RFI # Question Answer

1 Is it the intent of the contract to have three separate individuals representing the CQC, SSHO and Superintendent? Yes.

2 Windows are referenced as 3‐Tier Vinyl Awning Windows on sheet A‐201, however the window schedule lists material as “AL” aluminum. Please clarify.

Window schedule on Sheet A‐601 revised to list material as "VINYL". See amendment 0003.

3 We are having difficulty locating an installer of the Gamcolor 1510 UV filter film required by the window schedule remarks. It seems to be utilized mainly in the stage lighting industry. The three local companies provided by ROSCO, the new owners of Gamcolor, were stage lighting companies that did not install or distribute the UV film. Could we get a reference to a local distributor/installer?

Gamcolor reference is provided for color and degree of transparency only.

Glass tint shall be integral with the glazing, and not a UV film.

4 Sheet A‐601 Interior Color Schedule, I1, calls for a Polished Stained finish at Concrete & Concrete base. From what I understand of polished concrete, it is smooth, shiny and slippery when wet. East Range can be a wet area and polished concrete floors could pose a slipping/tripping hazard. Please confirm polished concrete as the desired floor and base finish.

Polished stained concrete is the required floor and base finish as specified.

5 Specification section 03 35 43.00 10 Polished Concrete Finishing, Mock up sample. Section 1.2 calls for a 10 SQ Meter polished concrete floor mock up sample at location as directed under conditions similar to those which will exist during actual placement. However, section 1.3.5 calls for a 100 SQ Meter sample. Please clarify the size of the mock up sample required.

Specs section 03 35 43.00 10, Paragraphs 1.2 and 1.3.5 revised to show the correct sample size. See amendment 0003.

6 Div 03 Concrete section 2.3 Concrete Mix Design, PSI. 2.3.1.1 footings, 2.3.1.2 slab on grade and 2.3.1.3 Concrete toppings list a minimum compressive strength of 4000 psi at 28 days. However, sheet S‐001 general Construction Notes, Concrete, 7 A, B & C lists minimum compressive strength of 3000 psi at 28 days. Please confirm that specifications override drawings and a minimum compressive strength of 4000 psi at 28 days is the correct minimum psi.

Specs 03 30 00, Section 2.3 revised to show minimum compressive strength of 3000 psi. See amendment 0003.

7 Div 03 Concrete section 2.3 Concrete Mix Design, Aggregate size 2.3.1.1 footings, 2.3.1.2 slab on grade and 2.3.1.3 Concrete toppings list a ¾ inch nominal maximum aggregate size. However sheet S‐001 general Construction Notes, Concrete, 14 says maximum size as 3/8” for toppings and ramps.

The 3” and 6” slabs over existing slabs are called ‘toppings’ and are poured monolithically with footings and SOG.

Please confirm aggregate size for monolithic cast in place concrete.

When pouring the footing and slab topping monolithically, the maximum aggregate size can be 3/8". For clarification, the perimeter slab is not to be poured monolithically with the foundation and slab topping.

8 The bid schedule is itemized into buildings. Work is shown on three hardstands. Where should the proposed cost be distributed on the itemized bid form?

Drawing Sheet G‐003 have been revised to provide numbers to each Hardstand (HS#1, HS#2, HS#3). The proposed costs for work at the three hardstands will be distributed on the itemized bid form as follows: CLIN 0001 Replace Building 8015 shall include costs for HS#1; CLIN 0003 Replace Building 8017 shall include costs for HS#3; CLIN 0005 Replace Building 8020 shall include costs for HS#2.

9 What utilities are available to use for contractor on site? Water, electric, sewer? If available what will be charges for using govt utilities. What about restroom facilities?

Utilities and restroom facilities will NOT be available for use by Contractor on site.

10 Spec section 01 90 00 para 1.11 states “Contractor shall salvage or recycle waste to the maximum extent practical as it relates to the capabilities of local industries.” Is there a minimum amount to salvage or recycle? Is there a penalty for not salvaging or recycling the minimum amount? How will this be enforced?

Spec section 01 90 00, paragraph 1.11 deleted. See amendment 0003.

11 Per spec section 01 45 04 para 3.4.2, the CQC System Manager needs to be a graduate engineer, graduate architect or a graduate of construction management. If personnel has been CQC System Manager previously on other USACE projects, can they be approved without a graduate degree?

No, CQC System Manager shall meet all of the requirements identified in Spec Section 01 45 04 paragraph 3.4.2. A personnel without a graduate degree previously serving as a CQC Manager does NOT meet this requirement.

