About this file
This is a Synopsis of Intent to Sole Source announcing the Government's plan to procure Veeder Root fuel system monitoring components for Building 1167 at Schofield Barracks, Oahu, Hawaii. The procurement is for an Exchange-operated retail fuel service/express station and is classified under PSC 3655 (Gas Generating and Dispensing Systems) and NAICS 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing). The notice emphasizes that this is not a Request for Quote and does not restrict the Government's ultimate acquisition approach or obligate it to award a contract.
The rationale for sole-sourcing Veeder Root components centers on their endorsement by the DoD Fuel Facilities Engineering Panel (FFEP) in 2015 as part of the Exchange's standardized retail service station design. The FFEP, represented by the Defense Logistics Agency, Naval Facilities Engineering Systems Command, Air Force Civil Engineer Center, and United States Army Corps of Engineers, determined that the standard design captures current technology for safe and efficient fuel operations. The Veeder Root TLS 450+ system is critical for maintaining compatibility and interoperability with the Exchange's centralized monitoring services for Automatic Tank Gauges, leak detection, and fuel inventory control, as well as integration with the existing Veeder Root Insite360 enterprise monitoring platform. Firms believing they have alternative fuel system monitoring components meeting full compatibility requirements may submit capabilities statements by the deadline specified in the posting to Kristin Schultz (kristin.e.schultz@usace.army.mil) and Jennifer Ko (jennifer.i.ko@usace.army.mil). Submissions must include detailed specification sheets demonstrating compatibility with all 18 specified Veeder Root components (identified by part numbers ranging from console and software to sensors, pumps, and controllers) and a narrative of no more than five pages explaining how the alternative components are fully comparable and seamlessly interchangeable without modification.

Title: Synopsis of Intent to Sole Source - Veeder Root Fuel System Components
Description:
This is NOT a REQUEST FOR QUOTE, nor does it restrict the Government as to the ultimate acquisition approach. Additionally, this announcement does not obligate the Government to award a contract. The
Government will not assume any costs for preparing or submitting information in response to this announcement.
This is a notice of intent to sole source Veeder Root fuel system monitoring components to be installed at
Building 1167, Schofield Barracks, Oahu, HI, an Exchange operated retail fuel service/express station.
Retail fueling operations are inherently unique from traditional Department of Defense (DoD) missions.
As such, policy and technical guidance surrounding retail fueling facility design and construction is absent from the Unified Facilities Criteria (UFC) body of publications. To mitigate this shortfall, Exchange engineers developed a retail service station standard design and presented it to the DoD Fuel
Facilities Engineering Panel (FFEP). In 2015, the DoD FFEP issued a policy memorandum endorsing the
Exchange’s retail service stations standard design. The components listed here within are components that were included in that standard design and endorsed by the FFEP in 2015.
The FFEP serves as the senior authority on fuel facilities design, construction, and policy. The FFEP is represented by members from the following engineering communities: Defense Logistics Agency (DLA), Navel Facilities Engineering Systems Command (NAVFAC), Air Force Civil Engineer Center (AFCEC), and United States Army Corps of Engineers (USACE). Collectively, these agencies concurred that the standard designs proposed by the Exchange, capture the latest technology and infrastructure to safely, efficiently and accurately receive, store, account for and dispense fuel to the Army & Air Force Exchange
Service (AAFES) customer base (Airmen & Soldiers), consistent with today’s best commercial standards, including all key design features to prevent fuel releases, protect the environment with a suite of leak detection components, as well as safety features to protect the facility operators and owners. These approved designs developed by Exchange engineers are products of years of experience in the retail fuel industry. Any deviation from these standard designs and their subsequent components will incur significant risk to the site operators (Exchange Associates) and Real Property owner (Army DPW/AF
BCE).
The Veeder Root TLS 450+ system is paramount to maintaining compatibility and interoperability with the Exchange’s centralized monitoring services, which are utilized worldwide for Automatic Tank Gauge
(ATG), leak detection and fuel inventory control. Veeder Root devices ensure full operability across the
ATG system, and the TLS 450+ provides interoperability with the Exchange’s existing Veeder Root
Insite360 enterprise monitoring platform.
Firms that believe they have alternative fuel system monitoring components that can fully meet the compatibility requirements of the Veeder Root TLS 450+ system may submit a capabilities statement. The capability statement shall be submitted by email to Kristin Schultz at kristin.e.schultz@usace.army.mil and Jennifer Ko at jennifer.i.ko@usace.army.mil no later than the Response Date and time specified in this posting.
The statement shall include the following:
a. Provide fully detailed specification sheets describing the alternate fuel system monitoring components offered that are equal to and fully compatible with the Veeder Root TLS 450+ system, which also includes interoperability capabilities with the Veeder Root Insite360 system. The specification sheets shall specify the manufacturer’s name, address and country of manufacture.
b. Provide a narrative, no longer than 5 pages, addressing how the alternate fuel system monitoring components offered are fully comparable and compatible with each of the Veeder Root TLS 450+ fuel system monitoring components listed below. For each of the standards listed below, provide an explanation of how your product will function without modification, to operate in the same manner and functionality as the Veeder Rooter TLS 450+ fuel system components. Parts and systems of the alternative product offered must be completely interchangeable with Veeder Root TLS 450+ fuel system monitoring systems. The narrative shall also address the seamless interchangeability of parts and systems with the Veeder Root TLS 450+ system.
The following Veeder Root fuel system monitoring components are required for Exchange retail fuel operations:
