About this file
This is a Special Notice announcing an upcoming Progressive Design-Build (PDB) solicitation for the FY29 PN108808 Nonorganizational Vehicle Parking Garage project at Tripler Army Medical Center (TAMC) in Hawaii, to be awarded under Other Transaction Authority (OTA) pursuant to 10 USC §2808a. The U.S. Army Corps of Engineers (USACE) will conduct an Industry Day on November 17, 2026, at 10:00 a.m. Hawaii Standard Time at Hale Koa Hotel, DeRussy Hall in Honolulu. Registration is required by November 13, 2026, at 4:00 p.m. HST via the provided online form. The project involves designing and constructing a nonorganizational vehicle parking garage to address a 2,161-space parking capacity shortfall identified in a 2024 Transportation Management Study. Site improvements include site preparation, utilities, storm drainage, roadway connections, pedestrian infrastructure, landscaping, exterior lighting, and site furnishings. Facilities will be designed for a 40-year minimum lifespan in accordance with DoD Unified Facilities Criteria (UFC 1-200-02) with energy efficiencies and integrated building systems.
The competitive selection process consists of two steps: Step 1 requires submission of White Papers (Statements of Qualifications) by December 18, 2026, with down-selection to three finalists; Step 2 involves pitch presentations tentatively scheduled for February 1–15, 2027, with selection of the best-qualified design-builder on March 1, 2027. Award of the OT Agreement Phase 1 is anticipated for May 24, 2027. The OT Agreement will be Firm-Fixed-Price (FFP) with successive FFP amounts for design and construction milestones agreed upon as the design progresses and funds become available. Post-award Phase 1 includes design development and preconstruction services; Phase 2 includes final design and construction. The NAICS code is 236220 (Commercial and Institutional Building Construction). All interested parties should monitor future announcements for the official solicitation release with complete details and submission instructions; draft documents may be provided for feedback purposes only and are subject to change.

II. PROJECT OVERVIEW
Project Title: FY29 PN108808 Nonorganizational Vehicle Parking Garage Project Location: Tripler Army Medical Center (TAMC), Hawaii NAICS Code: 236220 - Commercial and Institutional Building Construction
III. PROJECT DESCRIPTION
A Transportation Management Study (TMS) completed in 2024 for Fort Shafter and TAMC evaluated the existing and projected traffic and multimodal transportation conditions across both sites. The study included a comprehensive survey of the parking areas located throughout both locations. Through field verification, the existing parking capacity was confirmed at 2,373 spaces. To assess future demand, the TMS conducted detailed observations of hourly parking utilization and incorporated projected growth data for military personnel stationed at or supported by Fort Shafter and the TAMC. In parallel, the study evaluated anticipated increases in outpatient services, estimating a 7 percent rise in outpatient visits over the next 5 to 10 years.
Based on this analysis, the study identified a substantial shortfall in parking capacity of 2,161 spaces. This project is required to partially address the shortfall in space at the TAMC in support of their mission.
Site Improvements include site preparation and grading, utilities, storm drainage, and roadway connections, pedestrian sidewalks, concrete curb and gutter, pavement markings, vehicular and pedestrian signage, landscaping, exterior lighting, and site furnishings. Facilities will be designed to have a minimum life span of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope, integrated building systems performance, and other facility requirements. Operation and maintenance manuals will be provided.
IV. ACQUISITION STRATEGY - PRE-AWARD
The USACE will use a streamlined competitive selection process:
Step 1 – White Papers: Following issuance of the project solicitation, interested Offerors shall submit a Statement of Qualifications, hereafter referred to as a White Paper, Statement of Qualifications, that complies with all content and submission requirements outlined in the solicitation. The Government will evaluate White Papers using the criteria identified in the solicitation and anticipates down-selecting to a target of three (3) Offerors determined to be the best qualified to proceed to Step 2 – Pitch Presentation.
Step 2 – Pitch Presentations: By invitation only, selected Offerors will participate in pitch presentations. The Pitch Presentation will serve as the final competitive evaluation phase before the Government selects the best-qualified Design-Build team for award of the OT Agreement. The awarded team will perform the initial design and preconstruction services, followed by a subsequent modification to complete the design and proceed with construction.
V. ACQUSITION STRATEGY – AWARD
The OT Agreement will be awarded to the best qualified progressive design-builder to provide design development, preconstruction services, and construction. Post-award Phase 1 of PDB includes Design and Pre-construction services and Post-award Phase 2 includes the final design and construction. The OT Agreement will be Firm-Fixed-Price (FFP). The FFP for successive design and construction milestones will be agreed to as the design progresses and funds are available. This progressive FFP approach allows for greater collaboration between the selected team and the Government to define scope and establish pricing as the design matures.
