a. Existing Conditions

The existing South Range (SR) Land acquisition property is currently secured by an earthen berm just outside the SR property boundary between ACTUS and South Range land, near Kunia Rd, to prevent unauthorized vehicular entry. (GTA topographic survey shows a portion of the berm.) Once inside the bermed area, the existing dirt roads lead to Schofield Barracks and also interconnect into Improved Explosive Device (IED) and other range roads. The GTA project will provide a perimeter fence along the South Range property boundary to secure the South Range property. GTA perimeter fencing is shown on sheet C-001.

An existing dirt road (identified as Hauula Road on Sheet C-001) runs from Kunia Road, along the north edge of ACTUS property (south of the berm) & connects to the south range dirt/range roads (after the berm ends). At the west end of Hauula Road, there is a locked vehicular gate (existing vehicle gate #2) located on ACTUS property that prevents unauthorized vehicles from entering the south range. Sheet C-001 for existing gate locations. Schofield Barracks (SB) Range Control controls the keys to existing vehicle gate #2, which may be used for

SECTION 01 90 00 Page 7

Contractor access during construction, subject to Range Control restrictions.

b. Access to South Range (SR)

The TSC Contractor may use the haul route constructed by the FY09 GTA Infrastructure Project. The GTA project is scheduled to begin construction as early as March 2011 with completion anticipated some time in 2016. The GTA project haul route will be from Kunia Road, along the south perimeter of the property boundary (or within the Right of Entry (ROE) on ACTUs property), using existing dirt roads (such as Hauula Road) or constructing a new access road to reach the GTA Campus Project site. The TSC Contractor may use the GTA project haul route, subject to approval by the GTA Contractor and the Contracting Officer's Representative (COR). Contractor shall abide by all security requirements imposed by the GTA Contractor and SB Range Control Office.

Access to the South Range construction site shall not be from Schofield Barracks Military Installation (via Lyman Road).
