About this file
This document contains a request for information (RFI) related to a federal contract solicitation for replacing fuel system components at a military facility in Hawaii.
The solicitation seeks to remove and replace six underground storage tanks and associated fuel piping and dispensers at Building 80 on Schofield Barracks. Responses to contractor questions provide clarification on soil sampling and removal requirements, permit needs, responsibilities for procuring equipment like pumps and panels, and coordination with base utilities. The document also includes revised specification sections and drawings to address issues raised. The bid opening will be held virtually via an audio conference. The estimated $5-10 million project period of performance is 603 days and is set aside for small businesses.

38 Will excavated soils be required to be removed from the site or is there a location for placing clean fill dirt?
See Section 31 00 00, per the original solicitation. The Contractor shall be responsible for removing excavated soil from the project site.
39 Section 02 65 00 3.6.3. b and c – The project specifications conflicts with the current HDOH SHWB UST Section sampling guidelines. Current HDOH SHWB UST guidelines state, “Five decision units (DUs) are requested for multi-increment (MI) soil sampling of UST excavations for USTs 6,000 gallons or larger.” Which should we follow?
See revised Section 02 65 00, Paragraph 3.6.3, per Am-0004. The Contractor shall follow current HDOH SHWB UST guidelines.
40 Section 02 65 00 3.6.3. d – The project specification conflicts with the HDOH HEER TGM which list the following COPCs. Which should we follow?
- Unleaded Gasoline – TPH, BTEX, naphthalene, MTBE, ethanol
- Diesel Fuel – TPH, BTEX, naphthalene, methylnaphthalenes (1- and 2-)

Section 00 60 00, Attachment B (Am‐0004)
FY22 Replace Fuel Piping, Underground Storage Tanks, and Vent Lines at Building 80, Schofield Barracks, Oahu, Hawaii
42 33.01 50.31 2.4 calls for 48 hour back up battery that can operate complete leak detection system for minimum of 48 hours. Omntec and Pnuemercator offers a back up battery but Veeder Root does not. Veeder Root backs up data. This came up in a past Military bid the they took this requirement out.
2.4.1 says panel housing will be standard industrial enclosure.
2.5.1 is tied to 2.4.1 says manufacturers standard factory finish must meet 500 hour salt spray test. ATG manufacurers do not do this test, so in light of this would SS Nema 4X be required?
The tank monitoring system has a battery back-up built in to retain programming during a power outage, but it does not have the ability to be operational for 48-hours during a power outage. Providing such would require a UPS system that would cost in the tens of thousands of dollars. If the system will be powered by an emergency power back up generator during a power outage, then the 48-hour requirement is unnecessary.
Also, Note 1 on the side of the Schedule of Equipment on Sheet M-603 indicates that the existing tank monitoring console is being reused. Can this requirement be removed?
See Section 33 01 50.31, Paragraph 2.4, per the original solicitation, for 48-hour backup battery requirement.
Section 33 01 50.31, Paragraphs 2.4.1 and 2.5.1 have been deleted, per Am-0004.
Per Sheet M-603, Note 1, per the original solicitation, the Veeder Root TLS450+ Control Panel is to be reused.
43 33 56 10 2.7.2 strapping table requires physical measurements, not calculated. This would be done on site after tank and all equipment attached to tank (probes, tubes, etc.) as calculations take all the internal parts inserted into the tank. No one does this locally and someone would have to be hired from out of state and will be very costly. Is physical strapping measurements absolutely required?
The spec requires a person to enter the tank and take internal measurements after the tank is fabricated. Nobody does this locally, nor at the tank manufacturer's plant. Typically, the standard tank strapping chart that the manufacturer provides is sufficient. Please confirm if the standard chart is acceptable.
See revised Section 33 56 10, Paragraph 2.7.2, per Am-0004. Tank manufacturer's charts are acceptable.
44 Is there a CMMC level requirement for this IFB? Is certification required? See Section 25 05 11, per the original solicitation. Cybersecurity Maturity Model Certification (CMMC) is not required.
45 Will an NPDES permit be required for this project? Yes, NPDES permit is required. See Section 01 57 19, Paragraph 1.8, per the original solicitation.
46 Who is responsible for the procurement of the Integrated Power Panel ? See Sheet E-604, per the original solicitation, for requirements of the Integrated Power Panel. The Contractor is responsible for procurement of
IPP.
47 Panel FDP was not shown at the job walk, can information on panel be provided (brand, type) ?
As-Builts have been provided For Information Only, per Am-0004. Per the As-built drawings, Panel 'DP' is located in stockroom behind retail office and show this panel to be 400A with 350A MCB, 120/208V, 3Ø, 4W. The As-Built drawings do not provide manufacturer or model number.
FY22 Replace Fuel Piping, Underground Storage Tanks, and Vent Lines at Building 80, Schofield Barracks, Oahu, Hawaii
48 Other than stub ups from underground and stub ins at sumps being PVC coated galvanized conduit, can the underground ductline be in PVC conduit or all conduit needs to be PVC coated galvanized conduit back to building?
See Section 26 20 00, Paragraphs 3.1.4.1 and 3.1.4.3, per the original solicitation. Underground conduit permitted to be Schedule 40 or Schedule 80.
49 Per Drawings E-102 and E103, provide (1) underground pull box for all conduits, normally it is not allowed to mix Veeder Root wires in the same enclosure as the power wires, please advise on additional boxes to accommodate conduits?
Provide traffic rated handholes, sized per NFPA 70 requirements and Sheet E-503, Detail E2, per the original solicitation, for power, control, communication and EFSO system.
See revised Sheets E102 and E103, per Am-0004. Veeder Root Cables to be isolated from all other systems.
50 Need to verify, Seal offs for conduit's will be located in underground pull boxes, do we size pull boxes according to the amount of conduits needed
Per NFPA 70/NEC, conduits exiting hazardous locations are required to have sealing fittings. All handholes to be sized per NFPA 70/NEC per size and quantity of conduits entering handholes.
51 For ground rod connections, can irreversible crimps be used instead of exothermic?
Yes. See Section 26 20 00, Paragraph 3.1.11.2, per the original solicitation. Make grounding connections which are buried by exothermic weld or high compression connector.
52 Will turbine sump penetrations for electrical conduits be provided ? No. Reference Section 33 57 55, Paragraph 2.7.b, per the original soliciation.
53 Spec Section: 33 57 55, 2.8.2.2 & 2.8.2.3: Is this part of the POS system as well?
Yes, POS to be integrated into control management system.
54 Sheet C-102, Demolition Note 6 states that location and depth of UG fuel piping is unknown. Please provide anticipated depths of fuel piping and UST for bid purposes.
Assume 3-4 feet, similar to new piping burial depths. The Contractor shall verify in the field.
55 Specifications include Section 33 52 23.15 POL SERVICE PIPING WELDING. Section 33 52 10 FUEL SYSTEMS PIPING (SERVICE STATION) refer to welded, threaded end and bolted connections. General industry standard is to provide threaded fittings at sumps and dispensers.
Please confirm all steel piping shall be connected with threaded or bolted fittings. If otherwise, please identify which steel piping will require welded connections.
Pipe fittings inside sumps can be threaded type connections.
