Introduction:
This submittal is Amendment 1 to the DDESB-approved Explosive Site Plan for the ESTCP
Demonstration Project Solid Waste Management Unit 7, Pueblo Chemical Depot, Colorado
(Parsons Government Services, Inc., 2015), hereafter referred to as the “approved ESP”.
This Amendment 1 to the Explosives Site Plan (ESP) supersedes all affected sections of the approved ESP as documented in this amendment. All changes and additions to the approved ESP are in bold type-face.
The United States Army Corps of Engineers (USACE) Omaha District has prepared this amendment in response to:
The need for the USACE to contract the anomaly reacquisition and intrusive investigation phase of the Environmental Security Technology Certification
Program (ESTCP) demonstration project and assignment to a new contractor;
Update on the anticipated start date for anomaly reacquisition and intrusive investigation;
Additional safety criteria reference required for USACE Engineering Manual 385-
1-97;
Update and clarifications needed on the methods of disposal; and
Update of the Fragmentation Data Review Forms provided in the approved ESP.
The project objective is to support the ESTCP Munitions Response Live Site
Demonstrations program with intrusive investigation results.

6.0 Scope of Investigative Action:
a. The Demonstration Project will include investigation of approximately 8 acres of the 53-acre SWMU 7 site in a series of 8-meter (m) wide transects spaced at 45-m intervals across the site. The following will be performed within the survey transects:
1) A surface sweep will be performed prior to digital geophysical mapping
(DGM) data collection. The surface sweep will include the removal of any identified MEC and any large pieces of metal on the surface which would affect the results of the DGM and classification surveys. It will only be performed over the areas that will be subject to subsequent DGM survey;
2) Blind seeding of either inert munitions or industry standard objects designed to geophysically resemble munitions. Anomaly avoidance procedures will be followed during seeding;
3) DGM data collection using the MetalMapper advanced electromagnetic induction sensor. Anomalies will be identified in the collected data for further investigation via a cued survey also to be performed with the
MetalMapper;
4) Cued MetalMapper data will be collected over the anomalies identified in the DGM survey, and the cued data will be analyzed to construct a ranked dig list that separates anomalies likely to be targets of interest (TOI; MEC, MEC-like munitions debris, and seed items) from anomalies unrelated to
MEC;
5) Intrusive investigation will be performed to allow for ground truth of specific anomalies as requested by data analysts. This ESP amendment clarifies that a different contractor will be performing the intrusive investigation. Phases 1) through 4) above were completed under the approved ESP.
b. No change.
7.0 Safety Criteria:
No change.
a. No change.
b. No change.
c. No change.
d. No change.
e. All Material Potentially Presenting Explosive Hazard (MPPEH) procedures will be in accordance with DoD 4140.62 and USACE Engineer Manual (EM) 385-1-97. All
MPPEH will be assessed and its explosive safety status determined and documented prior to transfer within DoD or release from DoD control. Prior to release to the public, MPPEH will be documented by authorized and technically qualified personnel as Material Documented as Safe (MDAS) after 100% inspection and an independent
100% re-inspection to determine that it is safe from an explosives safety perspective.
f. No change.

(No change)
8.0 Methods of Disposal:
a. No change.
b. No change.
c. Tamping (single or multiple items) may be used IAW DDESB TP 16 and the BEM version 6.3.3 or later, if released. The reports will be available on site for all mitigation methods used.
d. Explosives will be provided by an on-call licensed local explosives vendor on an as-needed basis. MEC will be marked and guarded until disposal is accomplished. Explosives will not be stored on site at any time.
e. No change.
f. No change
g. No change
h. The UXO Team will normally detonate munitions encountered, in place. The exception is when technically qualified personnel who are performing the functions of the Senior Unexploded Ordnance Supervisor (SUXOS) and
Unexploded Ordnance Safety Officer (UXOSO) determine that the risk associated with movement is acceptable, and movement is necessary for the protection of people, property, or critical assets, or the efficiency of the activities being conducted. In such cases, the SUXOS and UXOSO responsible for the
MEC activities may evaluate the munition and authorize its movement within the sited MRS.
