to the Government for approval.

6.7.2. Controlled DC Overvoltage Test

After all work has been completed, the stator paint has properly cured, and insulation resistance tests show the winding condition is suitable for over-potential testing, the winding shall be given a controlled overvoltage test in the form of an automated dc ramp test. The test shall be performed to 25kVdc, in accordance with IEEE 95. Each phase shall be tested individually and each phase not being tested shall be solidly grounded. The test results shall be included in the Failure Investigation Report submitted to the Government for approval.

6.7.3. Final AC Overvoltage Test

After all work has been completed, the final coats of air dry varnish have properly cured, and insulation resistance tests show the winding condition is suitable for over-potential testing, each individual phase of the winding shall be high potential tested at 17.5kVac rms for a period of one minute. Phases not being tested shall be connected solidly to ground. The test shall be in accordance with ANSI C50.10 and IEEE 115.

6.8. FINAL INSPECTION

After all repair work has been completed, the generator shall be jointly inspected by the Contractor and the Government for general condition and the presence of foreign materials. The Contractor is responsible for removing all fault debris and repair materials and tools associated with his work.

6.9. GENERATOR REASSEMBLY

Following successful testing of the repaired stator winding, the Government will reinstall the removed covers, shrouds, and deck plates and return the unit to service.

8.4 SUPERVISORS

At least one (1) full-time employee of the Contractor shall be available at the worksite anytime other Contractor or subcontractor personnel are working on the site to supervise and direct the work specified herein.

Supervisor(s) shall be present at the site and shall be responsible for providing complete and correct direction of all work associated with this Statement of Work. The supervisor(s) shall be responsible for following the Government's Safe Clearance Procedures as stated in paragraph SAFE CLEARANCE PROCEDURES, below.

The supervisor(s) shall initiate instructions for all actions necessary for the proper inspection, handling, assembly and testing of the equipment. The supervisor(s) shall keep a record of all measurements taken and shall provide copies on request or on completion of equipment inspection and testing. The supervisor(s) shall keep all as-built drawings to current standards and provide copies upon completion of the work. The supervisor(s) shall be fluent in the spoken and written English language. The supervisor(s) shall have been engaged in similar work, as is specified herein, for a minimum of 3 years. Documentation of their experience shall be submitted.

8.5 CONTRACTOR’S GENERAL PERSONNEL

All personnel employed by the Contractor shall be fully qualified in their respective fields to render the services necessary.

8.6 ACCESS BY GOVERNMENT PERSONNEL

Clear access shall be maintained for Government personnel and equipment through all work areas.

8.7 CONTRACTOR’S STAGING AREAS

The Contractor's staging area shall be restricted to the area designated by the Government. His job-site office may be in the staging area, as approved. The project areas off-limits to Contractor shall be all areas other than the work areas.

Salespersons or personnel seeking employment will not be permitted inside the powerhouse. The Contractor may provide his own office space and administrative facilities and all temporary storage buildings. All temporary Contractor site facilities shall be disposed of before final acceptance of all work.

8.8 ACCESS TO WORK AREAS

Access to the powerhouse shall be obtained from the powerhouse control room operator. The operator can be accessed by pressing button at gate outside vehicle entry fence. The employees shall identify themselves by giving their names to the operator before entering the building. When the employees leave the powerhouse for the day they shall notify the operator of their departure. At no time will any doors be blocked open upon entering or leaving the building.

8.9 VEHICLES

Private vehicles of the Contractor and Contractor’s employees shall park in parking lot specified. Parking of private vehicles shall be restricted to the areas designated. Contractor shall maintain his designated parking areas.

8.10 PROJECT WORKING HOURS

8.10.1 General

The project is not open to the public during normal working hours. A procedure shall be prepared and submitted for approval for the identification and control of employees entering or leaving the project during the hours of closure. The security of the Contractor's property and items furnished under this contract are the Contractor's responsibility, until accepted, whether stored inside or outside the powerhouse.

8.10.2 Working Hours

Arrangement and scheduling of working hours and crews shall be coordinated with the Government. The working hours of the Oahe project staff are 7:00 a.m. – 5:30 p.m., Monday through Friday. Working hours which extend past 5:30 p.m. on weekdays, on weekends, Federal holidays or which are proposed to be different from that suggested above shall be submitted in writing for review/approval by the Government POC a minimum of 24 days in advance.

