About this file
This amendment to a solicitation provides responses to additional questions from offerors. The solicitation is for the delivery of 48,000 gallons of turbine oil to the Dardanelle Powerhouse, operated by the US Army Corps of Engineers Little Rock District. The oil currently in use is Shell T68. Offerors sought clarification on previous bid tabulations, current providers, qualification requirements, preferred brands, and oil cleanliness specifications. The amendment clarifies that no bid tabulations are available, Shell is the current provider, the in-person site visit was the only qualification requirement, no brand is preferred, and offerors should quote based on the solicitation specifications and deliver oil as received from manufacturers, with final filtration performed by the government.

AMENDMENT 0003
Additional questions received and government responses:
Q: Previous Bid Tabulation GR: None available.
Q: Current Provider GR: Shell
Q: Although just locating bid, has there been any required meetings or responses that would disqualify bidding?
GR: An in person site visit took place on 6 January 2021. All questions in response were submitted to Projnet and given responses by the government. Amendment 0002 provides these responses.
Q: Is the current Shell T68 product what is preferred? We are an Exxon Mobil Subsidiary and would probably be bidding the XOM equivalent if accepted.
GR: There is no preference given to any particular brand. Please quote in accordance with the Specifications in the solicitation.
Q: Please provide turbine OEM and model number.
GR: Please quote in accordance with the solicitation as it is written.
Q: We are trying to put together a price for this solicitation but it is not possible without know the required oil cleanliness expressed as a number like this “ISO 16/14/11”. We asked the question several times and several ways and USACE never provided a response. They merely said look at Table 1. Table 1 provides no answer at all. The cleanliness section of Table 1 only says “FIO” (For Information Only). The COE response may impact offeror’s prices by over $100,000 because the oil could either be delivered as it comes from the refinery or 2-5 days of filtering may be required for each delivery.
GR: The final filtration of the oil will be performed by the Government. The oil shall be provided as it comes from the manufacturer and delivered according to Section 22 00.00.12 26 DELIVERY OF TURBINE OIL.
Report to the Government the cleanliness of the oil at time of delivery as required in Section 48 06 15.12 26, paragraph 2.1.2, Table 1.
