PERFORMANCE WORK STATEMENT (PWS)

COMPLETE CLEANUP AND MOWING/TRIMMING SERVICES

US ARMY CORPS OF ENGINEERS

(OAHE PROJECT/LAKE OAHE)

PART 1

General Information

1. GENERAL: This is a service contract to provide all labor, supervision, certain equipment/supplies, and transportation to provide complete cleanup of approximately 196 acres and mowing/trimming services of approximately 27 acres in several areas for the Corps of Engineers (Oahe Project/Lake Oahe).

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide complete cleanup of approximately 196 acres and mowing/trimming services of approximately 27 acres in several areas for the Corps of Engineers (Oahe Project/Lake Oahe)as defined in this Performance Work Statement..

1.1.1. Schedules: Cleaning and Mowing schedules shall achieves the performance thresholds described in Section 5 and technical Exhibit One(1).

1.2 Background: The Corps of Engineers manages and maintains four (4) day use areas,

(3) office areas, miscellaneous roads, and overlooks that are used quite frequently by the visiting public. Complete cleaning and mowing/trimming services are required to provide a quality and safe experience for our visiting public.

1.3 Objectives: Contractor shall provide for the safe, careful, and efficient operations of all equipment and protection of Government property under the observation of the COR.

1.4 Scope: Services include complete cleanup and mowing/trimming

1.5 Period of Performance: The period of performance shall be for one (1) Base Offer for one year with 4 options. The Period of Performance reads as follows:

Base Offer - 01 April 2017 to 31 March 2018, Option I - 01 April 2018 to 31 March 2019 Option II- 01 April 2019 to 31 March 2020 Option III- 01 April 2020 to 31 March 2021 Option IV- 01 April 2021 to 31 March 2022

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

At any time during contract performance, the Government has the right to require revisions of the Quality Control Plan at no cost to the Government should the incorporated plan fail to control the quality of service provided. The plan shall include, but is not limited to, the following:

(a) A description of the inspection system, addressing all services listed in Performance Requirements Summary

(b) Frequency of inspections.

(c) Title of the individual(s) who shall perform the inspections and their organizational placement.

(d) A description of methods for identifying, correcting and preventing defects in the quality of service performed before the level becomes unacceptable.

(e) On-site records of all inspections conducted by contractor. The inspection records format shall include:

i. Date, time, and location of inspection.

ii. Signature block for the person who performed the inspection.

iii. Rating of acceptable or unacceptable.

iv. Area designated for deficiencies noted and corrective action taken.

v. Total number of inspections.

1.6.2 Quality Assurance: The government will evaluate the contractor’s performance under this contract, Part 7.6 (Technical Exhibit 1) of this Performance Work Statement.

1.6.4 Hours of Operation: The Contractor shall be required to complete services during normal duty hours of work, 8:00 a.m. to 6:00 p.m., Monday through Friday for cleaning and mowing/trimming, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The office/facilities are closed for all federal holidays which include New year Day, MLK Day , Presidents Day, Memorial Day, 4th of July, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas. Requests for work hours outside the above times will require approval from the Contracting Officers Representative.

Weather Schedule: Inclement weather shall not be defined as an excusable delay for the cleaning services described in this PWS. Any weather that raises concern for the safety of the workforce is cause for the contractor to unilaterally vacate, and cease performance for that day. The contractor shall resume performance once the area is deemed safe to re-enter by both the Contractor and the COR/KO.

1.6.5 Place of Performance: The work to be performed under this contract shall be performed at the Tailrace (East and West sides), Powerhouse, Administration & Maintenance Area, Visitor Center, Echo Point, Foggy Bottom, Roads & Turnarounds and Overlooks. 7.8 Technical Exhibit 3 maps of area.

1.6.6 Type of Contract: The government will award a Firm Fixed Price Contract.

1.6.7 Security Requirements: All Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. Directions for background check are in paragraph 1.6.7.3

1.6.7.1 Submit a complete, updated and signed, list of all Contractor and subcontractor personnel, including their titles and intended working hours, who will be working on site prior to start of work. This listing shall be revised and resubmitted when personnel changes occur.

1.6.7.2 Personnel Risk Assessment

Contractor shall ensure that all contractor personnel working on the jobsite have a Personnel Risk Assessment (PRA) submitted to the Government no fewer than seven (7) days prior to each individual begins work. The Contractor shall submit the PRA to the COR1.6.7.3 Authorized Unescorted Access Requirements Perform a PRA on all Contractor personnel that require authorized unescorted access to the Jobsite. Costs associated with the execution of the PRA shall be at the expense of the Contractor. The content of the PRA is defined by the requirements as follows:

a. Criminal Check - Obtain a criminal background check, completed within the last seven years, on all Contractor personnel that require authorized unescorted access to the Jobsite. A minimum of a 7-year criminal background check with the state patrol office shall be performed from all states of residence and employment, for the past seven years. The COR through the Contacting Officer will approve, disapprove, or revoke authorized unescorted access to the Jobsite as a result of the seven-year background check in accordance with Army Directive 2014-05 Enclosure 2.

b. Identity Verification - Contractor employees shall provide positive verification of individual identity prior to authorizing unescorted access to the Jobsite.

Acceptable forms of identity verification are documents issued by a federal Government agency that include: the individual's photograph, name, and date of birth, such as a passport or military identification (ID) card. Additionally, a state issued driver's license or ID card is acceptable for identity verification.

c. The Criminal Check and Identity Verification shall be updated at least every seven years for each employee requiring authorized unescorted access to the Jobsite.

d. Escort Requirements - Contractor personnel not cleared for authorized access to the Jobsite may be escorted by Government or Contractor personnel that have authorized unescorted access to the Jobsite. All costs related to the escorting of non-cleared personnel shall be at the expense of the Contractor. Additional burden shall not be placed upon the Government to provide these escorts. Prior to access, coordination with the Project Security Officer is required, including but not limited to:

(1) Verification of identity with photo identification

(2) Name of escorting individual and verification of unescorted status

(3) Time of entry into the Jobsite

(4) Time exiting the Jobsite.

1.6.7.4 Physical Access:

1.6.8 Contracting Officer Representative: (Also referred to in text as the COR) The COR monitors all technical aspects of the contract and assists in contract administration.

The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications:

monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract. The COR for this contract shall be contacted at: 28563 Powerhouse Road, Pierre, SD 57501, Phone 605-224-5862.

1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.

The contracting officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the (COR) or the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

1.6.9.1 The Contractor shall be required to meet with the COR prior to commencement of work, for the Base Offer and each option period to discuss and mutually agree on the performance requirements and administration of the contract. The Contractor shall be required to contact the COR to ascertain the place, time and date of this meeting. The minutes of this meeting will be transcribed by the Government and a copy provided to the Contractor. The Contractor at this meeting shall submit a work plan to include equipment, a schedule of times cleanups will occur, personnel requirements, certificate of insurance, letter(s) of authority for supervisor, quality control plan and safety procedures to be followed under the work of this contract. Once approved, the documents shall not be changed without approval of the COR.

1.6.10. Identification of Contractor Employees: Contractors and subcontractors are required to wear their company ID and shall wear Government supplied badges.

1.6.11 Key Personnel: The following personnel are considered key personnel by the government: Contractor shall furnish one (1) individual (16 years or older) to perform the grounds maintenance. Operators of equipment shall be 18 years of age, except those 16 years old and older may operate equipment when permitted by the Child Labor Law of the Fair Labor Standard Act administered by the U.S. Department of Labor.

1.6.12 Safety: The Contractor shall hold a safety meeting with all his/her employees, prior to commencement of work and each week of work, concerning safety on the job, a list of employees present and subjects discussed during the meeting. These minutes will be recorded and turned into the COR on a monthly basis. Any Contractor employee who does not following safety requirements will be removed by the Contractor. 7.5 Attachment 5 Contractors Safety Meeting Worksheet is an acceptable format that could be used for submission of the safety meeting minutes.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER REPRESENTATIVE (COR).An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations.

This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor.

The Government does not have privity of contract with the subcontractor.

2.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12 WORK WEEK. Monday through Friday, unless specified otherwise.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Services: N/A.

