Nawilwili Harbor Maintenance Dredging Phase 2, Nawiliwili Harbor, Kauai, Hawaii

W9128A‐18‐B‐0004

RFI # Question Response

15 If the contractor takes a predredge survey and finds that there is more material than the last survey from the contract drawings, what is the criteria for getting additional payment? No. The Government intends to award a firm fixed price contract.

22 Can the Government provide the Sediment Characterization of the material to be dredged? Material to be dredged includes sand, silt and mud.

23 Will the normal Pier operations (barge deliveries, cruise ships etc.) take precedence over the dredging work? Yes.

24 What will the process be if vessel moorings need to be temporarily located during dredging? The contractor shall coordinate with the Harbor Master.

25 Who will be responsible to cover the cost if moorings need to be temporarily located? The contractor shall be responsible for the cost of temporary moorings.

In reference to Section 01 90 00, Section 1.14, Specification states “Night work and work on weekends and holidays is permitted with written permission from the Harbor Manager and the Contracting Officer.” Will continuous 24/7 operations be permitted?

See Am-0002, answer to RFI #12

In reference to Section 35 20 23, Section 1.9, Specification states “the Contractor is responsible for other conditions encountered which are not unusual when compared to conditions recognized in the dredging business as usual in dredging activities such as those required under this contract.” This sentence is extremely ambiguous and it is not clear what the Contractor is responsible for. Please clarify

The Government does not know of any other conditions that will be encountered by the Contractor than those identified in the contract documents. If other conditions are encountered, whether or not such conditions are standard will be determined through coordination between the Contractor and Government at that time.

If the dredge quantities derived from the pre-construction survey exceed the dredge quantities derived from the bid survey, how will the contractor be compensated for the additional dredge quantity?

The Government intends to award a firm fixed price contract.

The survey data provided in the bid documents is from the 2016 dredge event performed by the dredge Essayons. Furthermore, the specifications state that conditions are likely to be different from those shown on the plans. How much additional dredge material should the Contractor include in his bid price?

See Am-0002, answer to RFI #3

In reference to Section 35 20 23 Section 3.3.1, Specification states “The material removed will be measured by the cubic yard in place, by means of soundings taken by the Contractor before and after dredging.” Is this required for a LS bid item?

The Government intends to award a firm fixed price contract.

(Am‐0003) Section 00 73 00, Appendix D, Requests for Information ‐ 1

W9128A‐18‐B‐0004

RFI # Question Response

31 How will the dredge volumes be measured and paid given that the payment quantities are Lump Sum? The Government intends to award a firm fixed price contract.

In reference to Section 35 20 23 Section 1.6, Specification states “A 1.5 to 1 slope (horizontal to vertical) can be used to estimate the slope quantities.” If additional sloughing occurs, how will the additional volume be paid?

The Government intends to award a firm fixed price contract.

33 What are the Engineer’s quantity estimates for the various dredge zones? The Government will not release any quantities. It is the bidder's responsibility to determine the quantity based on the information provided

Please advise if the U.S. Army Corps of Engineers (USACE) Permit has been issued for this dredging project. If yes, please provide copy of the permit. If no, please advise when the permit will be issued.

See Am-0002, answer to RFI #7

35 Is a State of Hawaii 401 Water Quality Certification (410 WQC) required for this project? See Am-0002, answer to RFI #6

In reference to Section 01 90 00 Section S-36.2, Specification states “The estimated price range of the work is: $5,000,000 to $10,000,000” but references a breakwater rehabilitation project. Please clarify the estimated price range for the current Phase II Maintenance Dredging Project

See Am-0002, Section 01 90 00, paragraph S-36.2.

In reference to Section 35 20 23 Section 3.2.2.1, Specification states The Contracting Officer will notify the Contractor 7 days prior to ship movements that will affect dredging operations.”

How will the Contractor be compensated for interruptions to dredging operations?

The Government intends to award a firm fixed price contract.

In reference to Section 35 20 23 Section 3.2.2.1, Specification states The Contracting Officer will notify the Contractor 7 days prior to ship movements that will affect dredging operations.”

How many hours of interruptions shall the Contractor include in his bid price for dredging?

The Government intends to award a firm fixed price contract.

39 Please confirm that the Site Safety and Health Officer (SSHO) must be on site whenever work is occurring and that he/she cannot have any other collateral duties. See Section 01 35 26, para 1.6.1.1

40 Please confirm that the Contractor Quality Control (CQC) Systems Manager must be on site whenever work is occurring and that he/she cannot have any other collateral duties. See Section 01 45 04, para 3.4.2
