PRICE AND PAYMENT PROCEDURES

PART 1 GENERAL

1.1 Unit Price Payment Items and Field Survey Measurements

Unit Price Payment Items

Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

Field Survey Measurements

Make original and final surveys for individual work item shown on Bidding Schedule and furnish original survey notes (AM001) and quantity calculations to Contracting Officer on a (AM001) weekly basis. From these surveys Government will compute the quantity of work performed and verify that surfaces are within the specified tolerances. If the surfaces are out of tolerance, provide additional surveys to the Government as necessary to verify surfaces have been revised and are within tolerances.

All surveys shall be conducted with Contracting Officer present.

1.1.1 Excavation & Grading (Line Items 0001, 0007, 0013)

1.1.1.1 Payment

Payment will be made for costs associated with excavation and grading existing material, including all labor, equipment, tools, stockpiling, and incidentals necessary to complete the work as specified herein and as indicated on the drawings. Control of groundwater, placement of material in the disposal area, management of the disposal area, placement of backfill to restore over-excavated surface to grade, and ditching for drainage are subsidiary to "Excavation & Grading", and no separate measurement or payment will be made for these items.

1.1.1.2 Measurement

The unit of measurement for excavation and grading will be the cubic yard of work as determined by field survey measurement before and after excavation conducted by the contractor. The volume of material shall be measured between the original surface and the surface of the finished excavated slope as determined from cross sections of the area taken immediately before and after completing the excavation and grading, and computing the quantity by the average end area method. Cross sections shall be taken at each station (100 feet) and at intermediate points as needed to define irregularities in the undisturbed ground or completed work. Highlight shall be taken to the nearest one-tenth of a foot and volume rounded to the nearest whole cubic yard. No allowance will be made for over depth excavation or for the removal of any material outside the required areas of work.

1.1.1.3 Unit of Measure

Unit of measure: cubic yard.

1.1.2 Semi-Compacted Fill (Borrow Material) (Line Items 0002, 0008, 0014)

1.1.2.1 Payment

Payment will be made to provide semi-compacted fill, and incidentals necessary to complete the work, as specified herein and as in the task order.

1.1.2.2 Measurement

The unit of measurement for semi-compacted fill will be the cubic yard of work performed as determined by field survey measurement. The volume of material shall be measured from cross sections of the area taken immediately before and after placing and completing the semi-compacted fill, and computing the quantity by the average end area method. Cross sections shall be taken at each station (100 feet) and at intermediate points as needed to define irregularities in the excavated surface or completed work. Cross section intervals shall not exceed 100 feet.

1.1.3 Graded Stone C with Direct Access by Floating Plant (Line items 0003, 0009, and 0015).

1.1.3.1 Payment

Payment will be made for Item "Graded Stone C with Direct Access by Floating Plant" which prices and payments thereof shall constitute full compensation for furnishing, hauling and placing Graded Stone C in place, complete including all materials, labor, equipment, tools, and incidentals necessary to complete the work, as specified herein and as in the task order.

1.1.3.2 Measurement

The unit of measurement for stone furnished by the Contractor will be the dry ton (2,000 pounds) of stone satisfactorily placed in the work.

When the stone is delivered by barge, the weight of each barge load of stone shall be determined by displacement at the job site, with deductions for water or ballast. The Contractor shall furnish dimensions of the barge or barges to be used for delivery of stone. The Contractor shall also prepare displacement tables and furnish them to the Contracting Officer for checking and agreement on accuracy.

1.1.4 Graded Stone B with Direct Assess by Floating Plant (Line items 0004, 0010, and 0016.)

1.1.4.1 Payment

Payment will be made for Item "Graded Stone B with Direct Access by Floating Plant" which prices and payments thereof shall constitute full compensation for furnishing, hauling and placing Graded Stone B in place, complete including all materials, labor, equipment, tools, and incidentals necessary to complete the work, as specified herein and as in the task order. (AM001) DELETED.

1.1.4.2 Measurement

The unit of measurement for stone furnished by the Contractor will be the dry ton (2,000 pounds) of stone satisfactorily placed in the work.

1.1.5.3 Unit of Measure

Unit of measure: (AM001) Dry Ton (200 pounds)

1.1.6 Moving Between Work Locations (Line Items 0006, 0012 and 0018).

1.1.6.1 Payment

Payment will be made for costs associated with moving between work locations including all materials, labor, equipment, tools, and incidentals required for the contractor to move from one location of work to the next location of work. No separate payment shall be made for mobilization to the first location of work under a task order when demobilization occurs between task orders, or for demobilization.

1.1.6.2 Measurement

The unit of measurement for moving between work locations shall be the mile measured from the center point of each location within a task order, or from the center point of the last location of work within a task order to the center point of the first location of work in the succeeding task order provided no demobilization occurs.
