RFI # Question Response
For the above project, can you clarify where the exact temporary electrical and water service points are located?
I attended the site visit yesterday and it was announced there that if we needed temporary water and electricity it would be free but we would have to run lines and tie it in ourselves at Schofield. Can you please help us answer this?
Reference 00800, Special Contract Requirements, S-36.21, AVAILABILITY AND USE OF UTILITY
SERVICES.
Reference: Spec Section 32 13 11 Concrete Pavement for Roads & Hardstands paragraph 1.5.6.1 Pilot Lane indicates to construct a test section of one paving lane at least 200 feet long with a width equal to the proposed paving plan.
Q: Considering the small quantity of concrete pavement on this project, can this requirement be waived? We believe this spec is applicable on runway/taxiway pavement. See AM-0005 (Section 32 13 11 paragraph 1.5.6.1 is deleted).
Reference: Spec Section 32 13 11 Concrete Pavement for Roads & Hardstands paragraph 2.10.5 Pave - Finisher
- h: indicate that Clary Screeds, roller screeds and other rotating tube floats or bridge deck finishers shall not be allowed.
Q: To mobilize a slip form paver and its supporting equipment will increase the cost of this item dramatically.
Due to small quantity of Concrete Pavement, can this requirement be waived for this project and allow roller screed?
Slip form paver is not required for this project. Roller screed can be used. However smoothness tolerances and paste thickness requirements as stated in the specifications shall not be waived.
Reference: Grading Plan sheets 1-2. Earthwork Quantities.
Q: Based on our initial cut & fill quantity survey, mass grading and other excavation activities will generate more than 30,000 cy of surplus soil.
A. Is there an area within Grow The Army site or within the base in need of this quantity of fill material? If so, please provide the location.
B. Can the grading plan/elevations be adjusted post bid or after award to achieve a balance site?
There will be a significant cost saving if trucking and disposal of surplus soil can be eliminated, please advise.
A. No, not available at this time.
B. No
Reference: Soil Erosion Control Plan Q: We are unable to find Soil Erosion Control plan. Is there any requirement for silt fence and dust fence?
Please provide detail.
The contractor shall meet the remaining requirements of the NPDES including the soil erosion control plan and related details in order to get the required permit from DOH. BMPs can also be obtained from "Best Management Practices Manual for Construction Site in Honolulu" dated May 1999.
LP-101 indicates new planning at the parking lot islands and the adjacent areas south of the parking and north of the new building. LI-101 does not indicate permanent irrigation in these areas. Please confirm intent. Irrigation plan is limited to the irrigated areas as shown in Sheet LI-101.
Reference: Detail 5 on sheet C-504 is related to Drop Manhole.
Q: Above detail refers to manholes with drops less than 5 feet, DMH-B has drop of more than 5 feet between 18" pipes and MH invert,
a. Please advise if this detail is still applicable if drop exceeds 5 feet.
b. Please confirm that all Drain Manhold which have difference between inlet and outlet "less than 5" is still applicable.
c. Is there a minimum drop dimension that does not require encasement?
Detail 5, sheet C-504 is a sewer drop manhole detail and does not apply to any drainage manhole details.
Reference: Wood Door Q: There is a spec. section for Wood Door, but on Door Schedule, wood door is not present. Please clarify the location for door(s) if there's any. There are no wood doors for this project.
We are in receipt of Am-0004. Revised Drawing GI002 issued with Am-0004 indicates a Delta ‘a’ for Sheet T101, Telecommunications Site Plan Section A. Am-0004 SF 30, Item 2 CHANGES TO DRAWINGS do not include T101 as a listed revised drawing, nor is a revised T101 sheet included. Please confirm that Sheet T101 is not updated/revised through Am-0004. Sheet T101 was updated/revised through Am-0005.
Pursuant to AM-0004, please provide point of connection for temporary water, power, sewer, and telecommunications for Contractor’s use during construction. Please see response to "3" above.

SECTION 23 64 26 CHILLED, CHILLED-HOT, AND CONDENSER WATER PIPING SYSTEMS - Paragraph 2.2 STEEL PIPING states, “Water piping shall be steel pipe or copper tubing.” The remainder of this section makes a significant reference to steel pipe fittings, joints, etcetera. Please clarify if copper is allowed, only copper tubing will be allowed and not copper pipe. If both steel pipe and copper pipe are allowed, are there limitations to the location of the materials (i.e., steel pipe for underground)? Specs revised in Am-0005.
