Justification and Approval for Other Than Full and Open Competition

1. Contracting Activity: U.S. Army Corps of Engineers, Southwestern Division, Little Rock District, Post Office Box 867, Little Rock, Arkansas 72203-0867

2. Description of Action: This is a new Firm-Fixed-Price contract for Allen Bradley Programmable Logic Controllers (PLC) funded with Operations and Maintenance (COVID-19) dollars;

3. Description of Supplies/Services: The Contractor shall provide parts and equipment necessary for mock up and testing of Critical Infrastructure Navigation Lock Tethered Operations Solution. The attached list of parts includes 3 Allen Bradley Contologix 1769 PLCs along with supporting hardware and software. The Tethered Operations Solution will allow continued operations of critical infrastructure facilities in the event of facility evacuations or closing due to COVID-19 virus type contingencies. This is a time sensitive requirement and must be completed prior to 01 September 2020, to allow for testing solution prior to the expected return of COVID infections in the fall. The government estimated value of this acquisition is $425,777.71.

4. Authority Cited: 10 U.S.C. § 2304(c)(1); FAR 6.302-1 -- Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: The Allen Bradley Programmable Logic Controller is an industrial digital computer which has been ruggedized and adapted for the control of manufacturing processes, such as assembly lines, or robotic devices, or any activity that requires high reliability, ease of programming and process fault diagnosis. Interoperability between manufacturers of these types of components is not a standard within the industry. Most of the equipment fielded within critical infrastructure locations are manufactured by Allen Bradley, and use interfaces that are proprietary and unique to Allen Bradley. The proprietary nature of this equipment makes a description of relevant characteristics unfeasible. In response to impacts evident during COVID-19 on-site work constraints UCIC-MCX is taking the opportunity to upgrade current hardware to ensure continuity of tethering operations across the Little Rock District footprint from an offsite location.

6. Efforts to Obtain Competition: This is a brand name specific requirement, and there are no limitations on sources. The requirement will be solicited under full and open competition on

- 2 -beta.SAM. This action not exempt from the publicizing requirements of FAR 6.305, and will be posted on beta.SAM within 14 days of contract award.

7. Actions to Increase Competition: Not applicable. This is a brand specific requirement that can be fulfilled by multiple vendors.

8. Market Research: A technical evaluation of this requirement was conducted by Mr. Greg Schwerman, SCADA Lab Manager, as certified below. Mr. Schwerman determined that there are no other brand name equivalent products that would interface with the current Allen Bradly equipment already installed.

Ability One Procurement List was checked for Allen Bradley PLC and were not available from this source. GSA FSS/MAS resources were compared to parts list for this requirement and were found to be unavailable. An RFP was issued under CHESS and received 14 negative responses.

CHESS program issued a Statement of Non-Availability on 01 July 2020 with reference# 216760979, and is available in the contract file.