8.10.3 Site Work Schedule

A site work schedule shall be prepared and submitted. The schedule shall include major and minor work elements and stages of the work. These documents shall be updated and submitted to reflect the actual work elements and progress and that anticipated in the future.

8.11 PROJECT SECURITY

All Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. Directions for background check are in paragraph 8.11.3

8.11.1 Contractor Personnel

Submit a complete, updated and signed, list of all Contractor and subcontractor personnel, including their titles and intended working hours, who will be working on site prior to start of work. This listing shall be revised and resubmitted when personnel changes occur.

8.11.2 Personnel Risk Assessment

A minimum of seven days prior to engaging in work submit, to the CO or Project POC, a Personnel Risk Assessment (PRA) for each employee requiring authorized unescorted access to the Jobsite. The Contractor employee will only be allowed authorized unescorted physical access after the PRA is shown to and approved by the Government.

8.11.3 Authorized Unescorted Access Requirements

Perform a PRA on all Contractor personnel that require authorized unescorted access to the Jobsite. Costs associated with the execution of the PRA shall be at the expense of the Contractor. The content of the PRA is defined by the requirements as follows:

a. Criminal Check - Obtain a criminal background check, completed within the last seven years, on all Contractor personnel that require authorized unescorted access to the Jobsite. A minimum of a 7-year criminal background check with the state patrol office shall be performed from all states of residence and employment, for the past seven years. The COR through the Contacting Officer will approve, disapprove, or revoke authorized unescorted access to the Jobsite as a result of the seven-year background check in accordance with Army Directive 2014-05 Enclosure 2.

b. Identity Verification - Contractor employees shall provide positive verification of individual identity prior to authorized unescorted access to the Jobsite. Acceptable forms of identity verification are documents issued by a federal Government agency that include: the individual's photograph, name, and date of birth, such as a passport or military identification (ID) card. Additionally, a state issued driver's license or ID card is acceptable for identity verification.

c. The Criminal Check and Identity Verification shall be updated at least every seven years for each employee requiring authorized unescorted access to the Jobsite.

d. Escort Requirements - Contractor personnel not cleared for authorized access to the Jobsite may be escorted by Government or Contractor personnel that have authorized unescorted access to the Jobsite. All costs related to the escorting of non-cleared personnel shall be at the expense of the Contractor. Additional burden shall not be placed upon the Government to provide these escorts. Prior to access, coordination with the Project Security Officer is required, including but not limited to:

(1) Verification of identity with photo identification

(2) Name of escorting individual and verification of unescorted status

(3) Time of entry into the Jobsite

(4) Time exiting the Jobsite.

8.11.4 Special Qualifications

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. There are NO classified materials at this project location.

8.11.5 E-Verify

The Contractor must pre-screen Candidates using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.

8.12 SAFE CLEARANCE PROCEDURES

Hazardous Energy Control Program (HECP) procedures are implemented for all the maintenance and construction activities on Corps property. These procedures are in accordance with OSHA regulation 29 CFR 1910.147, 1910.333, 1910.269, USACE EM 385-1-1, and the Corps of Engineers Omaha District Hazardous Energy Control Program (Lockout/Tagout). All work performed at the powerhouse will be performed under safe clearance. The Contractor shall request a clearance on any equipment or system before work may begin.

The Corps will establish the limits of the clearance, tag and lock the equipment or system. The Contractor will be required to institute his/her own safe clearance procedures in accordance with OSHA and USACE regulations, within the perimeter of the Corps clearance. The Contractor’s clearance shall be coordinated with the Corps operation of the plant. The clearances shall not be violated. Any violation of Hazardous Energy Control procedure (Safe Clearance Procedures) will be grounds for removal from the site of the offender(s).

All Contractor Employees will receive training on Omaha District HEC Program.

8.13 DRAWINGS AND MANUALS

Existing drawings and manuals that may be of value for the work will be available for viewing at the powerhouse during normal project day shift working hours. Drawings and manuals shall not be removed from the office.

One (1) copy of available technical data and drawings not included in the reference drawings will be made available to the Contractor at no cost. The drawings and manuals are furnished by the Government for information only and the Government does not guarantee the drawings or manuals will match actual field conditions. Reference drawing deviations shall not be the basis for a contract claim.