Please clarify intent of joint sealant at the concrete construction, contraction and expansion joints. Details 5, 9, 10, 12 and 13 on Sheet C-501 indicate the construction, contraction and expansion joints as ‘COMPRESSION JOINT SEALANT’ and specify the widths as ½” wide. Section 32 13 73, paragraph 2.1 COMPRESSION SEALS is as follows:
Compression joint seal materials shall be a vulcanized elastomeric compound using polychloroprene as the only base polymer. The material and manufactured seal shall conform to ASTM D 2628 and COE CRD-C 548. The joint seal shall be a labyrinth type seal. The uncompressed depth of the face of the compression seal (that is to be bonded to the joint wall) shall be greater than the uncompressed width of the seal, except that for seals 1 inch or greater in width, the depth need be only 1 inch or greater. The actual width of the uncompressed seal for construction and contraction joints shall be 0.75 or 1 inches and for expansion joints shall be 1.25 inches. The tolerance on the seal shall be plus 1/8 inch or minus 1/16 inch.
Please advise if the intent is to follow Section 32 13 73 for the concrete construction, contraction and expansion joints and place compressible type seals within ½” wide joints, or if Section 07 92 00 JOINT SEALANTS are applicable for these ½” wide sections.
The intent of the joint sealant at the concrete joints is to seal off and prevent infiltration of surface water and solid substances from reaching the pavement subgrade. Yes construction, contraction and expansion joints for details 5,9,10,12,13 on sheet C-501 are all compression joint sealants as called out and are 1/2" wide. Revised sheet C-501 detail 13 callouts for clarification. Also use spec section 32 13 73 for civil related drawings regarding concrete construction, contraction, and expansion joints (compression joint sealant); section 07 92 00 should not be used for the civil drawing compression joint sealants. Revised in Am-0005.
15 Are there cut/fill quantities?
The contractor will need to make this determination from the grading plan and cross sections provided on the drawings.
16 Is there an export site for excavation and for demolition debris?
No. Disposal of surplus material shall be the responsibility of the contractor at his expense. See spec and dwg note Sheet C-003 revision in Am-0005.
Addendum 4 reissued sheet G1002 “Index of Drawing” and it indicates that sheet T101 was amended but it was not reissued. Will sheet T101 be reissued? Sheet T-101 was updated/revised through Am-0005.
18 Where are the questions and answers being posted and can we access them? See all amendments that included Section 00900, Appendix B, Requests for Information.
19 Where can the contractor pull water from? Please see response to "3" above.

1.14 SOUTH RANGE ACCESS AND SITE SECURITY
a. Existing Conditions
The existing South Range (SR) Land acquisition property is currently secured by an earthen berm just outside the SR property boundary between ACTUS and South Range land, near Kunia Rd, to prevent unauthorized vehicular entry. (GTA topographic survey shows a portion of the berm.) Once inside the bermed area, the existing dirt roads lead to Schofield Barracks and also interconnect into Improved Explosive Device (IED) and other range roads. The GTA project will provide a perimeter fence along the South Range property boundary to secure the South Range property. GTA perimeter fencing is shown on sheet C-001.
An existing dirt road (identified as Hauula Road on Sheet C-001) runs from Kunia Road, along the north edge of ACTUS property (south of the berm) & connects to the south range dirt/range roads (after the berm ends). At the west end of Hauula Road, there is a locked vehicular gate (existing vehicle gate #2) located on ACTUS property that prevents unauthorized vehicles from entering the south range. Sheet C-001 for existing gate locations. Schofield Barracks (SB) Range Control controls the keys to existing vehicle gate #2, which may be used for Contractor access during construction, subject to Range Control restrictions.
b. Access to South Range (SR)
The TSC Contractor may use the haul route constructed by the FY09 GTA Infrastructure Project. The GTA project is scheduled to begin construction as early as March 2011 with completion anticipated some time in 2016. The GTA project haul route will be from Kunia Road, along the south perimeter of the property boundary (or within the Right of Entry (ROE) on ACTUs property), using existing dirt roads (such as Hauula Road) or constructing a new access road to reach the GTA Campus Project site. The TSC Contractor may use the GTA project haul route, subject to approval by the GTA Contractor and the Contracting Officer's Representative (COR). Contractor shall abide by all security requirements imposed by the GTA Contractor and SB Range Control Office.
Access to the South Range construction site shall not be from Schofield Barracks Military Installation (via Lyman Road).
