About this file
This Request for Proposal document outlines requirements for the design and construction of a C-130H/J Fuselage Trainer Facility at Little Rock Air Force Base. The project includes demolishing an existing parking lot and pavilion, and constructing a new facility with seven high-bay areas. The facility will house four C-130J trainers in individual bays, as well as three C-130H trainers, with associated administrative and support spaces. The document specifies design and construction standards, including sustainable design requirements, and provides conceptual site and floor plans. It also details functional requirements for spaces, as well as mechanical, electrical and utility system specifications. The Army Corps of Engineers is the contracting agency overseeing this project.

DESIGN REQUIREMENTS
PART 1 DESIGN OBJECTIVES
1.1 SCOPE OF WORK
1.1.1 Design and construction shall comply with the requirements contained in this Request for Proposal (RFP). The design and technical criteria contained and cited in this RFP establish minimum standards for design and construction quality. The Designers of Record (DOR) shall use the Unified Facilities Guide Specifications (UFGS), the fully detailed Unified Facilities Criteria (UFC), the LRAFB Architectural Compatibility Guide (refer to Appendices), LRAFB Design Guidance (refer to Appendices) and the design standards and codes, contained in this RFP, to fully develop the technical specifications and construction drawings. The objective of this solicitation is to obtain a durable, functional building complete and adequate for Little Rock Air Force Base (LRAFB) and the project including site improvements and demolition of the existing pavilion.
1.1.2 The building and site drawings included in this RFP illustrate the conceptual design of the project. Site and floor plans provided shall be followed by the Contractor to comply with the Little Rock Air Base functional needs. No particular structural system is selected or recommended by the government;
therefore, the structural design is the contractor's responsibility. The drawings in this RFP assume that a pre-engineered structure will be utilized for the trainer bays.
Comprehensive Interior Design services shall be included in the Base Bid to fully develop the furniture design. Furniture and equipment shall be Government Furnished and Government Installed (GFGI). All utility layout plans and utility sizes are conceptual. Final design development is the responsibility of the Designer of Record.
1.1.3 All facility drawings including sections, elevations, floor plans, site plans, and elevations and perspectives (furnished with RFP) are indicative of the conceptual design and architectural language required for project completion.
Building site footprints and floor plans are prescriptive (including dimensions) and shall be followed by the Contractor to comply with the functional needs outlined and specified within documents provided. The building elevations may need to be further developed to account for final design constraints, but the Contractor shall plan to adhere to the concept as closely as practicable. The Contractor shall assume material types shown in elevation connect, from depicted point to depicted point, across the façade plane not specifically indicated. Material substitutions proposed and/or assumed in areas not depicted will be rejected based on the design intent stated herein. Applicable specification sections shall be incorporated in final development of materials indicated on
