W9128A24R0006 - Indefinite Delivery A-E Services Contract (Architectural) Not-To-Exceed $190M for the Design of Miscellaneous Projects in the USACE, Honolulu District Area of Responsibility

RFI # Question Government Response 20 Regarding section 3.g. Small Business Participation, is it required for a Small Business (SB) to provide Small Business Participation objective (i.e. target percentage) of total acquisition value?

Also, we are unable to locate (SF 330, Part I, Section H, Item 4) as referenced.

Yes.

See revision to Section 3.g.

21 Regarding section 3.g. Small Business Participation, what percentage of Veteran Owned Small Business is required? It is mentioned in the narrative but not listed in the subsequent percentage breakdown.

See revision to Section 3.g.

22 I wanted to find out if there is an incumbent regarding Presolicitation W9128A24R0006. Can you please advise?

The current Architectural IDC was awarded to the following firms:

• W9128A-19-D0006 - Architects Pacific, Inc.

• W9128A-19-D0008 - Burns & McDonnell + G70 Ho'ohui'ia JV

• W9128A-19-D0009 - Fung Associates, Inc.

• W9128A-19-D0010 - INK Architects LLC

• W9128A-19-D0011 - Jacobs and Architects Hawaii JV

• W9128A-19-D0012 - RIM-DPI JV, LLC

• W9128A-19-D0013 - RMA-SA JC, LLC

23 "Completed designs within seven (7) years of solicitation closing date" are we to follow Original Response Date: Apr 08, 2024 02:00 pm HST or Original Inactive Date: Apr 23, 2024?

See revised Section 3.a.(1).

24 Are ongoing construction projects acceptable? See revised Section 3.a.(1).

25 Does RTA/ Design Complete documents need to attain BCOES? Yes.

26 If there are multiple projects under one task order—if some projects are 100% complete and the others are not, may we submit complete designs?

See revised Section 3.a.(1).

27 Please confirm if CAD OPERATORS needs a personnel resume under Section E.

Confirmed.

28 In paragraph 3.e, it states “Demonstrate the firm's experience in completing projects indicated in this solicitation and capacity to perform at least two (2) simultaneous task orders within the Government's required schedule.” Can the government stipulate the approximate dollar amount of each of the 2 task orders, and is it different for large businesses compared to small businesses?

Submit according to the criteria.

29 In paragraph 3.2 regarding experience, it mentions “….experience in accomplishing comprehensive designs as the Designer of Record (DOR) for Design-Bid- Build or Design-Build projects..”

and also mentions “…projects will be evaluated more favorably than preparing Design-Build RFP documents…”. Considering paragraph 3.1, it appears the intent is that writing the RFP documents that a design-build team bids on is not an acceptable project because they typically would not be 100% design complete. Please clarify if the government will accept projects where the A/E wrote the RFP documents for a design-build project, and if the government will accept projects where the A/E was teamed with a contactor and prepared the final design documents as designer of record. Also, if writing RFP documents is acceptable, please clarify which is ranked more favorably.

See revised Section 3.a.(1).

W9128A24R0006 - Indefinite Delivery A-E Services Contract (Architectural) Not-To-Exceed $190M for the Design of Miscellaneous Projects in the USACE, Honolulu District Area of Responsibility

30 Paragraph 2, regarding Project Information, notes that work may include site/facility condition studies. Paragraph 3.a.1 notes that “A maximum of eight (8) example projects may be submitted for consideration under SF330, Part I, Section F. Example projects should be completed designs within seven (7) years of solicitation closing date.” Will studies completed in last 7 years also be acceptable for example projects?

See revised Section 3.a.(1).

31 Should the SF330 Part II forms be submitted as a separate PDF file; or is it acceptable to include them in the full proposal, sectioned off via a labeled tab?

Submit your proposal as a single PDF file.

32 Pg 7, SB Subcontracting Plan - The way Iread it, the plan is only due 5 days "after a notification request"? To me this means only from the successful awardees??

The Government may request Small Business Subcontracting Plans from any of the offerors that are large business concerns.

33 Pg 7, para c, submittal requirements - A big one that I see is the 100 pg limit. It states that (total of 100 pages...ALL-INCLUSIVE).

Where this is problematic will be some of the firms will have lots of subs for such a large solicitation. Hence every one will have A SF

330. This could take up 20 to 30 pages alone. Also you have to have the legal JV paperwork - this takes up more pages. etc...

Past solicitations have excluded some portions. You all in contracting need some of it for legal purposes, but probably not to the exclusion of verbiage important to the pre-selection evaluators which they may have to do to meet the 100 pg limit. Can you reconsider what can be excluded from the 100 pg limit?

See updated Section 6.c. under SF330 submittal requirements.

34 f. Small Business Participation – What is the definition of a “MI”?

In this case, does USACE POH mean Minority Serving Institutions, “MSI”?

As defined in Section 8.b., "MI" stands for Minority Institutions.

35 Please clarify whether SF330 Part II forms are counted against the 100-page limit.

See updated Section 6.c. under SF330 submittal requirements.