3.2 Facilities: The Government shall NOT make available to the Contractor any space or facilities for storage of equipment or supplies.

3.3 Utilities: The Government may provide water for cleaning at no extra cost to the contractor while the water system is working or may be obtained from other sources approved by the COR. If obtained from sources other than the Government water supply systems, all arrangements and payments, if any, will be made by the Contractor. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning. The Contractor shall be responsible to furnish all equipment necessary to load, contain, and transport water for cleaning.

3.4 Equipment: No equipment will be furnished.

3.5 Materials: N/A

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all supplies equipment, personnel, supervision, facilities and other items and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.2 Secret Facility Clearance: N/A

4.3 Materials: Toilet paper, any cleaning materials. The Contractor must supply the COR with Material Safety Data Sheets for any product used on this contract.

4.4 Equipment: The Contractor shall furnish all mowers, weed trimmers, pressure washer, and any other mowing and cleaning equipment to meet the requirements under this PWS. All equipment used to perform work under this contract must be in good operating and mechanical condition. All equipment will be equipped with the manufacturers recommended safety protective devices to insure worker and public safety at all times.

4.5 Insurance: The following kinds and minimum amounts of insurance are required under the performance of this contract:

Commercial General Liability Minimum amount of $1,000,000 per occurrence.

Commercial Automobile Liability

Minimum limits of $200,000 per person, $500,000 per accident for bodily injury, and $20,000 per accident for property damage.

NOTE: Coverage required above are minimums.

4.6 Monthly Submittals: The Contractor shall submit monthly summary of daily logs or immediately upon request of the COR. This log will indicate the date and time cleanup and mowing was completed; any vandalism, maintenance problems, or etc; will be noted on the log. (7.3 and 7.4 Attachment 3 & 4) are acceptable formats that will be used for submission of the daily log reports. Invoice for the months work. Invoice will include contract number, contractors name as on contract, time covered by invoice.

4.7 Disposal off Government Land: The Contractor shall dispose of all refuse in disposal areas located off Government land. There will be no disposal areas provided on Government land, except as noted for grass clippings. The Contractor must make all necessary arrangements, obtain permits if required and make all payments for use of the disposal area. The Contractor shall furnish the COR a letter from the owner of the disposal site they propose to use, stating that they are authorized use of the disposal area for the length of the contract. If the disposal area which the Contractor proposes to use is not presently being utilized as an authorized city or county refuse disposal, the State Health Officer's approval will be required even if the Contractor owns the land.

PART 5

SPECIFIC TASKS

5. SPECIFIED TASKS:

5.1 Basic Services. The Contractor shall provide complete cleanup, mowing, and trimming services as outlines in this contract. The Contractor shall follow the attached schedule for complete cleanup) at two levels (7.1 Attachment 1, Cleanup inventory. The cleanup shall be performed enough to keep facilities at the standards below during the normal performance period (April –October). The contractor will bring the facilities up to the standard only once a month during the off season of November thtrough March The Contractor shall submit a weekly work schedule on Thursday by 1300, for work being done the next week.

5.2. Complete Cleanup. Roads litter pickup

5.2.1 Vault toilet cleaning. The fixtures, stools (Inside and outside riser), walls, doors, ceilings, floors, concrete apron in and around of vault toilets will be cleaned. Upon completion of the cleaning operation, the vault toilet shall have an appearance free of dirt, cleaning solution, disinfectant, standing water, water spots and be left ready for the public to use. If a stain, mark or substance cannot be removed by reasonable cleaning efforts, the COR shall be advised. The Contractor shall promptly report any mechanical or maintenance problems encountered so that they may be corrected by the Government.

5.2.2 Refuse collection. All refuse containers (a container that is up to 32 gallons in size) and lids will be cleaned inside and outside. All trash, litter, debris or residue (including by not limited to cigarette butts, match books, bottle caps, snap tabs and paper) within or immediately adjacent to the facility being serviced shall be removed. The cleaned refuse containers will be returned to its original position and a new plastic liner shall be installed in containers (as needed) and the lids reinstalled on the containers. The location of refuse containers will be determined by the COR; the Contractor will be responsible to ensure that the refuse containers are in their assigned location after cleaning. Refuse container racks will be cleaned. The Contractor shall promptly report any mechanical or maintenance problems encountered so that they may be corrected by the Government.