Section 00 60 00, Appendix A Am‐0003

12 After inspection of the service drops at the facilities it was noted that the feeder cable and service drops are deteriorating. Will it be required to replace both the feeder cable and service drops?

Contractor shall replace overhead secondary service drops from building panel back to splice at pole. Replacement of overhead secondary distribution conductors between poles and back to service transformer are not in scope.

See Am‐0003, sheets ED101 and ES101.

13 Will it be acceptable to provide conduit risers and pull boxes at ground level in lieu of weather heads to avoid penetrations through roofs?

No, drawings and specifications shall be bid as designed.

14 Buildings require new 4’ concrete walkway around the entire perimeter of each building. For at least 2 buildings, 8001 and 8004, there are trees or tree roots within 4’ from the building. Please see attached pictures. Please provide direction for what to do with trees and whose responsibility it will be.

Tree roots shall be removed by the Contractor to accommodate construction of the perimeter concrete slab. See construction note 2, Sheet G‐003 for removal note and coordination required with DPW, Patrick Ching, Arborist.

15 Ref: 03 30 00, Subsection 2.3.1.1 – 2.3.1.4 (6.0+/‐1.5% air content) ‐ Hawaiian Cement successfully had air entrainment removed from numerous projects (ranging from private to federal). We would like to request that the air entrainment be waived for this project as well. Although many projects have been completed using air entrained concrete, slump loss due to pump placement has made finishing difficult. The onsite addition of HRWR would facilitate placing and finishing, but the onsite addition of HRWR would increase the air entrainment and push it outside of the accepted range. Air entrainment affects slump and slump affects air entrainment, so making these changes onsite after the travel time would be very difficult.

Air entrainment is primarily used for freeze‐thaw protection (ACI 302.1R‐96 “Guide for Concrete Floor and Slab Construction”, Section 5.6.1 Air‐entraining admixtures), which is not an issue in Hawaii. The other positive side‐effects of AE, water reduction and workability, are already achieved with less volatile methods including use of water reducer and optimized combined aggregate gradation.

Air entrainment requirements may be waived. Water may be added on‐site provided it does not exceed the specified w/c ratio. Revised Specifications, see amendment 0003.

15 Cont. The down side of air entrainment is:

•One more property to control. •Controlling air entrainment in mixes containing fly ash is especially difficult due the traces of activated carbon in the fly ash absorbing the AE admixture. • Potential loss of air ent rainment and associated concrete workability from pumping, placing, vibrating and finishing concrete (PCA “Design and Control of Concrete Mixtures” Table 8.5). •Air entrained concrete is more sticky and difficult to finish. •Air Entrained concrete has a greater risk of surface defects including blisters and delamination. For these reason, air entrained concrete is not recommend by ACI for trowel finished floors (ACI 302.1R‐96 section 5.6.1 and 11.7).

We recommend as an alternate to use non‐air entrained concrete for this project. This concrete has the same specified W/C ratio for durability as the specified air entrained mix. The advantage will be a more simple mix without the requirement to control air entrainment. Workability and slump control will simply be a function of the water reducer currently used in the mix to produce an easy to pump, place and finish mix. Without the air entrainment admixture, the onsite addition of HRWR will have little or no effect on the typical entrapped air content of the mix.

Here are the suggested procedures for jobsite addition of HRWR:

•Verify initial slump when ready mix truck arrives at jobsite. •Adjust slump with a maximum 2 gallons of water per cubic yard (within specified W/C ratio per ASTM C94). •Add HRWR to increase slump as needed

15 Cont. ( 0 – 14 oz/cwt). •Rev truck drum at mixing speed for a minimum of 5 minutes (70 revolutions). •Proceed to pour area and place concrete.

16 Plans show windows as being aluminum but spec section 08 53 00 is for plastic windows. Please clarify what type of windows are required for this project.

See response to RFI#2 above

17 Interior coating sheen is not listed in the Room Finish Schedule, nor is it specified in Div 09, 09 90 00 Paints and coatings. The interior gypsum board wall level is determined by the sheen or wall texturing.

“3.3 Finish walls and ceilings without critical lighting to receive flat paints, light textures, or wall coverings to Level 4 in accordance with GA 214.” Or “Unless otherwise specified, finish all gypsum board walls, partitions and ceilings to Level 5 in accordance with GA 214.”

Because the texture or sheen is not indicated, Will a level 5 wall finish be required on interior gypsum walls?

Revised drawing sheet A‐601 to indicate coating finish. Revised Specification Section 09 29 00, paragraph 3.3 to clarify level of finish for ceilings and walls.

See amendment 0003.
