CUTOFF WALL EXCAVATION AND CONSTRUCTION

PART 1 GENERAL

The specifications in this section are intended as guide specifications although they do identify the minimum conditions of acceptability for construction of the wall. They are not intended to restrict innovation in the Contractor’s approach to the excavation and construction of a continuous concrete cutoff wall. Regardless of approach taken, the Contractor shall either incorporate these specifications in his proposal or propose alternative specifications. If the Contractor proposes alternatives, the proposal shall clearly denote these. It shall also include a justification for why the Contractor believes his/her alternative to be superior or more stringent than these guide specifications.

The Offerer’s proposal shall address short and long term stability of the cutoff wall particularly where the wall spans openings in the rock mass to withstand loading generated by the reservoir and soil upstream of the wall.

1.4.1 Embankment Soils

The embankment consists of an inclined clay core of low to highly plastic clays and silts, with exterior pervious shells consisting of clay, silt, sand, gravel, cobbles and boulders. Special care must be taken excavating the pervious shell material due to the concern of caving of this material.

The embankment through the valley section of the dam was constructed on alluvial soils of clay, sands, silts, and gravels overlying the foundation bedrock. The core trench was excavated through the alluvial material approximately 40-feet thick from Station 34+00 to Station 53+50 and the clay core was placed in the core trench directly on the foundation rock or on concrete placed within the core trench. The upstream slope of the embankment is covered with an impervious clay blanket approximately five feet thick underlain by stone protection (maximum size 24” diameter) approximately three feet thick. The cutoff wall will penetrate through the upstream pervious shell, the inclined clay core and into the foundation rock in the core trench from Station 34+00 to Station 53+50. Index and physical properties of the embankment materials, overburden soils, and bedrock are provided in the historical documentation provided with these specifications.

1.4.2 Abutment Overburden/Epikarst

The left and right abutments consist of residual soils (predominantly clay) and weathered to highly weathered dolomite (epikarst). Epikarst is defined

SECTION 31 56 00.1 Page 4 of 29 as the interval between the mostly unaltered bedrock and the overlying residual soils. The epikarst consists of weathered to highly weathered dolomite, floating rock (rock that has been detached from the bedrock) clay filled joints and is pinnacled within the abutments. The top of rock is highly varied in both abutments due to weathering and solution of the bedrock. The abutments have taken large amounts of grout during the currently ongoing grouting program. The residual soils and epikarst were drilled with an Interoc AN-160 Rotary Duplex Auger Drill.

1.4.3 Alluvial Material

All material overlying the rock foundation and underlying the embankment in the valley section of the dam, except for the core trench, is alluvial material. This material is comprised mostly of reworked residual clay and alluvial clay, silt, sand, gravel and various mixtures of these soil types.

The alluvial material is both upstream and downstream of the core trench and the centerline of the proposed cutoff wall.

1.4.4 Foundation Rock

The foundation rock is defined as bedrock, which underlies the embankment materials and the abutment overburden/epikarst. The upper occurrence of dolomite bedrock is considered top of rock, as shown on the plans, for the purpose of the Offeror’s proposal.

These materials listed above are described in more detail in SECTION 01 14

00.1 PROJECT INFORMATION and in the historical documents provided with these specifications.

1.4.5 Trench.

A trench is the excavation opening made for the placement of the concrete for the cutoff wall. The trench shall be wide enough to provide for the construction of a 24-inch wide completed concrete cutoff wall.

1.4.6 Element

An element is an excavation created by a single vertical pass of machinery.

The term is applicable to either secant pile or mill method.

1.4.7 Panel

A panel is defined as one rectangular placement of concrete cutoff wall constructed by the rock mill method consisting of several elements. In non-critical areas, the maximum panel length is 30 feet measured in plan parallel to the wall alignment before backfilling with concrete is required.

For critical areas, the maximum panel length is one element for mill excavation measured in plan parallel to the wall alignment before backfilling with concrete is required.