Refuse Cans will be removed during the off season (November through March) each period and will not be picked up as part of this performance period.

5.2.3 Litter pickup. These areas surround and include vault toilets, picnic and day use areas, picnic shelters/gazebos, boat ramps, parking areas, ditch lines within 50 feet of access and/or circulation roads, trails, mowed areas, turnarounds and etc. The Contractor will not be required to clean up fallen trees resulting from wind storms, nor will they be required to remove timber or other drift deposited ashore during high water or by high winds.

5.2.4 Picnic Shelter and Gazebo Cleaning. The fixtures, walls, ceilings, floors, ledges, rafters, roof supports, sidewalks and concrete apron in and around the Picnic Shelters/Gazebos will be cleaned. Upon completion of the cleaning operation, the Picnic Shelters/Gazebos shall be free of dirt, cleaning solution, disinfectant, water spots, and will be left ready for the public to use, which will include that all picnic tables assigned to Shelters/Gazebos shall be arranged in the facilities. If a stain, mark or substance cannot be removed by reasonable cleaning efforts, the COR shall be advised. The Contractor shall promptly report any mechanical or maintenance problems encountered so that they may be corrected by the Government.

5.2.5 Picnic Table and Park Bench cleaning. Picnic tables and park benches shall be kept clean and free from cobwebs, bird droppings, insect nests, foreign matter, and debris.

Upon completion of the cleaning operation, the Picnic Tables and Park Benches will be left clean and ready for the public to use. The Contractor shall promptly report any mechanical or maintenance problems encountered so that they may be corrected by the Government. If a stain, mark or substance cannot be removed by reasonable cleaning efforts, the COR shall be advised.

5.2.3. Complete Mowing and Trimming. Powerhouse Area, Visitor Center Area and Administration Area.

5.2.3.1 The Contractor shall perform mowing services in accordance with the specifications contained herein and the attached site maps 7.8 exhibit 3 maps of the area).

The Contractor shall mow all areas to look well manicured, with a neat and professional appearance at all times. The Contractor should maintain the grass height between (3) three and five inches uniform in appearance, without scalping, rutting, tearing of turf, windrowing or layering of the grass. Equipment used to accomplish mowing/trimming assignments shall be suitable to perform the work as described herein and conducted at a speed that does not cause a "ragged or shabby" appearance. The Contractor shall mow around trees, shrubs, flag poles, boards, buildings, vent pipes, electrical posts, transformer boxes, junction boxes, light posts, sign posts, guard rails, rock or gravel stockpiles, ridges depressions, side hills, road shoulders, shoulders or backside of ditches, fences, and any other such object. No mowing will be permitted on Saturdays, Sundays, Holidays on Visitor Center lawn unless approved by the COR. Complete mowing of an area shall be completed within the week (Monday thru Friday) it was initiated. The Contractor shall not damage any trunk of any tree, bush, shrub, or any inanimate object such as walls, posts, water hydrants, signs, park equipment, or other such objects.

5.2.3.2 The Contractor shall meet the cleaning and mowing performance standard the working day prior to the Memorial Day, Fourth of July, and Labor Day holidays. This should be shown in any weekly schedule. The Government may require additional mowing and cleanings outside of the regular schedule that the contractor develops due to visitations by Very Important People (VIP). Should a situation like this arise, the Government will give the contractor 72 hr notice or at weekly schedule meetings to have an additional service rendered outside of the normal schedule. The Government limits its own ability to make on call services to each performance period to not more than 4 uses.

5.2.3.3 Grass clippings from the Powerhouse Area, Visitor Center Area and Administration Area shall be bagged and removed to an area on Government property designated on attached map or removed from govt. property for disposal. See 7.8 Exhibit 3 maps of area for disposal area.

5.2.3.4 The Contractor shall be required to pick up litter prior to mowing any area.

5.2.3.5 Trimming shall be accomplished around buildings, trees, shrubs, guard rails, sign posts, bulletin boards, buildings, and other objects either simultaneously, or within the same day of mowing an area. Care will be taken not to bump or scrape objects or trees.

