Most manufacturer have to make special provisions to provide an ambient temperature of 55 deg C for the factory testing. As we view this more of a type test rather than a routine test we propose that the factory tests for the exciter and PPT are performed for the first unit only at 55 deg C ambient and at normal facility temperature for the remaining 3 units. Please advise if this would be acceptable.

On: Sep 23 2019.
Government Response. . There was a limited asbestos survey done for the exciter wiring to Unit 3. While no asbestos was found as a result of the survey, there is wiring which was not accessible for sampling and is assumed to contain asbestos. The rated field current at 42,368kVA and 0.95PF is listed as 1,095Adc in paragraph 1.4.1. We assume that this is at 100% terminal voltage. The requirement in paragraph 2.5.1 states that the new static excitation system shall be rated for field current at 105% terminal voltage. While subsequent characteristic curves may provide guidance on the required field current at 105% terminal voltage, it would create less variation between bidders if the required maximum continuous field current capability of the new system could be stated. For instance, if the field current is 1,200Adc at 105% terminal voltage and the government wanted to have a 5% safety margin, the required maximum field current would be 1,260Adc at 55 degrees C ambient temperature.

The specification states two different short-term field current forcing requirements. Please confirm if the ceiling current requirement shall be 150% of rated excitation current for 30s. It would also make sense for the government to state the required ceiling field current in Adc to avoid that contractors use a different base to apply the 150% to.

The no-load ceiling voltage performance is listed as +/- 375Vdc at 95% source voltage, hence +/- 395Vdc at 100% terminal voltage. Due to the electrical characteristic of a SCR rectifier, the negative ceiling voltage will always be lower than the positive ceiling voltage with a factor of 15%. Please clarify if the negative ceiling voltage can be 15% lower than the stated requirement, or alternatively, if the negative ceiling voltage shall remain as stated, which would require the positive ceiling voltage to be 15% higher.

During the site walk, it was mentioned that a study with a report had been conducted and no asbestos was found in the existing exciter equipment cabinets, excitation transformer cabinets, nor any of the control or power cables. Moreover, no asbestos at the control room cabinets where the modifications are to occur. Can asbestos abatement be removed from this project as a required task and hence remove the CLINN from the solicitation?
On: Sep 30 2019.
Government Response. . While no asbestos was found in the limited survey referenced, some wiring was not sampled because it was energized at the time of the survey. It was; however, previously documented as containing asbestos.
Furthermore, due to the age of much of the wiring to the units, it should be presumed to contain asbestos and any risks mitigated; unless it can be confirmed otherwise.

Considering that there is plenty of space around the existing exciter location, we request if it would be possible to exceed the depth or length requirement. Either by allowing for a 5'-8" depth of the exciter/PPT or by allowing for a 10'8" length.
The larger cabinets will allow for improved access during maintenance and will also improve the air circulation and heat dissipation, which is important considering the 55 degrees C ambient temperature requirement.
On: Oct 02 2019.
Government Response. . Additional footprint for the exciter cubicles and PPT will be allowed. On: Oct 17 2019

In lieu of actual factory testing at 55 degrees C ambient temperature, which would require renting a specialized heating chamber at at test lab, would the government consider performing the test at a lower ambient temperature and calculate the additional heat rise related to the 55 degree ambient temperature too ensure that the heat rise for the power section is within the allowable limits for all power components. For the control section, we suggest that the vendor provides previous type test reports and/or data sheets, demonstrating that the equipment can function at a minimum of 55 degrees C ambient temperature. Please confirm if this is acceptable.

USACE contracts have many special procedures and documentation requirements that are different compared to other utility customers, such as, compliance to EM 385-1-1, RMS/QMS, security requirements, on-site documentation and procedures for various features of work, progress billing etc. As such, companies that have executed relevant work with USACE within the last 5 years would have an inherent understanding of all these requirements and risk for unsuccessful performance would be significantly lower compared to companies that do not have experience with USACE projects. Hence, for this reason, will experience on USACE excitation projects be scored higher vs experience with non-USACE utilities ?
On: Oct 02 2019.
Government Response. . The solicitation does not require demonstration of an offeror's experience on USACE vs.
non-USACE excitation projects. On: Oct 07 2019

Specification 26 05 19.00 26 "Insulated Wire and Cable", Paragraph 2.2.5.1 requires a thermoset CPE jacket. This jacket type is not a stock item for any cable manufacturer and must be special ordered with a minimum quantity. With the current specified jacket, the contractor would be required to purchase thousands of feet of unneeded cable at an additional unnecessary cost to the contract. We propose substituting thermoplastic CPE, which is a common stock item for cable manufacturers that can be ordered in exact quantities required by the project.

8209891 Equipment SECTION 48 19 26.00 26 Part 1.1.1
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The Dardanelle project stipulates that equipment must be able to properly function in an ambient temperature of 55 degrees C. In order to more easily achieve this objective, would USACE Dardanelle prefer a system whereby both bridges operate at the same time (n+1)? Thus, for two (2) bridges in this (n+1) configuration, each bridge would provide half of the total maximum continuous current, since they are now sharing the total current, which would reduce the temperature levels in the bridges considerably allowing them to run cooler. The bridges are still providing full redundancy and, should one of the bridges fail, there would still be an automatic and "bumpless" transfer to the healthy bridge allowing the system to continue to run at maximum continuous current including ceiling conditions, if required.

Government Response. . This is acceptable but not required. On: Oct 17 2019

8210066 Electrical Inquiry 8209891
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
This is for the District consideration that the inquiry under 8209891 describes a flawed redundancy solution that would not be in the best interest of the District.
When both rectifiers are running at the same time under normal operating conditions and you have the case of a fuse rupture is a very high possibility that you will lose redundancy in the bridges and trip the unit because you are likely to rupture the same fuse in the second bridge.

8219098 Electrical Follow up to Projnet 8208691 & 8208697
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Follow up question to government responses to Inquiry ID 8208691 and 8208697: Experience and Past Performance are two separate parts of the proposal, each evaluated independently of one another according to criteria defined in each section. Our understanding of the solicitation is that the government will accept and evaluate "Experience" from the offeror's manufacturing and installation subcontractors as long as a letter of commitment is provided by the subcontractor to the offeror. A letter of commitment is merely a signed letter between the two parties guaranteeing participation by the subcontractor if the offeror is awarded the project. This agreement does not require or constitute any sort of JV and/or teaming agreement. Without this allowance, no small business under this NAICS code would be able to manufacture and install this specialized equipment. Separately, concerning "Past Performance" our understanding is that only the offeror's past performance will be evaluated, with an understanding that no
Page 10 of 11ProjNet: Logged In User past performance on similar projects of scope and magnitude would at worst be evaluated as Unknown Confidence (Neutral), neither strengthening or weakening the offeror's overall proposal evaluation. Please confirm.
On: Oct 10 2019.
Government Response. . Experience and Past Performance are two separate factors and are evaluated separately. It is possible that a letter of commitment would represent a relationship that is not a JV agreement obtained in accordance with SBA policy. A rating of unknown confidence is neither a strength nor a weakness. On: Oct 18 2019