8.14 EXISTING SANITATION FACILITIES

Designated restroom facilities will be available for contractor employees.

8.15 UTILITIES

8.15.1 Government Furnished Utilities

All utilities that are required for use in performance of the work under this contract shall be Contractor-furnished except as noted below:

(1) Water. All reasonable amounts of non-potable water will be made available from existing outlets.

(2) Power. All reasonable amounts of power will be made available from existing outlets.

8.15.2 Temporary Utility Connections

All utilities provided by the Government shall be at no cost. Care shall be exercised in conserving all utilities. The Contractor shall provide all necessary hoses, cords, couplings, plugs, GFI’s and other appurtenances as required to connect to the system(s). All temporary connections shall be subject to approval. The location of all power lines and all temporary connections for electricity shall be subject to approval. All temporary circuits and devices shall be provided, connected, and maintained and removed prior to final acceptance. Ground fault protection shall be provided for all circuits used, inside and outside, and shall be Contractor- furnished. Temporary panels shall conform to current NEC standards and EM 385-1-1.

8.15.3 Telephone

The project telephone system is not available to the Contractor except cases of medical emergency.

8.16 GOVERNMENT FURNISHED TOOLS, EQUIPMENT AND MISCELLANEOUS SITE

EQUIPMENT

Government tools and equipment at the project, i.e., lathes, drill presses, hand tools, etc., are not available for use.

8.17 DAMAGED EQUIPMENT OR ABNORMAL CONDITIONS

The Government shall be informed immediately upon finding any damaged equipment or abnormal conditions involving additional work in which the Contractor believes he has no responsibility. The failure or abnormality shall not be disturbed until witnessed by the Government POC. Prior to proceeding further with work on the damaged equipment, the Contractor and the Government shall agree in writing as to the responsibility for the damage or abnormality.

8.18 PROTECTION OF MATERIAL AND WORK

All materials, supplies, tools, equipment and Government property (including all tools, equipment, and special devices supplied by the Contractor and to be turned over to the Government at the end of the Contract) shall at all times be protected and preserved in an approved manner and in accordance with the manufacturer's recommendations. If material, equipment, supplies, or work performed are not adequately protected, such property may be protected by the Government and the cost thereof will be charged to the Contractor or deducted from any payment due him.

8.19 DISPOSAL OF ELECTRICAL AND MECHANICAL EQUIPMENT AND MISC. MATERIALS

Title to all materials and equipment to be disposed of, excepting salvage items and hazardous waste, is vested in the Contractor upon receipt of signed contract and such materials and equipment are designated scrap only as directed. The Government will not be responsible for the condition, loss or damage to such property after notice to proceed. The Contractor may retain these items in usable form and take possession of them providing that there is no subsequent cost or inconvenience to the Government. The Government does not guarantee that these items are complete or in working order, and the Contractor shall assume responsibility for any damages caused by their use immediately upon taking possession of them. Scrap materials shall be removed from the Government's property within 3 days of demolition. Scrap shall not be sold on the site or surrounding Government owned lands.

8.20 PROTECTION AND RESTORATION OF EXISTING FACILITIES

All existing grounds, property and facilities shall be protected whether or not shown on the drawings. Upon completion of the work, all the existing grounds, property and facilities, not included as a portion of the work, shall be left in a condition equal to the original condition prior to the contract. Costs for repair and restoration of any facilities shall be considered to be incidental to and included in the contract price.

8.21 NOISE CONTROL

Noise control and noise levels shall conform to requirements set forth in the appropriate OSHA regulation and EM 385-1-1.

8.22 FIRE CONTROL

All firefighting equipment, supplies, and personnel shall be supplied in accordance with EM-385-1-1. Delays due to fire caused by the Contractor, sub-contractor, or Contractor's equipment or personnel will not be acceptable as the basis of a claim for additional compensation.

8.23 DAILY CLEANUP AND DISPOSAL

In conjunction with all debris resulting from the contract work, such as waste metalwork, packing cases, scrap lumber, oil and grease, and other debris shall be collected, removed, and disposed of. Disposal shall be in accordance with Federal, State and Local regulations. The location of the Contractor's off-site disposal area and a plan for safe disposal of material shall be approved by the Government POC. Liquid waste shall not be disposed of in project drains. All costs of removing debris shall be incidental to the work, and no separate payment will be made therefore. All temporary structures used by the Contractor in the course of the work shall be kept looking "broom clean."