Following trimming, objects moved shall be returned to their original position. At the completion of trimming an area, the cut vegetation shall have a neat, uniform height equal to that of the mowed area around it. Concrete under picnic tables or benches, in front of other objects, sidewalks and roads shall be swept clean after mowing and trimming has been completed.

5.2.4. The Contractor shall be required to report and replace/repair any damage to government property due to Contractor’s fault or negligence. Common items damaged could include but is not limited to: signs, post, tables, carsonite markers, trees, shrubs, buildings, air conditioning units, etc. If the damages to any government property has not been repaired or replaced by the Contractor within 30 days of notification, the replacement cost shall be deducted from the next monthly invoice submitted for payment.

All other repairs/replacements must be completed as coordinated with the COR.

5.2.5 Re-performance: Contractor shall be notified when re-performance is required by a validated customer complaint or corrective action report. The contractor shall re-perform grounds maintenance operations within 1 business day and shall notify the COR of completion and a re-inspection shall be conducted.

PART 6

APPLICABLE PUBLICATIONS

6. APPLICABLE PUBLICATIONS (CURRENT EDITIONS)

6.1. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures. Title 36, Code of Federal Regulations, Standards of Conduct, DOD 5500.7-R (DOD Joint Ethics).

6.2. Safety: All Contractor personnel shall be fully clothed at all times while performing these services. "Fully clothed" shall be deemed to mean that a standard work shirt, trousers and steel-toed boots or steel toed shoes shall be worn at all times. Clothing shall be clean and neat in appearance. Contractor personnel shall utilize tact, diplomacy and courtesy at all times during contact with the public. Operators of equipment shall be 18 years of age, except those 16 years old and older may operate equipment when permitted by the Child Labor Law of the Fair Labor Standard Act administered by the U.S. Department of Labor. The Contractor shall follow all Safety Requirements detailed in the applicable Safety & Health Requirements Manual per EM 385-1-1. EM 385-1-1 is available on-line at:

6.3 First-aid: Individuals who are required to work alone in remote areas shall be trained in basic first-aid. If there are two or more employees working in an area then a minimum of one (1) employee who is certified to administer basic first-aid and cardiopulmonary resuscitation (CPR) shall be on duty in the work area during all working hours. A Red Cross approved first-aid kit is also required at the work site.

6.4 Environmental Protection: This paragraph prescribes actions required for the prevention of environmental pollution during and as a result of operations under this contract. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare, unfavorably alter ecological balances of importance to human life, affect other species of importance to man, or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, land, and water; and involves noise, solid waste management, management of radiant energy and radioactive materials, as well as other pollutants.

6.5 Compliance with laws and regulations: The Contractor shall comply with all laws, ordinances, statutes and regulations pertaining to the collection, transportation, and disposal of sludge and waste material. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures. Title 36, Code of Federal Regulations, Standards of Conduct, DOD 5500.7-R (DOD Joint Ethics).

6.6 Protection of Water Resources.

6.6.1 Contamination of Water. Lakes, ditches, rivers, canals, waterways, or reservoirs shall not be polluted with fuels, oil, bituminous, calcium chloride, insecticides, herbicides, or other similar materials harmful to fish, shellfish, or wildlife; or materials which may be detrimental to outdoor recreation.

6.6.2 Disposal of Materials. The methods and locations of the disposal of materials, wastes, effluent, trash, garbage, oil, grease, chemicals, etc., within the right-of-way limits shall be such that harmful debris will not enter lakes, ditches, rivers, canals, waterways, or reservoirs by erosion.

6.7 Protection of Buildings, Equipment, and Vegetation. The Contractor shall be responsible for restoring any Government facilities or structures damaged as a result of his/her operations. Reasonable care shall be taken to avoid damage to existing structures, equipment, and vegetation in the recreation areas, and other areas of Government Property. Any such damage shall be repaired, or the items replaced as directed by the KO, at no cost to the Government. The Contractor shall advise the COR of any damage to the facilities due to vandalism or other causes on the day he/she first notices such damage.
