SUMMARY OF CHANGES

1. Questions and Answers:

Q: We are interested in submitting a response for subject solicitation and we have a question:

Section D. Past Performance, states that Projects older than five (5) years will not be considered.

Similar projects newer than three (3) years will receive higher ratings. The only place where this requirement is mentioned is under selection criteria D, is this correct? Therefore, this requirement does not apply to selection criteria A,B,C, or E or to Section E (resumes) or Section

F ( projects), correct? Please advise.

A: That is correct, this applies to criteria D. The past performance only goes back 5 years and we are most interested in your recent performance.

Q: On page 3 of the solicitation, bottom paragraph, it asks for 1 Engineering Technician for each field team. Do you mean Survey Technician?

A: The Government used the title Engineering Technician and Survey Technician interchangeably.

Q: Is there a minimum number of resumes required for PLS, Party Chiefs, CAD Technicians, Survey Techs? Does there have to be one for each state or can one resume be used for multiple states?

A: There is not minimum number of resumes. If you have 2 individuals that are licensed in all the states, you can just send in resumes on those 2 individuals, or you can send in the maximum number.

Q: On the bottom of page 4 of the solicitation, it says Additional LS’s within the team shall be listed in a tabulation referencing the LS name, all state licenses, and date of original issue. Do we need to list all states for each staff, or just any certifications within Primary or Secondary states only?

A: Since the contract is limited to the primary states and secondary states, listing other states will not be a plus or a minus. For example if you have 12 people licensed in Texas, you can list them in the table. If they are licensed in other states, you can list that in the table. If one or more of those surveyors is also licensed in Wisconsin or Montana, not primary or secondary states, it is not necessary to show that in the table.

Q: Item 3A of the Solicitation states that the firm must have at least two registered surveyors in each of the four primary states.

A: Yes, it is expected that the team must have 2 Land Surveyors in each of the primary states.

W9127S19R6016

Q: Can these surveyors be spread out across the team (i.e. prime and subconsultants) or do they have to be employees of the prime firm?

A: The land surveyors can be with the Prime or with a Sub. They just have to cover all the states with the appropriate number and years of experience.

Q: It requests an electronic copy via PDF. Does this get delivered on CD or Thumbdrive with the hard copies, or do we have to use the https://safe.amrdec.army/mil/safe/. Or can this be sent via email. If we use the SAFE site, are there any specific instructions available, and do we use your email as the Recipient?

A: Electronic PDF copies are to be submitted via AMRDEC site and must be sent to the two authorized individuals listed below. Authorized individuals to receive the files are as follows:

gail.a.mance@usace.army.mil a.j.brown@usace.army.mil

Because uploaded files are only available to the authorized individuals to download for 48 hours, ensure file access does not expire on a weekend.

Q: The address for delivery of the proposal is a PO Box. I would like to have this delivered via

UPS and UPS does not deliver to PO Boxes. What address should we use to have the proposal delivered via UPS or hand delivered?

Q: The submittal address listed in the solicitation is a PO Box. However, UPS and/or FedEx does not ship to PO Boxes, can you provide a street address that we could mail our submittals too?

A: The physical mailing address is:

US Army Corps of Engineers

Little Rock District, CESWL-CT

ATTN: A&E Consulting Section (Gail Mance)

700 W. Capitol Avenue, Room 7315

Little Rock, AR 72203-0867