1.4.8 Secant Pile

SECTION 31 56 00.1 Page 5 of 29

The secant pile wall may consist of individually drilled and backfilled secant piles or a series of overlapping secant piles forming a “secant pile panel”, which are backfilled monolithically.

For critical areas the maximum secant pile panel length is five overlapping secant piles measured along the wall alignment using the secant pile method when overlapping secant piles are backfilled with concrete monolithically.

1.4.9 Joint

A joint is the area of contact between adjacent elements.

1.4.10 Overlapping Excavation

An overlapping excavation is created by the removal of concrete from an element while excavating an adjacent element.

1.4.11 Overlapping Element

An overlapping element is that portion of an element created by the removal of concrete from an adjacent element.

1.4.12 Critical Areas

A critical area is defined as an area of the cutoff wall in which the construction of the wall shall proceed with extra caution and care, regardless of the excavation method. The amount of open excavations (prior to backfilling with concrete) shall be kept to single elements using the rock mill construction method or five (5) open, overlapping secant piles using the secant pile method within these zones. Simultaneous excavations of elements by the rock mill method or overlapping secant pile method may be permitted, but no closer than 150-feet, within critical areas. Secant piles excavated and backfilled individually permit simultaneous excavations, but no closer than 50-feet.

The sinkhole area of the dam, between Station 39+00 and Station 40+50, the area between Station 31+00 to Station 34+00 and the area from Station 53+50 to Station 54+50 have been pre-designated as the critical areas of the project. The Government reserves the right to identify 100 linear feet in plan measured along the wall alignment of additional critical area at no additional cost.

These areas have been designated as critical areas based on known or suspected foundation conditions indicating higher permeabilities and variable foundation conditions. Open solution features, open fractures, voids, and clay filled cavities are among the possible features which can be expected in these critical areas. These conditions may also exist outside the designated critical areas but their occurrence is less concentrated.

1.4.13 Test Section

A Test Section is defined as a Government designated area of the cutoff wall to be excavated and constructed to provide early information for evaluation of the suitability of equipment, excavation procedures and techniques, SECTION 31 56 00.1 Page 6 of 29 operations, materials, and to allow for adjustment prior to the initiation of the excavation or construction of the remaining wall.

1.4.14 Grouting of Cutoff Wall Area

Foundation epikarst and rock grouting is underway at the project site by others and will be completed before the cutoff wall contractor will begin on site work. Two grout lines, 10-feet apart with holes on 10-feet centers, run the entire length of the proposed cutoff wall alignment. The proposed cutoff wall alignment will be between these two grout lines. These two grout lines extend approximately 100-feet deep into the foundation rock.

The epikarst in both abutments has been grouted extensively with a high marsh funnel (>100) balanced and stable grout through sleeve-port casing (tube-a-manchette). The intent of grouting the epikarst and foundation rock is to reduce the permeability and to assist with stabilization of the epikarst material for excavation. However, in no way does the Government warranty the effectiveness of the epikarst/rock grouting to prevent slurry loss and/or caving of material and the Contractor should plan for possible slurry loss in both the epikarst and the foundation rock due to the karstic nature of this material. Bidders are encouraged to review data derived from the on-going Foundation Grouting Contract, which is included in the historical documentation provided with these specifications and which will be updated via amendments. This information may be utilized by the cutoff wall Contractor to determine if any additional treatment is necessary to implement their method of construction.

1.5 PERFORMANCE REQUIREMENTS

The Government may perform quality assurance testing on the slurry/drilling materials using the laboratory and equipment furnished by the Contractor.

The Government quality assurance testing will in no way relieve the Contractor of the responsibility of performing quality control tests necessary to meet the construction requirements. The Contractor shall provide the equipment and laboratory space to government personnel and these services shall be considered a subsidiary obligation of the cutoff wall construction. All routine testing procedures being conducted by the Contractor shall be available for inspection by the Contracting Officer at any time.
