Clarification Questions #2 for W9128F-16-R-0017, West Terrace
01/05/2016
Q: Are you requiring CPARS to be printed out and included in our submissions … or… just PPQ forms?
A: It is the responsibility of the submitting firm(s) to compile the requested information to their best ability in illustrating competency and ability in completing relevant work. The government can and likely will access CPARS independently of the material included in the 75 page submittal, and as stated in the solicitation notice the government may use "other sources" (e.g., client references listed on project descriptions) to confirm/ investigate past performance.
Q: Can a person submit resumes for more than one position? For example, one person could be some combination of project manager, senior water resource planner, and/or senior engineer?
A: Yes, you can submit resumes for a person who holds more than one position.
Q: Is hand delivery allowed?
A: Yes, but it must arrive prior to closing of solicitation. The Federal building has security screening so contracting needs to be notified prior to arrival. Allow extra time to process through security.
Q: A single, complex project may be comprised of multiple task orders for various reasons (e.g., annual funding). Would a series of task orders for a single project site be considered a project?
A: The solicitation notice states that "a task order executed under an IDIQ contract is considered a project; an overall IDIQ with multiple task orders is not considered a project." This was meant to clarify that the government is looking for examples of completed projects, not overarching contracting mechanisms. If one project spanned multiple previous task orders it would be acceptable for the firm to submit them combined as one project.
Q: Per Amendment 1 issued 17 December 2015, it was stated that PPQs/CPARs “should be included in the proposal and will count towards the 75 page limit” verses the earlier instruction that PPQs may be submitted. Please confirm that it is the government’s intent that a minimum of 30 pages of the 75 page total submission will be dedicated for PPQs and/or copies of CPARs that could be accessed by the government online. [Both the PPQ or CPAR reports will be at least 3 pages each due to format and content.]
A: It was not the government’s intent that a minimum of 30 pages of the 75 page total submission be dedicated for PPQs and/or copies of CPARs. It is the responsibility of the submitting firm(s) to compile the requested information to their best ability in illustrating competency and ability in completing relevant work. The government can and likely will access CPARS independently of the material included in the 75 page submittal, and as stated in the solicitation notice the government may use "other sources" (e.g., client references listed on project descriptions) to confirm/ investigate past performance.
Q: Times New Roman is a very difficult font to read and use in document layout. Would you consider allowing the use of a font other than Times New Roman as long as it is 11pt size? Also, would you consider allowing a smaller font size/style for tables, graphs, and charts?
A: The submittals must use 11pt Times New Roman for the size and type fonts.
Q: Does the additional documentation requested for Joint Ventures count towards the 75 page limit?
A: No it does not count against the 75 Page limit, but JV documents should be sent separately of the SF 330 and they will not be included as part of the selection documents.
