The USACE currently has a dredging contractor under contract through the end of September 2016
1.Does the USACE anticipate awarding a task order in this calendar year for this solicitation?
2. If the USACE does not intend to award a Task Order in this calendar year, we respectfully suggest that the bid date be postponed until a date that better aligns with the typical May 1, 2017 start of the dredging work season.
By bidding the project now with any uncertainty as to weather or not a Task Order will be issued this fall, or not until next spring, forces the bidder to include contingencies in their cost and price
On: Jun 20 2016.
Government Response. . 1. If a dredging need arises, it is possible that a task order could be issued in accordance with the terms and conditions of the awarded contract.
2. The Government intends to award the new contract forthwith. On: Jul 18 2016 Current Request Status: Request Closed

Paragraph 1.1.1.b. Work Season. To dredge during the non-work period December 01 through April 30th it has to be mutual agreed between the USACE and Contractor. When is the latest date the USACE will inform the contractor that dredging during the non-work period is needed?
On: Jun 20 2016.
Government Response. . The Government cannot establish an arbitrary date for such a notification. At any time a dredging need arises requiring performance during the non-work period, or that requires performance extending beyond the established work season, mutual agreement between the Government and the contractor would be required in accordance with the terms and conditions of the contract. The presentation provided at the pre-bid meeting indicates that the historical annual amount of actual station dredging on average over the last five to seven years is significantly lower than the number of stations provided on the bid schedule for item no. 0002 for this solicitation. To understand our potential annual dredge utilization, and in order to develop an accurate cost estimate, we respectfully request that, for the years 2011 to 2015 the USACE provide a tabulation of actual payment for stations dredged, total miles for moving both up and downstream, short-term standby hours and long-term standby days for each of the last five years.
On: Jun 20 2016.
Government Response. . Because of the variance in past quantities, and because future quantities are unknown and therefore estimated; this data should not be relied upon in determining potential annual dredge utilization. On: Jul 18 2016 Current Request Status: Request Closed

Paragraph 1.3.1 Mobilization and Demobilization. Second sentence (page 60) states that dredging equipment will be mobilizes to the mutually agreed upon Navigation Mile of the McClellan-Kerr Arkansas System and made ready for dredging. In order to avoid potential negotiations and pricing adjustment, please provide a Navigation Mile location as a basis for costing and pricing purposes.
On: Jun 20 2016.
Government Response. . For bidding purposes only, Navigation Mile 44 will be considered the point of mobilization. On: Jul 18 2016 Current Request Status: Request Closed

When does the USACE anticipate awarding the first task order for this solicitation?
On: Jun 20 2016.
Government Response. . The Government anticipates awarding the first task order in sufficient time to allow for mobilization to the first location of dredging by May 01, 2017. On: Jul 18 2016 Current Request Status: Request Closed

6567405 Contracting 60 Section 02482 Dredging Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Paragraph 1.3.2 Measurement and Payment for Dredging (page 60)states that the unit price per station for the base and option years is multiplied by the appropriate factor determined by actual pipeline length and actual lift. Prior to any corrections for channel width and material depth of cut, there are nine (9) different factors that will have bearing on how a dredge will produce and the cost per station.
On the bid schedule we are ask to provide a single price per station based on an equivalent to 100 foot of advance by the dredge in a cut that averages 150 feet in width at the base of the cut and average of 3 feet of depth. The minimum payment for an advance of 100 feet will be 1.00 station (see paragraph 1.3.2.3 page 60).
The specification requires contractors to bid a single unit station dredging price for a hypothetical standard condition with eight (8) potential scenarios factors reducing the dredges production capabilities and increasing the cost per station. The single payment unit for station will increase with each of the eight (8) alternate scenarios as prescribed by the factors given in the Table found in paragraph 1.3.2, page 60 (Table). The difficulty lies in determining if the increase in pay unit mirrors the increase in the contractor's cost for each of the eight alternate scenarios. If the contractor's cost for a given scenario rises more than the factored pay unit (as dictated by the Table), the contractor suffers a loss. On the other hand, if the contractor's cost for a given scenario rises less than the factored pay unit (as dictated by the Table) the USACE overpays for that scenario. The contractor has no way of gauging the magnitude of the potential upside or downside, since the USACE has not provided any indication of the percentage of work over the entire project that can be anticipated for each factor.
To reduce this significant risk for both the Contractor and the USACE, we respectfully suggest that the USACE revert back to the contract format that has been used in the past, whereby the Bidding Schedule contains individual bid units for each of the nine (Base + eight alternate scenarios). By using this format, the contractor can more accurately price each of the nine scenarios as based on his actual cost, rather than be forced to rely on a prescribed ratio as dictated in Table.
On: Jun 20 2016.
Government Response. . The bid schedule will not be revised. Bids should be priced accordingly. On:

Please provide the type and description of materials to be dredged over the entire length of the River Navigation System. The material descriptions are needed to help us develop dredge productions and wear assumptions and unit costs for station dredging.
Page 2 of 4ProjNet: Logged In User
On: Jun 20 2016.
Government Response. . Dredged material may include fine river sand, sugar sand, fine silty loam with organic material, and/or course gravels. Dredged material is confined to the defined navigation channel and, as the depth and width of the channel has been maintained annually, dredged material is not considered to be virgin material. Material to be dredged is generally the result of normal shoaling that occurs during high water events. The Government is unable to determine quantities for specific material types and cannot guarantee that the dredge will encounter a specific material type for any given location to be dredged. 6576433 Contracting 59 & 60 plus Bid Schedule Section 02482 Dredging & Bid Schedule Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Under paragraph 1.3.1 Measurement and Payment for Mobilization and Demobilization. Payment will be made for mobilization at 65% of the lump sum price upon completion of the activity at the start of the base period. The remaining 35% for Demobilization will be paid at the completion of the base year if the option years are not exercised. If an option year is exercised demobilization will be paid at its completion.
In paragraph 1.1.1 "Work Season" is established as 1 May through 30 November. During the non-work season it is anticipated if the optional work is awarded that the Contractor's equipment will need to be taken offsite and properly secure during the non-work period and then remobilized at the start of the next work season.
The Bid Schedule does not provide for an immediate mobilization and demobilization for each of the option periods.
It is our suggestion that the USACE provide a Lump Sum bid item for Mobilization and Demobilization for each of the Option Periods. With such a revision the USACE could receive a savings if it does not elect to award any given option period if a lump sum bid item for mobilization and demobilization was included in the Bid Schedule. In the current bid schedule a contractor most likely will price the immediate mobilization and demobilization cost in the Base Period.
On: Jun 27 2016.
Government Response. . The bid schedule will not be revised. Payment will be made for one mobilization and one demobilization. On: Jul 18 2016 Current Request Status: Request Closed

6578462 Contracting 6 Section 00 21 00 Bid Submission Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
At Bid Submission the contractor is required to provide both a hard copy and a CD ROM of their bid. We would appreciate consideration by the USACE to allow the CD ROM to be submitted within 24 hours after the bid opening date. The additional time to submit the CD ROM is a common practice with other USACE Districts providing contractors the flexibility to make last second changes to their bid packages.
On: Jun 28 2016.
Government Response. . Submission of both a hard copy (paper) bid and a CD ROM is required at bid opening. If final corrections are made to the hard copy that do not agree with the CD ROM copy, a corrected CD ROM may be submitted within 24 hours. If there is any discrepancy between the two copies at bid opening, the hard copy (paper) bid is considered the official bid. On: Jul 18 2016 Current Request Status: Request Closed

I request clarification regarding the contractual responsibility of a contractor to return to this project after electing to work for others during the non-work period. If the contractor commences work for others during the non-work season but the work it is performing for others is not completed when the dredging season begins on May 1, is the contractor allowed to finish the work it is performing for others even if it extends into the dredging season, or is the contractor required to mobilize under this contract whenever it receives a notice to proceed during the dredging season?
On: Jun 29 2016.
Government Response. . Per Section 02482 – Dredging; 1.1.1 Work Season; the required dredging work season begins on 01 May. The dredge with attending personnel and attendant plant shall be mobilized to a mutually agreed upon navigation mile by 01 May. On: Jul 18 2016 Current Request Status: Request Closed

Mobilization and demobilization for dredge and attendant plant will be paid for at the contract sum job price for Contract Line Item Number (CLIN 0001) "Mobilization and Demobilization", of the bidding schedule which price and payment thereof shall constitute full compensation for the mobilization and demobilization for all the Contractor's dredging plant and equipment as specified in CLAUSE: 252.236-7004 PAYMENT FOR MOBILIZATION AND DEMOBILIZATION. Mobilization shall consist of all work required in preparing the Contractor's dredging plant and equipment for shipment, moving dredge, attendant plant, equipment, labor supplies, and incidentals to the Navigation Mile 44.0 or a mutually agreed upon Navigation Mile of the McClellan-Kerr Arkansas River Navigation System and making ready for dredging. The Contractor's plant and equipment to be used in performing the work will be subject to approval by the Contracting Officer. Demobilization shall consist of all work required to prepare plant and equipment for return trip and removing all plant, equipment, unused labor supplies, and incidentals from the jobsite at the completion of the contract work, including cleaning up any land based staging site used in the prosecution of the work. Demobilization will be paid at the completion of the base year if option years are not exercised. If an option year is exercised, demobilization will be paid at its completion.
1.3.2 Dredging
Payment for dredging will be made at the contract unit price per station for CLIN 0002 in base year and CLIN 1002 and CLIN 2002 in option years multiplied by the appropriate factor as determined by the actual pipeline length and actual lift, from the following chart:
1.3.2.1 Quantity Surveys
The Government will make original and final surveys at approximately 100-foot intervals and at the ends of dredge cuts which do not fall at 100-foot intervals. From these surveys the Government will compute the quantity of work performed. The original survey of a station in each cut will be performed no more than 2 days prior to dredging and the final survey of a station in each cut will be performed no more than 2 days after the discharge line has cleared the station. Unless requested by the Contractor in each specific case, quantity surveys made by the Government will be performed without a representative of the Contractor's supervisory personnel being present.
1.3.2.2 Equipment and Computations
The single-beam sonic depth finder will be considered equivalent to a lead line for measurement of soundings. The planimeter will be considered a precise instrument for measuring cross sectional area. If cross sections are plotted according to a coordinate system, preprogrammed calculators or computers may be used instead of a planimeter. A copy of the original notes, computations, and records may be furnished to the Contractor upon request.
1.3.2.3 Stations
For pay purposes a station of dredging is equivalent to 100 feet of advance by the dredge in a cut that averages 150 feet in width at the base of the cut and averages 3 feet of depth; see Figure 1 at the end of this section. The number of stations of dredging will be measured and calculated to the nearest one-tenth (0.1). The minimum payment for an advance of 100 feet will be 1.00 station.