8.24 WORK BY THE GOVERNMENT CONCURRENT WITH CONTRACTOR WORK

The Government will limit interference with the Contractor's work to the maximum reasonable extent and the Government and Contractor shall coordinate as necessary.

8.25 COOPERATION WITH OTHERS

The Government will perform maintenance work and will make every effort to have the area clear. The Contractor shall cooperate with other Contractors and the Government in using the work and storage areas.

8.26 SCAFFOLDING

Any scaffolding, platform, ladder, stairway, or other access schemes proposed to be used shall be submitted for approval, including type, layout, and connections. Approved anti-slip surface material shall be installed on scaffolding platforms. Scaffolding shall comply in every respect with EM 385-1-1.

8.27 PERMITS AND RESPONSIBILITIES

The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, County, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor's fault or negligence, and shall take proper safety and health precautions to protect the work, workers, public, and property of others. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.

8.28 QUALITY CONTROL AT THE JOB SITE/POWERHOUSE

8.28.1 General

The Contractor shall maintain an effective quality control system. The Contractor's system shall encompass all actions involving selection of construction material sources and suppliers, on-site and off-site fabrication of Contractor furnished items to be included in the work, on-site and off- site production of construction materials, work placement procedures, workmanship, inspection, and testing. The system shall provide the necessary supervision, inspection, and tests of all items of work, including that of its suppliers and subcontractors, that will assure the compliance of all work with applicable requirements and drawings in respect to the Contractor furnished equipment, materials, workmanship, construction, finish, functional performance, and identification. The Contractor's system shall encompass all management and supervisory actions taken by its staff that affect quality of the finished construction work, including all inspection controls and tests required for compliance with the contract, except for those inspections and tests specifically reserved to be accomplished by the Government.

8.28.2 Parts Control

A complete written record shall be maintained of the location and estimated date of return of all parts shipped from the project for repair. This record shall be available for review at all times.

9 SAFETY AND HEALTH PROVISIONS

9.1 GENERAL INFORMATION

The safety and health provisions contained herein shall be complied with in addition to those provisions contained in the clause entitled "Accident Prevention" including ALT 1, FAR 52.236- 13, referenced EM 385- 1-1. These additional provisions are intended to amplify those contained in the aforementioned clause. In any conflict between the "Accident Prevention" clause and this section, the provisions of this section shall govern.

All required safety and health plans and procedures shall be developed consistent with current Federal regulations as described in 29 CFR 1910, Occupational Safety and Health Standards; 29 CFR 1926, Safety and Health Regulations for Construction; EM 385-1-1, US Army Corps of Engineers Safety and Health Requirements Manual; the permissible exposure limits (PELs) contained in the latest edition of the American Conference of Governmental Industrial Hygienist's (ACGIH) booklet entitled, "Threshold Limit Values for Chemical Substances and Physical Agents in the Work Environment and Biological Indices with Intended Changes"; and the provisions of these specifications. The more stringent PELs contained in either 29 CFR Part 1910 or the ACGIH booklet shall be complied with. In order to comply with these specifications, specific safety and occupational health submittal items identified in paragraph 1.3 shall be prepared and submitted for review and approval.

9.3 SUBMITTALS

9.3.1 General

The following is a listing of Safety and Health submittal items required by this contract. GA: Not less than 5 days prior to commencement of site work. Some of the submittals identified may not be applicable to this Scope of Work. For those items not applicable notify the Government POC in writing stating which ones are not applicable and why. The submittals shall be provided as described below and in EM-385-1-1: Qualifications and Experience Statement. b. Accident Prevention Plan. (1) Administrative Requirements (2) Activity Hazard Analyses (3) Respiratory Protection Program (4) Material Safety Data Sheets (5) Worker Hazard Communication Program.

9.3.2 Activity Hazard Analysis

The Contractor shall develop Activities Hazard Analyses as part of the Accident Prevention Plan. The procedures shall define how the Contractor will implement the Activity Hazard Analysis in accordance with the criteria in EM 385-1-1.

10 PAYMENTS

The Government will make payments on individual Line Items when the Line Item is 100 % complete. No partial / progress payments will be made on individual Line Items

11 PERIOD OF PERFORMANCE

The period of performance shall be 15 calendar days after notice to proceed.
