Clarification Questions for W9128F-16-R-0017, Environmental Planning Services A&E

12/17/2015

Q: Can you please send me the PPQ standard form that is referenced in the Primary Criteria, Item 4 of the solicitation?

A: See Attachment

Q: We would like to know if you have any guidelines/restrictions for the types and sizes of fonts used in preparing the proposal document.

A: 11pt Times New Roman

Q. Are proposal covers and backs considered the same as separating tabs and not included in the page count?

A: Report covers and backs (assuming they do not contain substantive information required in the SF

330) do not count towards the page limit

Q. Are Part II forms also excluded from the 75 page count (with branch offices and subconsultants, this can be several pages)?

A: No

Q. Can the Volume of DOD A-E contract awards in the last 12 months (referenced in C 6. and D c. 3.) be included as an appendix or excluded from the page count (this can be several pages for large firms)?

A: No, and appendices (as with all information requested in the solicitation notice) will count towards the

75 page limit.

Q: Part D – Submission Requirements a. states “(Note: Parts I, II and Subsequent Sections are as defined in the SF 330 Instructions). We are unable to find “Subsequent Sections” in the instructions.

Please clarify what is included in the “Subsequent Sections” referenced here.

A. Subsequent Sections is in reference to subparts of Parts I and II that might require further division in order to clarify and define the parts of each Section

Q: Part D – Submission Requirements c. (4) Item 4 – Extent of participation of SB, WOSB, SDVOSB, HubZone and, if appropriate HBCU, measured as a percentage of the total estimated effort compared to the goals identified in Paragraph 1 above. There are no goals included in the solicitation, please provide planned goals or direction on addressing this requirement.

A:

(i) 40.0% planned subcontracting dollars to be placed with all small business concerns (SB).

(ii) 3.0% of planned subcontracting dollars to be placed with those small business concerns owned and controlled by socially and economically disadvantaged individuals (SDB).

(iii) 7.0% of planned subcontracting dollars to be place with women-owned small business concerns (WOSB).

(iv) 1.0% of planned subcontracting dollars to be place with HUBZones

(v) 2.0% Veteran Owned Small business (VOSB)

(vi) 3.0% of planned subcontracting dollars to be place with Service-Disabled Veteran owned small business (SDVOSB).

Q. Part C Selection Criteria – Primary Criteria 1. includes the statement “Firms should provide examples of successfully completed work that encompass the list below…..”. Does “successfully completed” mean when professional services are complete?

A: Yes

Q. In reference to CPARS ratings, includes the statement “This criterion will focus on an evaluation of overall ratings.” CPARS do not have overall ratings, so please clarify what this evaluation will be based on.

A: This is meant to indicate that we prefer to take the overall assessment into consideration, and that we aren’t just requesting performance feedback pertaining to specific performance items (e.g., product quality, schedule, cost control, etc.).

Q. Please clarify how CPARS and PPQs should be handled. Should they be sent to the District (you) separately from our submittal? Should copies be included with our submittal and if so can they be included in an appendix and not included in the page count (this would be several pages if full CPARS or

PPQ responses are to be included within the submittal and current page count)?

A: these should be included in the proposal and will count towards the 75 page limit.

Q: Part C Selection Criteria – Primary Criteria 2. states “Provide resumes for two (2) Senior Engineers in each of the following fields: civil engineering, hydrology and hydraulic engineering and geotechnical engineering. Also provide the resume of 1 journeyman staff member within one of these engineering disciplines.” Was the last sentence supposed to ask for resumes for 1 journeyman staff member within each of these engineering disciplines? If not, are we to select whichever one of the 3 engineering disciplines we prefer to provide the journeyman staff member to support?

A: You are to select which 1 (one) journeyman you prefer to include. For additional clarification, “journeyman” is meant to indicate staff that is not a senior technical expert, someone that would likely be performing some of the routine, day-to-day work on a task order.
